Serious and substantive in review

The Party Committee of Nghia Khanh Commune (Nghia Dan) has 19 subordinate Party cells. Up to now, 16/19 Party cells have completed the review, evaluation and classification of Party cells and Party members.

Comrade Dang Van Binh - Secretary of Linh Khanh hamlet Party Cell shared: In order to conduct serious and substantive review work, the Party cell and Party cell pay attention to preparing the Party cell's review report based on the contributions of the executive committee and organizations and unions on the role of thoroughly grasping and implementing the leadership and direction of the Party cell and Party cell and each individual in the Party cell; at the same time, the Party cell holds meetings to contribute opinions, ensuring that the review report of the Party cell and Party cell and each comrade in the Party cell is deeply and substantively assessed, especially clearly showing the shortcomings and limitations in the leadership and direction of the Party cell and Party cell. The classification of party members in Linh Khanh Party cell is carried out in 3 groups: Group 1 includes the secretary, deputy secretary, cell committee, hamlet chief, and head of the Front work committee; Group 2 includes heads of mass organizations and professional group leaders who are party members; Group 3 includes the remaining party members.

Determining the work of reviewing, evaluating, and classifying Party organizations and Party members seriously and substantially has meaning and positive impact in order to promote advantages, at the same time, overcome shortcomings and limitations in leadership and direction, and develop the locality; in recent years, the Party Committee of Nghia Khanh commune has paid great attention to this work.

To prepare for the 2024 review, Nghia Khanh Commune Party Committee conducted a preliminary inspection and assessment of each content and task of leadership and direction of the Party Committee; determined which stages and areas were weak, and on that basis suggested a review for each organization and individual. After reviewing the Party cell, the Commune Party Committee continued to inspect and comprehensively assess the leadership and direction of the implementation of political tasks and Party building work of organizations in the political system, as a basis for an overall assessment of the Standing Committee, Executive Committee and each cadre assigned to be in charge of the field of "clear people, clear work, clear responsibilities".

Comrade Le Viet Xuong - Secretary of the Party Committee of Nghia Khanh commune said: "In the review and evaluation, in addition to focusing on the results of the implementation of political tasks in the year as a measure; the Party Committee pays attention to reviewing and evaluating the overcoming of shortcomings and limitations that were pointed out at the previous year's review conference or the conclusions in the inspection, examination and audit at all levels, including monthly and quarterly reviews and evaluations or comments from cadres, party members and people. Strictly implement this to avoid the situation where shortcomings and limitations mentioned this year continue to be mentioned next year without being overcome."

Through the annual review, evaluation, and serious classification of Party organizations and Party members, Nghia Khanh commune, despite many difficulties, has had many bright spots in leadership and direction. Currently, all 3 schools have met national standards, of which the primary school has met level 2 standards and the kindergarten is continuing to build level 2 standards; the commune strives to reach the advanced new rural target by 2025.

Agricultural production in Nghia Khanh commune focuses on transforming the seed structure and applying science and technology to create high productivity and economic value for rice and sugarcane; renovating mixed gardens, planting fruit trees; and developing a number of OCOP products to spread in the market. Party member development work has many creative ways; in 2024 alone, 37 people were trained and sent to attend Party awareness training classes, of which 12 outstanding people were admitted to the Party. The Party Committee has been evaluated and classified for many consecutive years as having fulfilled its tasks well.

Innovations

At this time, many solutions and methods have been deployed by Party committees at all levels to ensure that the work of reviewing, evaluating, and classifying the quality of Party organizations and Party members at the end of the year is carried out seriously, substantially, and effectively.

As in Nghi Loc district, in parallel with issuing leadership, direction and guidance documents, the Standing Committee of the District Party Committee also organizes training and guidance on reviewing, evaluating and classifying Party organizations and Party members at the end of the year, creating unity and synchronization in implementation throughout the district.

Nghi Loc District Party Committee also assigned members of the Standing Committee in charge of clusters, members of the Executive Committee in charge of points, and cadres and specialists of Party building committees assigned to monitor the base to directly participate in collective and individual review conferences at each grassroots Party organization.

