Promoting the role of political nucleus

The Provincial Party Standing Committee has directed the implementation, dissemination and dissemination of the project to district, city, town Party Committees, and affiliated Party Committees; private enterprises and foreign-invested enterprises in the province. After 5 years of implementing Project 5155, as of May 2020, the whole province has developed 271 grassroots trade unions (of which, the non-state sector has 227; the foreign enterprise sector has 12 organizations...). In the 2 units selected as pilot units, Vinh City Party Committee and Quy Hop District Party Committee, 57 grassroots trade unions have been established (achieving 70% of the project's target); 36 Youth Union organizations (achieving 60% of the project's target).

As of December 31, 2019, the total number of grassroots Party organizations in enterprises was 305, accounting for 20.3% of the total number of Party organizations in the province. The number of Party members in enterprises was 9,298, accounting for 4.8% of the Party members in the entire Provincial Party Committee. There were 152 grassroots Party organizations with 3,672 Party members in non-state enterprises. 834 people in private enterprises and foreign-invested enterprises were admitted to the Party. Party committees at all levels have trained and introduced 23 private business owners to join the Party. 42 Party organizations were established in private enterprises and foreign-invested enterprises (reaching 11.2% of the total number of enterprises). Two model units, Vinh City Party Committee and Quy Hop District Party Committee, have established 13 Party organizations and admitted 69 Party members, of which: Vinh City Party Committee established 11 Party cells (reaching 12.2% of the total number of enterprises when developing the project), admitted 55 Party members; Quy Hop District Party Committee established 2 Party cells (reaching 4.9% of the total number of enterprises when developing the project), admitted 14 Party members.

Grassroots Party organizations in basic types of enterprisespromote the role of political nucleus, creating stability and development of enterprises in the current market economy. Many grassroots Party organizations have innovated the content and methods of leadership, especially enhancing the leadership role in implementing political tasks, overcoming difficulties, completing production and business tasks; paying attention to applying scientific and technical advances in production and business; the income of workers and laborers has been gradually improved; actively participating in humanitarian, charitable and gratitude activities, contributing to the good implementation of social security work in the province.

Stemming from the interests of workers and businesses

During the implementation of Project 5155, some limitations and shortcomings were also revealed, such as: The direction and implementation of the project in some localities and units were not resolute, not regular and still passive. The implementation results did not meet the project's targets. The propaganda and dissemination of policies and guidelines on the development of Party organizations and Party members of some Party committees, agencies and units to enterprises, including enterprises with Party cells and enterprises with Party members but without Party cells, still had many limitations. The form and content of propaganda were not creative, not diverse, and not suitable to the characteristics of each type of enterprise. The operation methods of Party organizations and unions in many enterprises were still confusing, but there were no suitable solutions. Mechanisms and policies have not been issued to facilitate, support and encourage businesses to pay attention to and support the establishment and operation of Party organizations, Youth Unions, Trade Unions... in the spirit of Decree No. 98-ND/CP, dated October 24, 2014 of the Government.

19th Provincial Party Congress, the 2020-2025 term continues to identify the work of developing Party members and Party organizations in all types of enterprises as one of the fundamental and breakthrough tasks. This is one of the 9 key programs and projects to implement the Resolution of the 19th Provincial Party Congress; with the viewpoint: It is necessary to start from the interests of workers and business owners to mobilize the establishment of socio-political organizations, establish Party organizations that are true to the nature of the working class and workers in accordance with the current situation but do not affect the operations of enterprises. To effectively implement this content, in the coming time, Nghe An Provincial Party Committee will focus on directing and implementing well a number of tasks and solutions:

Strengthening the leadership and direction of Party committees and organizations at all levels, mobilizing the participation of the entire political system to effectively carry out advocacy and propaganda work, creating a strong change in awareness and action on the policy of developing the private economy into an important driving force of the socialist-oriented market economy. Promoting the role of business associations, at the same time attaching the responsibility of business directors, especially directors who are Party members, in building and developing people's organizations, unions and Party organizations in private enterprises.

Promote the organization of forums for exchange and dialogue between the business community and Party committees and authorities at all levels, in order to promptly, practically and effectively resolve difficulties and obstacles for businesses, create consensus for the establishment and create favorable conditions for socio-political organizations to operate effectively. Timely have forms of commendation and recognition for private enterprises and foreign-invested enterprises that do a good job in Party building.

Focus on building, consolidating, developing, and improving the quality of activities of Party organizations, unions, Party members, and union members in private enterprises. Timely correct limitations and shortcomings, propose measures to consolidate and improve the quality of activities of Party organizations...

Direct the district, city, town Party Committees and the Party Committee of the Enterprise Bloc to develop a specialized resolution on the development of Party organizations and Party members in private enterprises and foreign-invested enterprises, considering this a regular and important task in carrying out the political tasks of their units. Continue to deploy and effectively implement Decree No. 98/2014/ND-CP dated October 24, 2014 of the Government regulating the establishment of political organizations and socio-political organizations in enterprises of all economic sectors.

According to data from Nghe An Tax Department, as of December 31, 2019, Nghe An province had 12,399 enterprises operating in production and business (20 state-owned enterprises, 12,379 non-state enterprises). Among the non-state enterprises, there were 93 foreign-invested enterprises (accounting for 0.75%); 4,677 joint-stock enterprises (accounting for 37.7%); 636 private enterprises (accounting for 5.13%); 6,600 limited liability companies (accounting for 53.23%); 373 cooperatives (accounting for 3%). Most of the enterprises are concentrated in Vinh city, key industrial parks and some districts such as Quy Hop, Quynh Luu, Cua Lo town... the rest are scattered, mainly in the districts of the delta.
