In addition, we will survey the conditions to ensure online teaching and learning (such as internet, television, computers, phones, televisions) and online teaching materials, and train and improve the capacity of teachers, students, and trainees in online teaching and learning.

The survey will also evaluate the effectiveness of online teaching and learning, the rate of students and trainees learning, teaching and testing methods and techniques, the rate of programs taught online; the results of regular and periodic testing and evaluation in teaching and learning. Evaluate the advantages and difficulties in the process of organizing online teaching and learning.

Based on the survey, the Department will collect proposals and solutions to improve the effectiveness of online teaching and learning, support solutions, and make up for students' knowledge when they return to in-person school.

According to plan, thesurveywill be conducted online and each Department of Education and Training will survey 30% of its affiliated educational institutions at each level, all teachers who have taught online and 20% of students who have studied online. In addition, the Department will conduct a survey with schools, teachers and 25% of students participating in online learning at high schools, Continuing Education Centers, Continuing Education - Vocational Education Centers across the province.

Due to the impact of the epidemic, some localities across the province are still allowing students at some levels to switch to online learning, such as Nam Dan, Cua Lo town, Thanh Chuong, Vinh city. In addition, with thousands of F0s in schools, most schools are currently organizing teaching in both direct and online forms.

Online teaching is currently quite suitable for urban areas and favorable regions. However, in mountainous districts, online learning equipment and infrastructure are still very difficult and if online teaching is organized for a long time, it will be difficult to be effective.

At the end of 2021, after the Department of Education and Training reported that the whole province still had 46,898 students lacking online learning equipment, the Ministry of Education and Training issued a document agreeing with the Department's proposal to support funding, equipment, and means for online teaching and learning with a support level of 70 billion VND to purchase computers under the "Waves and Computers for Children" Program.

It is expected that these devices will support students from poor and near-poor households and students whose parents died from Covid-19 but do not have devices for online learning.
