Nghe An opens 2017 provincial defense zone exercise

(Baonghean.vn) - On the morning of August 9, Nghe An province organized the opening ceremony of the provincial defense zone exercise (KVPT) on both sides at two levels on the map and in the field with a live-fire part with the theme: Moving armed forces into combat readiness states, moving localities into defense states; organizing preparations and practicing defensive operations, firmly protecting the provincial defense zone.

Speaking at the opening ceremony, Provincial Party Secretary Nguyen Dac Vinh emphasized that the exercise aimed to continue to thoroughly grasp and effectively implement the Resolution of the Central Executive Committee on the "Strategy for protecting the Fatherland in the new situation" and the Party's viewpoints, policies, guidelines, and tasks of national defense and security in the new situation. At the same time, it improved the leadership, direction, and management capacity, the ability to apply theoretical principles to practice of local Party committees and authorities at all levels; the level of command organization, the role of staff, coordination, and combat cooperation of the armed forces and departments, branches, sectors, and organizations in the province.

The exercise is an opportunity to examine and clarify issues related to the operation of the mechanism in handling defense and security situations of the local political system; the roles, functions and tasks of the forces in the defense zone when situations arise. Thereby, continuing to adjust and supplement plans and combat strategies in the defense zone; fostering and raising awareness and responsibility for cadres at all levels in the new situation.

Speaking at the opening ceremony, Lieutenant General Nguyen Tan Cuong emphasized that the provincial defense area exercise is the highest form of training, close to the reality of war for the Party Committee, government, departments, branches, organizations, armed forces and people in the whole province. Through this, it aims to test and evaluate the feasibility of plans, the ability to respond to war situations of each Party Committee, government and local armed forces; the mobility and combat practice of some key units of the military region.

Through the drill, it contributes to raising awareness of the plots and tricks of hostile forces, enhancing responsibility, leadership, management and implementation capacity as well as coordination and collaboration of Party committees, authorities, agencies, organizations, armed forces and local people in building and operating the KVPT; promptly adjusting combat plans, contributing to building Nghe An province into a solid defense zone, capable of coping with and winning in all situations, protecting the locality, contributing to firmly protecting the socialist Vietnamese Fatherland.

To effectively carry out the purpose, requirements and content of the exercise, Lieutenant General Nguyen Tan Cuong requested that the participants continue to thoroughly grasp the policies of the Party Committee Standing Committee, the Military Region Command, and the Provincial Party Committee Standing Committee to organize the exercise in the province's defense area according to the set plan, ensuring absolute confidentiality and safety of people and weapons and equipment throughout the exercise.

After the opening ceremony, the Provincial Military Command received orders to raise the combat readiness status for the armed forces; thoroughly deploying work for departments and agencies.

On the same morning, the Provincial Party Committee Standing Committee held an extraordinary meeting to issue a resolution to direct the locality to enter a state of national defense emergency; the Provincial People's Committee held a meeting of the Emergency Command Center to deploy the plan to enter a state of national defense emergency.
