Nghe An: Students of non-public kindergartens are exempted or have reduced tuition fees
(Baonghean.vn) - On August 10, the People's Committee of Nghe An province issued Plan No. 539/KH - UBND on Developing a network of non-public preschools in Nghe An province for the period 2018 - 2020, with a view to 2025. Including many support policies such as tuition exemption and reduction, and lunch allowance.
This is the first time Nghe An has issued a separate plan aimed at developing a system of non-public preschool education facilities.
Accordingly, it is expected that by 2020 Nghe An will have55 non-public kindergartens in localities belonging to wards of the city, towns and townships of the district; there are 275 private independent kindergarten groups and classes in rural localities, non-concentrated industrial worker areas and densely populated areas.
At the same time, strive to achieve a rate of mobilizing children in non-public preschools accounting for 25% of the total number of children mobilized to preschools. Of which, the rate of mobilizing children in nursery schools is 44%, and that of preschool children is 15%.

To effectively implement the plan, Nghe An will implement policies to encourage socialization of activities in the field of preschool education, and encourage the development of a non-public preschool system.
Specifically, it will increase the provision of information to investors about demand and development potential; forecast reasonable scale and the State's incentive and preferential policies for non-public kindergartens.
Create a favorable investment environment, implement preferential policies according to the provisions of law to encourage organizations and individuals to invest in developing non-public preschools in favorable locations, industrial parks, and densely populated areas.
Continue to implement preferential policies on land rent and corporate income tax according to the provisions of Decree 69/2008/ND-CP dated May 30, 2008 of the Government.vOn policies to encourage socialization of activities in the fields of education, vocational training, health care, culture, sports, environment; Decree 59/2014/ND-CP on amending and supplementing a number of contents of Decree 69/2008/ND-CP dated May 30, 2008 of the Government; Decision No. 13/2015/QD-UBND dated February 9, 2015 of the People's Committee of Nghe An province on policies to encourage socialization of activities in the fields of education, vocational training, health care, culture, sports, environment and judicial appraisal in Nghe An province.

In particular, according to this plan, Nghe An implements a policy of tuition exemption and reduction, and support for learning costs, and lunch money for preschool children studying at non-public preschools who are eligible for support according to the provisions of Decree 86/2015/ND-CP dated October 2, 2015 of the Government regulating the collection and expenditure mechanism, tuition fee management for educational institutions in the national education system and tuition exemption and reduction policies, and support for learning costs from the 2015-2016 school year to the 2020-2021 school year; Decree 06/2018/ND-CP dated January 5, 2018 on regulations on lunch support policies for preschool children and policies for preschool teachers at non-public preschools.
In addition, managers and teachers at non-public preschools will be fully supported with training funding policies; and will be supported with equipment, supplies, and toys from the province's annual budget for schools participating in universal preschool education for 5-year-old children and inclusive education for the disabled, like public schools.
By the 2017-2018 school year, non-public preschool facilities in the province had come into operation with 40 private schools and 176 private independent groups and classes; attracting 17.3% of nursery children and 5.1% of preschool children out of the total number of mobilized children.
The rate of mobilizing children from non-public schools is still low compared to the whole country and some localities with the same conditions and compared to the goals and targets stipulated in Resolution 70/2012 of the Provincial People's Council on approving the planning for education and training development in Nghe An province for the period 2012 - 2020.
In the whole province, there are currently about 120,000 nursery school children (from 3 months old to under 36 months old) and 23,000 preschool children (from 3 to 4 years old) who do not have the opportunity to go to class.
