(Baonghean.vn) - “No forbidden zones, no exceptions” in handling violations related to passenger cars and containers is the viewpoint of Nghe An Traffic Police in implementing Plan No. 382 of the Ministry of Public Security; Plan No. 238 of the Provincial Police.
Serious handling
We followed the working group of Dien Chau Traffic Police Station, under the Provincial Traffic Police Department, to deploy the Plan for general control of passenger transport vehicles and container freight vehicles on National Highway 1A - a key traffic route with a large traffic volume. After 1 day, the working group discovered nearly 30 violations, mainly speeding, stopping, parking, carrying more people than the prescribed number...

According to the records, most drivers agreed that violating alcohol concentration, exceeding the speed limit, avoiding and overtaking in violation of regulations, carrying more people than the prescribed number... are the causes of traffic accidents, in which, if related to passenger transport vehicles and container freight vehicles, the level is even more serious. Therefore, implementing this general control plan is very necessary, especially as we are entering the National Day holiday on September 2, which is also the time when students go to school, so the number of people and vehicles participating in traffic is increasing.
“In reality, strict inspection by the authorities not only helps prevent and reduce the risk of traffic accidents, but also contributes to ensuring sustainable development, creating prestige and brand for transport businesses,” said Nguyen Lam, a passenger bus driver.
According to a container truck driver: “To avoid cases of overloaded vehicles, containers being transported without using a secure positioning device or even if they are used but the container is still displaced during transportation…, control and handling must be maintained regularly. This way, it will be fair for all drivers, as well as prevent public opinion from labeling container trucks as “evil spirits”, the culprits causing rapid road deterioration…”.

Usually, each driver who violates the law has a reason to justify, but with the determination of the authorities, all are dealt with. For example, the case of the passenger bus driver with license plate 48B - 004xx carrying more people than the prescribed number, the reason given was because the passenger begged to go on the same bus with a family member who had bought tickets in advance and agreed to stay in the lane... Meanwhile, the driver of the container truck with license plate 43C-011xx said that he did not intentionally exceed the speed limit, but because he was avoiding the car, he did not have time to pay attention to the sign...
From August 15 to August 28, 2023, the Traffic Police force in the province conducted 1,212 patrols with 4,958 officers and soldiers. Accordingly, 2,226 vehicles (passenger transport vehicles, container trucks) were stopped and inspected, thereby detecting 1,038 vehicles violating the law, mainly the following violations: Violations of stopping and parking; carrying goods in the passenger compartment; speeding; carrying more people than the prescribed number... Collected and transferred to the State Treasury an amount of over 700 million VND, revoked driving licenses in 24 cases.
“No exceptions”
Lieutenant Colonel Nguyen Nam Hong - Deputy Head of the Traffic Police Department (Nghe An Police) said: The force has seriously implemented Plan No. 382/KH-BCA-C08 dated July 24, 2023 of the Ministry of Public Security, Plan No. 238/KH-CAT-PC08 dated July 28, 2023 of the Provincial Police onGeneral control of passenger transport vehicles and container freight vehicles(Phase I from August 1 to August 14; Phase II from August 15 to October 15).
Since August 1, the Traffic Police force in the whole province has focused on propaganda, basic investigation, and grasping the situation of vehicles and transportation business activities on routes and areas; at the same time, requiring business owners and individuals doing passenger and cargo transportation business by container to sign a commitment to comply with regulations on ensuring traffic safety; not handing over vehicles to unqualified and incompetent people, or people who have used alcohol or beer to drive; organizing health checks for drivers, not recruiting or using drivers who show signs of using drugs or other stimulants; not putting vehicles that do not ensure technical safety, have expired, or are past the inspection date into transportation activities...
In addition, business owners must also require drivers to sign a commitment to voluntarily comply with traffic safety regulations, not use alcohol, drugs or other stimulants; not carry more people than prescribed; not carry goods exceeding the permitted weight or size...

From August 15, the authorities have simultaneously launched patrols, controlled and handled vehicles that violate traffic rules. Focusing on handling violations of traffic rules, conditions of drivers and vehicles such as: Alcohol concentration, driving on the road with drugs in the body; vehicles that have expired, expired inspection, overloaded or oversized cargo; exceeding the prescribed speed; driving in the wrong part of the road or lane; stopping, parking, picking up and dropping off passengers in the wrong place; carrying cargo in the passenger compartment, carrying cargo exceeding the outer size; avoiding and overtaking in violation of regulations; violations of driving licenses, vehicle registration, certificates or stamps of technical safety and environmental protection inspection...
The authorities will also focus on handling violations of road transport activities, such as: carrying more people than prescribed; not having a transport order or having one but not recording full information; not having or carrying a transport contract or passenger list; not having a transport document; not installing a camera as prescribed or having a camera installed but not recording or storing images on the vehicle; not installing a vehicle journey monitoring device as prescribed or having one installed but the device is not working; not having or not installing a badge as prescribed or having one but it has expired; using a badge not issued by a competent authority; arbitrarily modifying the vehicle; carrying a container on the vehicle without using a device to position it securely or having one but the container still moves during transportation; transporting goods without invoices, without documents of origin and other violations.

The purpose of the general inspection is to promptly detect, prevent and handle violations, contributing to limiting traffic accidents related to passenger transport vehicles and container freight vehicles. Thereby, creating positive changes in awareness and compliance with traffic laws of vehicle owners and drivers... Thanks to strict control and strict handling, the traffic accident situation during the implementation of the general inspection plan has been controlled. From August 15 to August 28, 2023, there were only 2 traffic accidents in the province, killing 1 person and injuring 1 person. Compared to the same period, there was a decrease of 1 case, 1 death, and 1 injury.
Also according to Lieutenant Colonel Nguyen Nam Hong: The viewpoint of the Traffic Police force is to resolutely and strictly handle violations in the spirit of "no forbidden zones, no exceptions", but not to allow situations to cause difficulties for business activities of people and enterprises. For cases of not obeying orders to stop vehicles, not complying with requests for inspection, control, obstruction, and resistance, images will be recorded to serve as a basis for handling according to the provisions of law.
