Nghe An: Panic as 'helicopter' flies on village road

He is Le Van Due (born in 1966), from hamlet 6A, Tien Thanh commune, Yen Thanh district. I met Mr. Due driving the "helicopter". He stopped and said: I found the materials myself, the frame is 2 old motorbikes and the other materials are all recycled from scrap.

Looking at it, I saw that the "helicopter" was very funny, with a complete system of gear lever, steering wheel, brakes, horn, signal lights, turn signals, rearview mirrors, weighing about 300 kg.

This "helicopter" was designed and made by Mr. Due in 1 month, with a total cost of nearly 20 million VND, and was put into operation on village roads in early 2019. Although it has the shape of a "helicopter", it does not fly, but only runs on the road, with a maximum speed of 40 km/h.

Regarding safety and other issues related to this homemade vehicle, Mr. Due shared: I made this "flying car" myself so it does not meet technical standards, it is not inspected or registered, so I am also conscious of only driving the vehicle within the commune, and always pay attention to not cause traffic insecurity and other dangers.

Talking to Mr. Nguyen Huu Dai - Chairman of Tien Thanh Commune People's Committee, Mr. Dai said: "According to regulations, homemade vehicles are not allowed to run on public roads. However, in the case of Mr. Le Van Due, he only built this vehicle due to his passion for invention, occasionally running it on short village roads, with the purpose of bringing joy to young children in this poor mountainous commune."

However, many opinions still believe that Mr. Due's allowing this "helicopter" to operate on public transport is something to be noted.

There are still more than 9,000 homemade vehicles and farm equipment nationwide that have not been eliminated.

On December 6, the Directorate for Roads of Vietnam (DRVN) held a conference to review the implementation of management and support for replacing agricultural vehicles, three-wheeled motor vehicles, and 3-4-wheeled rudimentary vehicles that are subject to suspension from traffic.