Nghi Loc District Party Committee also paid attention to directing and suggesting review of collectives and individuals. According to comrade Nguyen Thanh Hai - Standing Deputy Secretary of the District Party Committee: The subjects of direction and suggestion for review are collectives and individuals who, through monitoring the implementation of political tasks, have achieved low results, or are slow to overcome the contents that have been concluded through inspection and supervision at all levels and through inspection of signs of violations, have some violations that are not serious enough to require disciplinary action but need to draw experience in directing implementation... The units and individuals suggested for review all have the participation of leaders and members of the District Party Committee's Inspection Committee to ensure serious and frank review and assessment; clarify the shortcomings, limitations, causes and solutions to overcome of each organization and individual.

From the effectiveness of the suggested review of 6 collectives and 13 individuals under the management of the district Party Committee Standing Committee in 2023, of which 3 units have surpassed the advanced new rural standards in 2024 and a number of areas of State management of land, minerals, illegal construction... have been rectified; Nghi Loc District Party Committee continues to direct the suggested review of 2 Party organizations associated with each standing member of the grassroots Party Committee in 2024.

In Nghia Dan district, comrade Le Thi Thanh - Deputy Head of the District Party Committee's Organization Committee said: In addition to assigning responsibilities to members of the Standing Committee, members of the Executive Committee and cadres and experts of the Party Committees under the District Party Committee to directly guide, participate in and supervise the review at each grassroots Party organization; the Standing Committee of the Nghia Dan District Party Committee assigned the District Party Committee's Organization Committee to conduct inspections and appraisals of the review results, evaluations and classifications of grassroots Party organizations; any unit that does not ensure the substance of the implementation will be required to cancel, re-evaluate and re-classify the Party organization and Party members. Therefore, the review, evaluation and classification of Party organizations and Party members have been put into order, ensuring substance and objectivity; most units have ensured the rate of classification of Party organizations and Party members to excellently complete the tasks according to regulations.

Reviewing, evaluating and classifying the quality of Party organizations and Party members is an important step in Party building work. When this step is done seriously and substantially, it will contribute to improving the leadership capacity and fighting strength of Party organizations; at the same time, creating motivation for competition, promoting development and vice versa. Based on Regulation No. 124 dated October 4, 2023 of the Politburo and Instruction No. 25 dated November 10, 2023 of the Central Organizing Committee; the Standing Committee of Nghe An Provincial Party Committee issued Plan No. 282 dated October 24, 2024 on reviewing, evaluating, classifying and rewarding Party organizations, Party members; collectives and individuals of leaders and managers at all levels in 2024.

Accordingly, the review and assessment content is required to be comprehensive. In addition to the results of implementing political tasks, evaluating the results of deploying and implementing Resolution No. 39 of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045; Directive No. 21 of the Provincial Party Standing Committee on mobilizing and supporting the construction and repair of houses for the poor and people with housing difficulties; projects, programs, and plans to implement action programs to implement the Resolutions of Party Congresses at all levels, term 2020 - 2025... Along with that is reviewing the implementation of organizational and operational principles, especially the principle of democratic centralism, implementing working regulations; work on building and rectifying the Party and the political system; on the responsibility to set an example, fight to prevent and repel signs of degradation in political ideology, ethics, lifestyle, "self-evolution" and "self-transformation" within the Party, associated with studying and following Ho Chi Minh's ideology, ethics and lifestyle.

The review, assessment and classification of Party organizations and Party members in 2024 must ensure the spirit of "self-reflection and self-correction"; overcome the situation of being respectful, avoiding, afraid of collision, seeing the right but not defending, seeing the wrong but not fighting; conduct continuous, multi-dimensional assessment, according to criteria, with specific products; link the assessment and classification of individual quality with the collective, with the results of performing tasks of the locality, agency, unit, and assigned field; ensure honest, impartial, objective, public, comprehensive and substantive assessment and classification of Party organizations and Party members./.
