Nghe An guides the plan for arranging and assigning cadres after merging commune-level administrative units
(Baonghean.vn) - Nghe An Department of Home Affairs has issued instructions on arranging, assigning and resolving policies for cadres, civil servants, public employees, workers and part-time workers at the commune level, after merging commune-level administrative units according to Resolution No. 37-NQ/TW in the province.
Plan for staff arrangement and assignment
First, after merging commune-level administrative units, localities will review, evaluate and classify cadres, civil servants, public employees, workers and part-time workers at the commune level into the following groups:
-Group 1: Those who meet the standards and conditions will continue to be assigned work.
-Group 2: People who are eligible and qualified to retire under the social insurance regime according to the law.
-Group 3: People who are qualified, eligible and wish to retire early.
- Group 4: People who wish to transfer to other units.
-Group 5: People who wish to retire and receive a one-time subsidy…
For full-time cadres who meet the standards and conditions to continue working in group (1): plan personnel to be assigned to full-time cadre positions for the new administrative unit; in other cases, consider transferring and assigning them to full-time cadre positions in other commune-level administrative units (if conditions permit).
As for civil servants who meet the standards and conditions to continue working in group (1): personnel are expected to be assigned to civil servant positions for the new administrative unit; in other cases, consideration will be given to transferring and assigning them to civil servant positions in other commune-level administrative units (if conditions permit) or selecting and recommending them for election to hold specialized cadre positions.
As for health officials, they will follow the project to rearrange commune health stations of the Department of Health.
For school officials and employees: In the immediate future, maintain stability and request the Department of Education and Training to develop a plan for arrangement and a job position project suitable for the staffing and tasks after merging commune-level administrative units.
For part-time workers at the commune level: it is expected that qualified personnel will continue to work and be assigned to part-time positions in new administrative units in accordance with the number prescribed in Decree 34/2019/ND-CP dated April 24, 2019 of the Government.

Department of Home Affairs notes to localitiesWhen developing plans and implementing the arrangement and assignment of cadres, civil servants, public employees and part-time workers at the commune level, it is necessary to follow the correct procedures and authority prescribed by superiors.
Resolve policies and regimes
The Department of Home Affairs proposes solutions to policies and regimes for cadres.
Accordingly, for cadres and civil servants who meet the standards and conditions to continue to be assigned to work in group (1), but cannot be immediately assigned to positions, titles, and titles suitable for the number of staff as prescribed by the Government, they will be temporarily assigned and used to supplement suitable positions, titles, and titles.
In case there are still surplus cadre positions, some deputy positions can be arranged if necessary. By the commune-level party congress for the 2020-2025 term (April 2020), the number of cadres must be rearranged to meet the prescribed number of cadres.
In the long term, there needs to be a solution to arrange, transfer, and assign cadres and civil servant positions and titles in the political system appropriately, so that after 5 years from the date of the resolution of the Standing Committee of the National Assembly on merging communes, administrative units ensure the number of cadres and civil servants in accordance with regulations.

During the process of arrangement and reassignment, if a commune-level cadre ceases to hold a leadership position or is appointed or elected to a new position with a lower leadership allowance than the current leadership allowance, the current leadership allowance will be retained until the end of the term of appointment or the end of the election term. In case the remaining term of appointment or election term is less than 06 months, the remaining 06 months will be retained.
For cadres and civil servants in groups (2) and (3): Create favorable conditions for them to retire according to the regime and their wishes, and at the same time resolve policies and regimes according to general regulations of the state and support regimes of the province.
For officials and civil servants in group (4): Create favorable conditions for them to transfer jobs according to their wishes.
For officials and civil servants in group (5): Create favorable conditions for them to retire, and at the same time resolve policies and regimes according to general regulations of the state and support regimes of the province.

For those who work part-time at the commune level and cannot continue to be assigned to part-time positions in new administrative units, they will be allowed to retire and enjoy support benefits according to provincial regulations, or retire and enjoy social insurance benefits for those who participate in social insurance.
On that basis, the Department of Home Affairs requests that the Standing Committee of the Party Committee and the People's Committee at the district level be responsible for leading and directing the arrangement and assignment of cadres, civil servants, public employees and non-professional workers in their localities according to their authority, ensuring objectivity, transparency, reason, emotion and stabilizing the situation at the grassroots level.
During the implementation process, it is necessary to ensure democracy, objectivity and transparency in reviewing, evaluating, classifying, arranging, reorganizing and resolving regimes and policies for cadres, civil servants, public employees, workers and part-time workers in communes, wards and towns subject to reorganization.
Select, arrange, and assign people with sufficient qualities, capacities, standards, and conditions (especially age and training level) to positions in the organizational apparatus of new administrative units and agencies and organizations in the political system at all levels, in conjunction with preparing personnel for the Party Congress for the 2020-2025 term and electing People's Council delegates at all levels for the 2021-2026 term.
At the same time, pay attention to promptly resolving the regime and policies for redundant cadres, civil servants, public employees, workers and non-professional workers in communes, wards and towns after the reorganization.
