Nghe An completed 23/23 targets on developing "agriculture, rural areas"
(Baonghean.vn) - This is the information given by the representative of the Department of Agriculture and Rural Development at the meeting to listen to the Draft Report on the Summary of 10 years of implementing Resolution 26 - NQ/TW dated August 5, 2008 of the 10th Party Central Committee on agriculture, farmers and rural areas (Resolution No. 26) organized by the Provincial People's Committee on the morning of June 25.

According to assessment, after 10 years of implementing Resolution 26, the awareness of Party committees at all levels, authorities, mass organizations at all levels and people about the role and position of agriculture, farmers and rural areas in the integration and development trend of the country has changed.
Nghe An completed and exceeded 23/23 basic targets of the Resolution in 3 areas. Specifically, the growth rate of agricultural production value in the period 2008-2018 grew quite well, stably and sustainably, reaching an average of 4.68%.
The internal economic structure has shifted in the right direction, reducing the proportion of agriculture, increasing forestry and fishery, contributing significantly to the overall growth rate of the province. In pure agriculture, the proportion of crop cultivation has gradually decreased, and the proportion of livestock and services has gradually increased.

Notably, Nghe An's agricultural sector has rapidly applied scientific and technological advances to production; high-tech agricultural production has received attention and become an inevitable development trend; linking production with agricultural product consumption, building large fields, etc., has contributed to increasing crop and livestock productivity and increasing efficiency per unit of cultivated area.
The income of the majority of the rural population has been constantly increasing, reaching over 24.8 million VND/person/year in 2017, an increase of more than 324% compared to 2008. The rate of poor and near-poor households has decreased rapidly, especially in poor districts under Program 30a.
New rural construction has truly become a widespread movement supported by the entire political system and the people. By December 2017, the whole province had 181/431 communes meeting new rural standards, equivalent to 42%, with 3 district-level units meeting new rural standards.

However, reviewing 10 years of implementing Resolution No. 26 also shows that Nghe An agriculture is also facing challenges such as: quality, efficiency and competitiveness of many main agricultural products are still limited; there is still a situation of good harvest but low price...
Although the poverty rate in the whole province has decreased, it is still high in some localities, especially in remote areas, coastal areas, and border areas; agricultural production organization still has many shortcomings, the development of cooperative economy, cooperatives, rural industries, and linkages in agricultural production have not met the requirements of production development in the integration trend...
At the meeting, representatives of departments, branches and localities gave comments on a number of contents such as: assessing the current situation, standardizing data, agreeing on implementation targets by 2020, 2025 and 2030 to complete the draft report...
Concluding the meeting, Vice Chairman of the Provincial People's Committee Dinh Viet Hong acknowledged the preparation work of the Department of Agriculture and Rural Development, and requested the department to coordinate with localities and related units to complete the contents of the draft report in the spirit of closely following the content of Resolution No. 26 and the Central outline to submit to the Provincial Party Committee.

In particular, the Vice Chairman of the Provincial People's Committee noted that the report must focus on analysis and provide evidence to highlight the core issue that after 10 years of implementing Resolution No. 26, people's material and spiritual life has been improved; culture in rural areas has been preserved and developed, security and order have been maintained...
Vice Chairman of the Provincial People's Committee Dinh Viet Hong also requested district-level units to organize a summary to clarify the results achieved, draw experiences and propose goals, tasks and solutions for agricultural, rural and farmer development in the area in the coming time. The Steering Committee for the implementation of Resolution No. 26 of the province will attend and direct the summary in some localities.
