Nghe An overcomes all difficulties, speeds up public investment disbursement
Faced with pressure to reorganize the administrative apparatus at district and commune levels, Nghe An identified public investment disbursement in 2025 as a key task, with a target of over 95%. Provincial leaders requested drastic and consistent action to prevent capital from stagnating during the pivotal period.

Tightly control the progress of each project
In 2025, Nghe An will face an urgent need to disburse more than VND 10,000 billion in public investment capital in the context that the two-level local government (province, commune, not district level) will officially operate from July 1, 2025. This is a turning point, forcing the province to ensure the progress of disbursement without interruption.

On the coastal road from Nghi Son (Thanh Hoa) to Cua Lo (Nghe An), one of the province's key projects, Vice Chairman of the Provincial People's Committee Hoang Phu Hien was present at the construction site, directly inspecting and urging. The section Km7 - Km76 with the scale of a grade III plain road, 11 meters wide, has a total investment of up to 4,651 billion VND. Of which, construction and installation costs account for 3,202 billion VND, site clearance costs 933.6 billion VND and other costs are more than 515 billion VND.
However, the site clearance has not been completed yet. There are still 0.37 km of problems, with the main bottlenecks in Hoang Mai, Quynh Luu, Dien Chau and Nghi Loc towns. These problems have slowed down some construction items, posing an urgent need for a thorough solution.
Not only the coastal road project, the entire Nghe An province is in a "race" to speed up the disbursement of public investment capital. According to the report, by early April 2025, the province had allocated more than VND9,027 billion in detail, reaching 90.24% of the capital plan assigned by the Prime Minister and the Provincial People's Council. However, more than VND976 billion (9.76%) has not been allocated, concentrated in the central budget, national target program capital and local budget for the Western region.
By the end of the first quarter of 2025, Nghe An's disbursement rate reached 14.85%, higher than the national average (9.53%), but still far from the disbursement target of over 95% as directed by the Government. This result shows that, although there has been positive movement, the road ahead requires extraordinary efforts.
Notably, the lessons from 2024 are still valid. Last year, although the target was 95% or more, the disbursement rate of concentrated public investment capital in the whole province only reached 91.37% compared to the plan assigned by the Prime Minister and 84.31% compared to the total allocated plan. The province has seriously criticized 34 departments, branches, localities, and investors for the low disbursement progress, and at the same time, requested to review and handle the responsibilities of related individuals and groups. Slow file preparation and site clearance, weak construction capacity, and lack of coordination between units... have been identified as the main causes of the delay.
In order to maintain the flow of public investment capital during the administrative transition period, Chairman of the Provincial People's Committee Le Hong Vinh in mid-April 2025 specifically assigned the responsibility of directing and urging progress to each provincial leader. Accordingly, the Chairman of the Provincial People's Committee assigned each Vice Chairman of the Provincial People's Committee to be in charge of a specific project group.

Not stopping at assigning responsibilities on paper, the Chairman of the Provincial People's Committee requested all leaders of departments, branches and localities to periodically conduct field inspections, organize meetings with investors, promptly grasp and remove difficulties of each project.
The Director of the Department of Finance is responsible for reporting periodically every 10 days to the Standing Committee of the Provincial Party Committee and the Provincial People's Committee, and at the same time, sending specific information to each department, branch, and locality for timely urging. The State Treasury of Region X and the Transaction Offices in Nghe An are also requested to guide and support investors in preparing payment records quickly, resolving arising procedural problems to ensure disbursement progress. In particular, the province directs to promote administrative procedure reform, focusing on prioritizing the processing of records related to public investment projects, ensuring timely entry into Tabmis (budget and treasury management system).
Along with the requirement for quick disbursement, Nghe An also clearly identified: Progress must go hand in hand with quality. Specialized agencies are assigned the task of strengthening on-site inspections, resolutely handling construction violations, and preventing poor quality constructions from happening, causing waste of State resources.
Measure of management capacity and sense of responsibility
Every capital disbursed on schedule, every project completed on time will be a brick laying the foundation for the province's sustainable development in the future. On the contrary, delays and stagnation will be the biggest obstacle to the process of innovation and development that Nghe An is steadfastly pursuing.
Therefore, the disbursement of public investment capital in 2025 in Nghe An is not only a simple economic indicator. It is also a measure of the management capacity, sense of responsibility and will to act of the entire system in the period of restructuring the apparatus. The Chairman of the Provincial People's Committee pointed out: The results of public investment capital disbursement are an important basis for assessing the level of completion of tasks in 2025 of sectors, localities, leaders and related individuals.

In this challenging context, Nghe An has determined: Actions must be timely, responsibilities must be clear. From the close instructions of the Chairman of the Provincial People's Committee, to the involvement of each Vice Chairman of the Provincial People's Committee, leaders of departments, branches, districts, towns, cities, from project management boards to construction contractors, all are forming a continuously operating machine, not allowing stagnation.
The Chairman of the Provincial People's Committee has directed the organization of a provincial public investment conference in the coming time. This will be a forum to review progress, remove obstacles and promote disbursement. Plans for capital adjustment and investor transfer will be proactively prepared, ensuring that there is no power gap or capital flow blockage during the process of administrative reorganization.
With high determination, strong signals of movement on each project and construction show that Nghe An is resolutely taking practical actions: fast - synchronous - continuous to disburse public investment capital; that determination is thoroughly implemented in every link in the provincial political system.
