Nghe An: More than 2,180 billion VND to support the poor and near-poor to buy health insurance

Implementing the National Target Program on Sustainable Poverty Reduction in the province, the Department of Finance has coordinated with sectors and localities to allocate and disburse resources for investment in development and sustainable poverty reduction, contributing to promoting socio-economic development; hunger eradication and poverty reduction in the province.

Poverty reduction policies are focused on support, including support for healthcare, education, vocational training for rural workers, and electricity bill support for poor households...

In addition, the Department also focuses on supporting capital investment in infrastructure for poor districts, especially disadvantaged communes in coastal areas, islands, especially disadvantaged communes, border communes, safe zone communes, and especially disadvantaged villages and hamlets; supporting the replication of poverty reduction models; supporting the improvement of poverty reduction capacity, communication and monitoring and evaluation of poverty reduction program implementation.

Poverty reduction support policies according to Resolution 30a of the Government; policies for poor communes with a poverty rate of 30% or more, in addition to program 30a according to the Resolution of the Provincial People's Council, are fully implemented, targeting the right subjects...

The total resources of the Central and the province for the poverty reduction program in 5 years (2012 - 2016) are nearly 3,850 billion VND. Of which, the budget to support the poor and near-poor to buy health insurance cards is more than 2,180 billion VND with the total number of poor people supported to buy health insurance every year, from 526,969 to 662,551 people; near-poor is 231,386 - 172,777 people. The budget to support vocational training for the poor is more than 34 billion VND; support electricity bills for the poor is more than 236 billion VND...

In addition to the positive results, at the meeting, delegates also pointed out some limitations and shortcomings. That is, the implementation of hunger eradication and poverty reduction models is not much, small scale, low investment resources, low efficiency.

The implementation of vocational training policies for rural workers in some localities is not really suitable to the reality and capacity, strengths and conditions of learners, so the training efficiency is not high, wasting training funds. The work of synthesizing records as well as assessing and allocating funds to beneficiaries of education policies is not timely...

Concluding the meeting, in addition to appreciating the efforts of the Department of Finance, comrade Hoang Viet Duong - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council also pointed out some limitations.

It is worth noting that investment capital for poverty reduction is still scattered, lacking focus and key points, and urgent investment points have not received attention. The allocation and payment of some subsidies to the poor, people with revolutionary contributions, and social protection beneficiaries are still slow, causing frustration among the people...

Comrade Hoang Viet Duong also suggested that the Department of Finance advise on handling existing problems and inadequacies in resources, especially resources for infrastructure investment, production development, vocational training, and policies for beneficiaries of poor households.

This Department also needs to strengthen coordination with departments and branches in allocating resources to support poverty reduction to ensure objectivity and fairness; integrating other investment and support programs, ensuring increased effectiveness of sustainable poverty reduction programs...
