Nghe An: Encouraging businesses to invest in agriculture

(Baonghean.vn) - On the afternoon of October 12, the People's Committee of Nghe An province held a meeting to collect opinions on the Project "Building new rural areas associated with developing economic sectors associated with craft villages, craft villages, high-quality economic models, aiming to transform the growth model in agriculture and rural areas, period 2016 - 2020.

Comrade Dinh Viet Hong - Vice Chairman of the Provincial People's Committee chaired the meeting; participating were leaders of the Departments of Agriculture and Rural Development, Finance, Planning and Investment, Industry and Trade and the Provincial Cooperative Union.

Nghe An is one of the top provinces in the country in terms of the number of communes meeting the NTM standards, with 114 communes, accounting for 26.45%. Rural socio-economic infrastructure has been invested in and built spaciously; the material and spiritual living conditions of the majority of the population have been significantly improved, and security and order have been maintained.

Currently, in the whole province, there are 7 agricultural LLCs and 5 state-owned forestry companies operating under the Enterprise Law. The whole province has 2,906 cooperatives, 493 cooperatives, operating in a variety of industries in the localities. 5,104 farms, of which 720 farms meet the new criteria; 319 craft villages are recognized by the District People's Committee and 139 craft villages are recognized by the Provincial People's Committee. Of which, 104 craft villages have developed relatively sustainably, the rest are weak and operate at a standstill.

Over the past 5 years, the agriculture and rural development sector has built 4,529 models of cultivation, livestock breeding, farms, cooperatives, etc., thereby transferring technical advances that contribute to increasing productivity, output and quality of crops and livestock, increasing the value of agricultural products and raw materials for the processing industry, increasing the income value per unit of agricultural land area, contributing to increasing income for people.

However, besides the achievements, there are still many limitations and shortcomings: most communes have not paid due attention to production development and income improvement for people. There are still differences between the standard communes among regions in the province; agricultural production is not sustainable, structural transformation and innovation in production methods in many localities are slow; investment resources for agricultural and rural development are still limited; competitiveness of agricultural products is still weak; labor productivity and economic efficiency are still low, the lives of a part of the population, especially farmers in mountainous areas, are still facing many difficulties.

Representatives of the sectors contributed some key ideas: There are not many effective models for replication; it is necessary to introduce new varieties into production and promote the transfer of science and technology to farmers; encourage businesses to participate in agricultural production... The project needs to clearly state the typical and key products of Nghe An to have a development orientation in the coming years.

Concluding the meeting, comrade Dinh Viet Hong - Vice Chairman of the Provincial People's Committee directed: The Department of Agriculture and Rural Development to absorb the opinions to complete the project, following the Central Resolution 3 on promoting the implementation of the New Rural Development Program for the period 2010 - 2015 to unify data with the Cooperative Union. The project needs to clearly state the reasons for the existence of craft villages and craft villages; promote the application of new varieties in production; encourage enterprises to invest in agriculture. The Department of Agriculture and Rural Development and the Provincial Cooperative Union will complete this project, to soon submit to the Provincial People's Committee.

By 2020, Nghe An strives to have 59% of communes meeting NTM standards, with an average of 16.5 criteria per commune, and 3-4 district-level units meeting NTM standards. Strive for 9 delta districts to have about 75% of communes, 4 30a districts to have about 10%, and the remaining 7 mountainous districts to have about 25% of communes meeting NTM standards. At the same time, implement the policy of building NTM units at the village and hamlet level in mountainous districts.
