(Baonghean.vn) - Nghe An has just issued a draft to merge the Construction Investment Project Management Boards in the area into one board under the Provincial People's Committee.

Many limitations

The management of investment projects for construction of civil, industrial and technical infrastructure works at the provincial level is currently carried out by 5 Project Management Boards under 4 management departments, including: Management Board of civil construction projects and urban technical infrastructure in Nghe An, established in 1995 under the Department of Construction; Management Board of cultural - sports - tourism construction projects and Management Board of the project to preserve and embellish the Kim Lien historical and cultural relic site associated with tourism development, under the Department of Culture and Sports; Management Board of specialized medical construction projects, under the Department of Health; Management Board of specialized education and training projects under the Department of Education and Training.

Currently, the total number of professional and technical departments of the 5 Boards is 17. The total number of civil servants, public employees and workers is 75.people; of which 3 are civil servants, 49 are employees, and 23 are contract employees. There are 5 directors (Heads of Department), 7 deputy directors (Deputy Heads of Department), 10 department heads, 9 deputy department heads, and the rest are civil servants and employees.

*The project management board of the Cultural, Sports and Tourism construction projects before the merger has 1 Director and 1 Deputy Director; 3 specialized departments: Organization - Administration - General Department, Technical - Restoration - Embellishment Department, Planning Department, total staff: 10 people.

* Management board of the project to preserve and restore the Kim Lien historical and cultural relic site associated with tourism development: There is 1 Head and 1 Deputy Head; 2 specialized and professional departments including: Administrative - General Department and Construction Technical Department. Personnel: 10 people.

* Management Board of specialized medical construction projects, including: 1 Director and 1 Deputy Director; 2 specialized and professional departments including: Finance and General Planning Department, Technical Department - Administrative Organization, Human Resources 12 people.

*Education and Training Project Management Board: Has 1 Director and 2 Deputy Directors; 3 professional and technical departments including: General Department, Technical Department and Accounting Department; 10 staff members.

The total number of projects and works being invested in, represented by investors, project management consultants and supervision consultants is 171 projects and works with a total investment of about 4,377.billion dong

Regarding finance: The total revenue of the committees in 2018 was 17,357 billion VND (of which the budget support was 1,525 billion VND), the total expenditure was 16,403 billion VND, the difference (revenue - expenditure) was 956 million VND.

Of the 5 Boards mentioned above, the Board of Management of Civil Construction and Urban Infrastructure Projects is relatively large in scale, with a total of 33 employees, the remaining boards are small in scale. The operating funding of the Boards is mainly from the State budget.

According to Nghe An province's assessment, because the governing body is directly the investor, the Project Management Board only represents the investor, so during the construction and implementation of the project, the investor must participate and decide on many project contents, affecting the state management of the industry with the project.

Another limitation is that capital is currently slow to be provided, project duration is prolonged, while competition in other consulting activities is difficult; the situation of not having enough costs to operate regularly directly affects the income and life of workers.

In addition to the waste of human resources, facilities, and management costs, there is also a certain overlap and lack of synchronization in the management of the Boards, investors, and the province.

Merge into 1 board, under the Provincial People's Committee

According to the provisions of law on the establishment of specialized construction investment project management boards and the current requirements for streamlining the payroll, the merger of construction project management boards of civil, industrial and technical infrastructure works currently managed by the Departments into 1 specialized civil and industrial construction project management board directly managed by the Provincial People's Committee is necessary and must be implemented.

The goal is to arrange and reorganize the Project Management Boards for investment in construction of civil, industrial and technical infrastructure works at the provincial level in accordance with current legal regulations, ensuring adequate professional capacity and experience, meeting requirements on professionalism and comprehensiveness by field; focusing on performing professional work; not holding concurrent positions, in accordance with the provisions of the Construction Law dated June 18, 2014, Decree No. 59/2015/ND-CP and Circular No. 16/2016/TT-BXD and reducing the number of intermediaries.

After the merger, the Project Management Board specializing in construction of civil, industrial and technical infrastructure works will be called: Project Management Board for investment in construction of civil and industrial works of Nghe An province.

This Board is established by the Chairman of the Provincial People's Committee and is directly under the Provincial People's Committee; subject to the direction and management of the Provincial People's Committee in terms of organization and operation; subject to state management in terms of professional expertise according to the provisions of law on construction investment.

Post-merger functions:Act as the investor of a number of investment projects in the construction of civil, industrial and technical infrastructure works using state budget capital and non-state budget capital decided by the Provincial People's Committee for investment; Receive and manage the use of construction investment capital according to the provisions of law; Exercise the rights and obligations of the investor.

The organizational structure of the Project Management Board includes: Board of Directors, office, a number of professional departments (departments) to perform the functions of the investor and specialized departments (departments) to manage the project. The Board of Directors includes the director and no more than 3 deputy directors. The office and no more than 5 professional and technical departments.

Reduced 12 specialized rooms

According to the project, after the merger, the Project Management Board will not only reduce 4 Project Management Boards, but also reduce 12 professional and technical departments. Regarding personnel: reduce 4 directors; 4 deputy directors; 5 department heads. In addition, after the arrangement, some employees such as administration, treasury, accounting, etc. will be reduced.

Mr. Nguyen Truong Giang - Deputy Director of the Department of Construction (the unit that prepared the project) said: According to the direction, the roadmap for establishing the organizational structure is before September 30, 2019; Completing the handover preparation work, establishing the Project Management Board before December 30, 2019; The Project Management Board starts operating from January 1, 2020.
