Nghe An overcomes all difficulties and accelerates the disbursement of public investment.

Faced with the pressure of reorganizing the administrative apparatus at the district and commune levels, Nghe An province has identified the disbursement of public investment in 2025 as a key task, aiming for over 95%. Provincial leaders have demanded decisive and consistent action, ensuring that capital flows do not stagnate during this crucial period.

Closely monitor the progress of each project.

In 2025, Nghe An province faces the urgent need to disburse over 10,000 billion VND in public investment capital, given that the two-tiered local government system (province and commune, with no district level) will officially come into operation on July 1, 2025. This is a pivotal moment, forcing the province to ensure timely disbursement without interruption.

At the coastal road from Nghi Son (Thanh Hoa) to Cua Lo (Nghe An), one of the province's key projects, Vice Chairman of the Provincial People's Committee Hoang Phu Hien was present at the construction site to directly inspect and supervise the progress. The section from Km7 to Km76, a Class III road in a flat area, 11 meters wide, has a total investment of 4,651 billion VND. Of this, construction costs account for 3,202 billion VND, land acquisition 933.6 billion VND, and other costs over 515 billion VND.

However, land clearance is not yet complete. There are still 0.37 km of obstacles, mainly in Hoang Mai, Quynh Luu, Dien Chau, and Nghi Loc districts. These outstanding issues have slowed down several project components, creating an urgent need for a comprehensive solution.

Not only the coastal road project, but the entire province of Nghe An is in a "race" to disburse public investment capital. According to reports, by the beginning of April 2025, the province had allocated over 9,027 billion VND in detail, reaching 90.24% of the capital plan assigned by the Prime Minister and the Provincial People's Council. However, more than 976 billion VND (9.76%) remains unallocated, mainly from the central government budget, national target program funds, and local budgets for the western region.

By the end of the first quarter of 2025, Nghe An's disbursement rate reached 14.85%, higher than the national average (9.53%), but still far from the government's target of over 95%. This result shows that, despite positive progress, the road ahead requires extraordinary efforts.

Notably, the lessons from 2024 remain relevant. Last year, despite a target of 95% or higher, the province's disbursement rate of concentrated public investment capital only reached 91.37% of the plan assigned by the Prime Minister and 84.31% of the total allocated plan. The province seriously criticized 34 departments, localities, and investors for the low disbursement progress, and demanded accountability from individuals and groups involved. Slow progress in preparing documents, land clearance, weak construction capacity, and a lack of coordinated efforts between units were identified as the main causes of the delays.

In order to maintain the flow of public investment during the administrative transition period, in mid-April 2025, Chairman of the Provincial People's Committee Le Hong Vinh specifically assigned responsibilities for directing and monitoring project progress to each provincial leader. Accordingly, the Chairman of the Provincial People's Committee assigned each Vice Chairman of the Provincial People's Committee to be in charge of a specific group of projects.

Not stopping at merely assigning responsibilities on paper, the Chairman of the Provincial People's Committee requested all leaders of departments, agencies, and localities to periodically conduct on-site inspections, hold meetings with investors, and promptly identify and resolve difficulties for each project.

The Director of the Department of Finance is responsible for submitting periodic reports every 10 days to the Standing Committee of the Provincial Party Committee and the Provincial People's Committee, and simultaneously sending specific information to each department, sector, and locality for timely follow-up. The State Treasury of Region X and its branches in Nghe An are also requested to guide and support investors in preparing payment documents quickly and resolving any procedural issues that arise to ensure timely disbursement. In particular, the province directs the acceleration of administrative procedure reform, focusing on prioritizing the processing of documents related to public investment projects, and ensuring timely data entry into the Tabmis (Treasury and Budget Management System).

Alongside the requirement for rapid disbursement, Nghe An province has also clearly defined that progress must go hand in hand with quality. Specialized agencies have been tasked with strengthening on-site inspections and resolutely handling construction violations, preventing the occurrence of substandard projects that waste state resources.

Measures of leadership ability and sense of responsibility.

Every dollar disbursed on schedule, every project completed on time, will be a building block laying the foundation for the province's sustainable development in the future. Conversely, delays and stagnation will be the biggest obstacle to the innovation and development process that Nghe An is steadfastly pursuing.

Therefore, the disbursement of public investment capital in Nghe An in 2025 is not just a simple economic indicator. It is also a measure of the management capacity, sense of responsibility, and will to act of the entire system during the organizational restructuring phase. The Chairman of the Provincial People's Committee clearly stated: The results of public investment capital disbursement are an important basis for evaluating the level of task completion in 2025 of sectors, localities, heads of departments, and relevant individuals.

In this challenging context, Nghe An has determined that action must be timely and responsibilities must be clearly defined. From the close guidance of the Chairman of the Provincial People's Committee to the proactive involvement of each Vice Chairman of the Provincial People's Committee, leaders of departments, agencies, districts, towns, and cities, from project management boards to construction contractors, all are forming a continuously operating system that does not allow for stagnation.

The Chairman of the Provincial People's Committee has directed the organization of a provincial-wide public investment review meeting in the near future. This will be a forum to review progress, resolve obstacles, and promote disbursement. Plans for adjusting capital and transferring investors will be proactively prepared, ensuring there are no power vacuums or capital flow bottlenecks during the administrative restructuring process.

With unwavering determination and strong signs of progress on each project, Nghe An province is demonstrating decisive practical action: fast, synchronized, and continuous to disburse public investment funds; this determination is being instilled in every link in the province's political system.
