Nghe An: Inspected 170 businesses and fined nearly 1.4 billion VND in the mineral sector

Handled more than 100 sources of information reflecting on the environment
In 2018, Nghe An Department of Natural Resources and Environment actively participated in improving state management in the fields of land; minerals; environmental protection; water resources, sea and islands; hydrometeorology and climate change. Notably, the Department proactively reviewed and advised the Provincial People's Committee to amend and supplement many legal documents related to removing obstacles in land allocation, allocation and lease.
The Department has completed procedures and documents and submitted them to the Provincial People's Committee to issue decisions to reclaim land from 11 agricultural and forestry companies in the province with a total area of 10,834.11 hectares and hand over land in the field to the locality for management and use according to regulations.

At the same time, it is necessary to advise the Provincial People's Committee and coordinate with localities to handle land problems for many investment projects and key works, such as VSIP Urban, Industrial and Service Area; Hemaraj Industrial Park; FLC project; Vinh - Cua Lo Boulevard; MDF wood processing factory and raw material production area...
Regarding the mineral sector, the Department has advised on establishing an interdisciplinary inspection team on mineral exploitation activities at 170 units and transferred violations to competent authorities with a fine of nearly 1.4 billion VND; advised on organizing auctions of mineral exploitation rights in 13 mining areas.

On the basis of promptly resolving voters' and people's petitions and feedback through petitions, hotlines and press agencies; in conjunction with organizing specialized inspection teams of the Department; environmental protection work continues to create many positive changes.
During the year, the Department and localities handled more than 100 sources of information and feedback related to the environment and organized 32 inspection teams to confirm the implementation of environmental protection works according to approved environmental impact assessment reports.

In 2018, the Department of Natural Resources and Environment also focused on administrative reform; notably, building and implementing a project to improve the effectiveness of administrative reform at the Department of Natural Resources and Environment of Nghe An by 2020, with specific tasks in 2018.

Strengthen inspection and handling of violations
In addition to the achievements, the conference also frankly pointed out some limitations and shortcomings. The results of implementing the annual land use plan were low; compensation and site clearance for some projects and works were still stuck and not resolved promptly and thoroughly.
Coordination between a number of agencies in managing land use planning; inspecting and handling violations of laws on environmental protection, land and minerals is not effective.
Some districts and communes do not proactively detect and handle land violations, especially the misuse of land at religious establishments.

In 2019, the natural resources and environment sector determined to focus on accelerating the completion of tasks, ensuring conditions and environment to promote the overall development of the province.
Pay attention to reviewing, advising, and supplementing policies, especially policies on land accumulation and land auctions; pay attention to implementing and managing well land use planning, water and mineral planning.
The industry will also continue to focus on implementing key projects and programs of the industry such as the project to improve the efficiency of land management and use; and environmental protection strategy.
Along with that, strengthen inspection, examination, and strictly handle violations of environmental protection laws; continue administrative reform in the field of environmental resources, especially public service procedures, to meet the general requirements set by the province for 2019 as the year of administrative reform.
