Nghe An: Aiming to become an industrial cluster in the North Central region

(Baonghean.vn) - That is the goal of the draft action program to implement Resolution 23-NQ/TW of the Politburo on orientations for building national industrial development policies to 2030, with a vision to 2045 in Nghe An province.

On the morning of August 7, under the chairmanship of Mr. Huynh Thanh Dien - Vice Chairman of the Provincial People's Committee, the Steering Committee and the Steering Committee's Working Group for the implementation of Resolution 06-NQ/TU on industrial development, small-scale industry and craft village construction in the period 2011 - 2020 met to evaluate the results of activities in the first 6 months of the year, tasks for the last 6 months of the year; Listen and give opinions on the draft action program to implement Resolution 23-NQ/TW of the Politburo on orientations for building national industrial development policies to 2030, with a vision to 2045 in Nghe An province.

In the first 6 months of the year, industrial production continued to maintain high growth momentum thanks to factories stabilizing production and exploiting the market well (processed milk, cement, roofing sheets, plastic pipes, garment products, steel pipes, commercial electricity, etc.); the industrial production index IIP increased by 17.81% over the same period.

Continue to attract a number of large-scale, important industrial investment projects such as WHA Hemaraj Industrial Park project, Massan Brewery project with a capacity of 150 million liters/year, Nghe An MDF Wood Factory project, high-tech construction materials production complex of Trung Do Joint Stock Company, Dinh Vang Leather and Footwear Factory...

Some key industrial programs and projects are being implemented at a rapid pace: VSIP Industrial, Urban and Service Park, electricity program, industrial cluster development, construction of concentrated aquatic and seafood processing clusters, etc.

State management of industry, handicrafts, and craft village construction has been strengthened, especially inspection of investment projects behind schedule as committed, and environmental inspection and food safety in industrial production.

At the meeting, the members of the working group spoke and analyzed to clarify some of the existing causes. That is, the industrial production value increased compared to the same period in 2017, but was lower than the planned target; the main reason was that in the first 6 months of the year, there were no new large-scale industrial investment projects put into operation. Some major products decreased such as beer, packaging, animal feed, fertilizer, tin ingots, etc.

Difficulties in capital have led to the slow progress of programs and projects in the Resolution due to unbalanced resources. Construction implementation is still scattered, fragmented, and ineffective, especially in the infrastructure of industrial parks, power grid infrastructure, thermal power, high-tech industrial parks, etc. The handover of land for some key industrial projects is slow, affecting investment targets and affecting the attractiveness of the investment environment.

At the meeting, delegates gave their opinions on the draft Action Program to implement Resolution 23-NQ/TW dated March 22, 2018 of the Politburo on orientations for building national industrial development policies to 2030, with a vision to 2045 in Nghe An province.

Accordingly, build and promulgate a synchronous system of industrial development policies in the province, focus resources on development to achieve the goal of making Nghe An basically an industrial province before 2030. Strive for the proportion of industry in the province's GRDP to reach over 40%; of which, the processing and manufacturing industry will reach about 30%.

Strive to form an industrial cluster in the North Central region, attracting more strong domestic and foreign economic groups to invest in the industrial sector.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Huynh Thanh Dien proposed to continue to adhere to the goals and targets of the Resolution and the plan assigned by the Provincial People's Committee in 2018 to direct implementation, accelerate the development of industry and handicrafts to create the main source of budget revenue for the province. Focus on striving to achieve and exceed the targets assigned by the province in 2018 to achieve a production value of 57,000 - 58,000 billion VND, with a growth rate of over 18%.

To achieve the set goals, the Vice Chairman of the Provincial People's Committee proposed focusing on key solutions to ensure the completion of the 2018 plan.

Regarding the action plan to implement Resolution 23 of the Politburo, the Vice Chairman of the Provincial People's Committee agreed on the goal of Nghe An basically becoming an industrial province by 2030 in the spirit of industry being one step ahead in economic development. He requested the Department of Industry and Trade to absorb the opinions of the Steering Committee and the working group, deeply understand the guiding spirit of Resolution 23, on the basis of evaluating Resolution 06 to complete the draft.
