(Baonghean.vn) - "There are no forbidden areas, no exceptions" in handling violations related to passenger cars and container trucks is the stance of the Nghe An Provincial Police Traffic Police in implementing Plan No. 382 of the Ministry of Public Security and Plan No. 238 of the Provincial Police.

Take strict action.

We followed the task force of the Dien Chau Traffic Police Station, under the Traffic Police Department of the Provincial Police, as they implemented a comprehensive inspection plan for passenger transport vehicles and containerized cargo vehicles on National Highway 1A - a key traffic route with high traffic volume. After one day, the task force detected nearly 30 violations, mainly speeding, illegal parking, and carrying more passengers than permitted.

According to observations, most drivers expressed agreement, stating that drunk driving, speeding, improper overtaking, and carrying more passengers than permitted are the main causes of traffic accidents. The severity of these accidents is even greater when involving passenger transport vehicles and container trucks. Therefore, implementing this comprehensive control plan is essential, especially as we approach the National Day holiday on September 2nd, which coincides with the school year, leading to a significant increase in traffic volume.

"In reality, strict inspections by authorities not only help prevent and reduce the risk of traffic accidents, but also contribute to ensuring sustainable development and building reputation and brand image for transportation businesses," said Nguyen Lam, a bus driver.

According to a container truck driver: "To prevent overloaded vehicles, or vehicles carrying containers without secure tracking devices, or those with devices but where the containers still shift during transport, regular inspections and enforcement are necessary. This ensures fairness for all drivers and prevents the public from labeling container trucks as 'menaces' or culprits for rapid road deterioration..."

Often, drivers who violate traffic regulations have different excuses, but with the firm stance of the authorities, all are dealt with. For example, the driver of a passenger bus with license plate 48B-004xx, carrying more passengers than allowed, claimed that the passengers begged to travel on the same bus as family members who had already bought tickets and agreed to stay in the lane… Similarly, the driver of a container truck with license plate 43C-011xx claimed that he did not intentionally exceed the speed limit, but was avoiding another vehicle and did not notice the traffic sign in time…

From August 15th to August 28th, 2023, traffic police forces in the province conducted 1,212 patrol and control operations, involving 4,958 officers. They stopped and inspected 2,226 vehicles (passenger transport vehicles and container trucks), detecting 1,038 violations, mainly including: parking violations; carrying goods in the passenger compartment; speeding; and carrying more passengers than permitted. Over 700 million VND in fines were collected and transferred to the State Treasury, and 24 driving licenses were revoked.

"No exceptions"

Lieutenant Colonel Nguyen Nam Hong - Deputy Head of the Traffic Police Department (Nghe An Provincial Police) said: The force has seriously implemented Plan No. 382/KH-BCA-C08 dated July 24, 2023 of the Ministry of Public Security, and Plan No. 238/KH-CAT-PC08 dated July 28, 2023 of the Provincial Police regarding...Comprehensive inspection of passenger transport vehicles and containerized cargo vehicles.(Phase I from August 1st to August 14th; Phase II from August 15th to October 15th).

From August 1st, traffic police forces throughout the province have focused on disseminating information, conducting basic investigations, and gathering intelligence on vehicles and transportation business activities on routes and in areas. Simultaneously, they have required business owners and individuals engaged in passenger and containerized cargo transportation to sign commitments to comply with traffic safety regulations; not to entrust vehicles to unqualified or incapacitated drivers, or those who have consumed alcohol; to conduct health checks on drivers, and not to employ drivers showing signs of drug or other stimulant use; and not to operate vehicles that do not meet technical safety standards, have exceeded their service life, or have expired inspection certificates.

In addition, business owners must require drivers to sign a commitment to voluntarily comply with traffic safety regulations, including not using alcohol, drugs, or other stimulants; not carrying more passengers than permitted; and not carrying goods exceeding the permitted weight or size limits.

From August 15th, authorities will simultaneously launch patrols, inspections, and enforcement actions against violating vehicles. The focus will be on addressing violations related to traffic rules, driver qualifications, and vehicle ownership, such as: driving under the influence of alcohol or drugs; vehicles exceeding their service life or inspection deadline; overloading or oversized cargo; speeding; driving in the wrong lane; stopping, parking, or picking up/dropping off passengers in unauthorized locations; carrying cargo in the passenger compartment or exceeding the permitted dimensions; improper overtaking; and violations related to driver's licenses, vehicle registration, and safety and environmental inspection certificates or stickers.

Authorities will also focus on handling violations related to road transport operations, such as: carrying more passengers than permitted; not having a transport order or having one with incomplete information; not having or not carrying a transport contract or passenger list; not having a transport document; not installing cameras as required or having cameras that do not record or store images on the vehicle; not installing vehicle tracking devices as required or having them installed but they are not functioning; not having or not having the required vehicle badges or having them but they have expired; using badges not issued by the competent authority; unauthorized vehicle modifications; carrying containers on vehicles without using secure positioning devices or with devices but the containers still shift during transport; carrying goods without invoices or documents of origin; and other violations.

The purpose of this comprehensive inspection is to promptly detect, prevent, and handle violations, contributing to reducing traffic accidents involving passenger transport vehicles and containerized cargo vehicles. This aims to create a positive change in the awareness and compliance with traffic laws among vehicle owners and drivers. Thanks to strict control and rigorous enforcement, traffic accidents were kept under control during the implementation of the comprehensive inspection plan. From August 15th to August 28th, 2023, only 2 traffic accidents occurred in the province, resulting in 1 death and 1 injury. Compared to the same period last year, there was a decrease of 1 accident, 1 death, and 1 injury.

According to Lieutenant Colonel Nguyen Nam Hong, the traffic police force's stance is to resolutely and thoroughly handle all violations in the spirit of "no forbidden zones, no exceptions," but without causing difficulties for the business activities of citizens and enterprises. For cases of failure to comply with stop signals, refusal to comply with inspection and control requests, obstruction, or resistance, images will be recorded to serve as evidence for legal action.
