Nghe An: Checking the implementation of retail electricity prices for students and workers renting houses

(Baonghean.vn) - Vice Chairman of the Provincial People's Committee Huynh Thanh Dien has just signed a Decision to inspect the implementation of retail electricity prices for students and workers renting houses to live in some district-level units in the province.

The interdisciplinary inspection team is headed by a Deputy Director of the Department of Industry and Trade, along with two deputy heads. Members of the inspection team also include inspectors and specialists from the Department of Industry and Trade's Energy Management Department; the Department of Economic Security, Provincial Police; and the Department of Electricity Purchase and Sale Inspection and Supervision of Nghe An Electricity Company.

In addition, there are also representatives of the district People's Committee; representatives of the district, city, town electricity; and coordination with the police of the ward or commune where there is a location for workers and students to rent houses to live.

The task of the interdisciplinary team is to organize inspections, detect and handle violations of the law and regulations of the Electricity industry and the province in implementing retail electricity prices for students and workers renting houses to live. The inspection results are reported to the Provincial People's Committee.

From October 26, 2018, Circular 25/2018/TT-BCT (Circular 25), amending and supplementing a number of articles of Circular No. 16/2014/TT-BCT dated May 29, 2014 of the Minister of Industry and Trade regulating the implementation of electricity prices, will officially take effect.

According to experts, Circular 25 has resolved the unreasonable situation. Specifically, in the past, landlords installed a common electricity meter for households and individuals renting rooms and calculated the price based on the number of people; or charged electricity at a very high price, exceeding the prescribed framework in the electricity industry's progressive pricing method.

However, with Circular 25, individuals who build houses for rent (room landlords) must install separate electricity meters for each room (renting household). Therefore, in principle, these owners who want to rent out their houses must install separate meters for each room so that the tenants can enjoy the same benefits as an independent electricity user. This would be more reasonable.
