Nghe An proposed 3 contents to the Government and the Prime Minister at the National Online Conference

On the afternoon of December 28, the Government's online conference with localities continued to implement the Resolution of the 14th National Assembly on socio-economic development tasks in 2021. Comrade Nguyen Xuan Phuc - Politburo member, Prime Minister and Deputy Prime Ministers chaired the conference.

This year, Nghe An, like other localities, has encountered many difficulties. In that general context, the province has strictly followed the instructions of the Government and the Prime Minister and applied them appropriately to the local situation to direct and manage the implementation of socio-economic development tasks and achieved important results.

Reporting to the Government, the Prime Minister, the head of the People's Committee of Nghe An province, said that in 2020, Nghe An achieved 3 outstanding results. First of all, it is the locality with the largest area in the country, a large population, long borders on both land and sea, and a very large number of people traveling, both from abroad and epidemic areas. However, in the work of preventing and fighting the Covid-19 epidemic, the province has strictly followed the direction of the Central Government, the Government, the Prime Minister, and the National Steering Committee on preventing and fighting the Covid-19 epidemic.

Thanks to good implementation of epidemic prevention and control work, Nghe An has so far not had any Covid-19 infections; quarantine work has achieved very good results with more than 14,000 cases quarantined at 34 quarantine points.

Despite difficulties, Nghe An prioritizes resources to prevent and control the Covid-19 epidemic, including allocating the entire reserve budget at three levels in 2020 to prevent and control the Covid-19 epidemic and support social security according to Resolution 42 of the Government.

In 2020, Nghe An strives to achieve a growth rate of gross regional domestic product (GRDP) of 4.45% and for the entire 5-year period (2016 - 2020) of 7.2%; This year's budget revenue also reached nearly 16,000 billion VND, an increase of 8.7% compared to the estimate assigned by the Central Government; an increase of 5.1% compared to the estimate assigned by the Provincial People's Council. The disbursement rate of public investment achieved very positive results; up to this point, 80% of public investment capital has been disbursed.

The Chairman of the Provincial People's Committee said: Recently, Nghe An has made very good progress in attracting foreign direct investment, especially up to now, a number of investors in the field of electronic component manufacturing have committed to invest in the province with a total capital of nearly 1 billion USD. This is a very meaningful number for the province.

In addition, the number of communes meeting new rural standards in the province also reached approximately 70% of the total number of communes and 6 districts meeting new rural standards. The poverty rate is about 3%.

The Chairman of the People's Committee of Nghe An province said that in the difficult context this year, mobilizing the participation of people and businesses to share difficulties with the Party Committee and government, especially in the period of preventing and fighting the Covid-19 epidemic and overcoming the consequences of floods is very good.

People and businesses have contributed about 76 billion VND to support the work of preventing and fighting the Covid-19 epidemic, and Nghe An ranks 5th out of 63 provinces and cities nationwide in this work. Nghe An has mobilized 153 billion VND, of which 141 billion VND from people and businesses in the province alone has been donated to overcome the consequences of floods not only in the province but also to support other Central provinces affected by storms and floods with an amount of 43 billion VND.

In a year full of difficulties and challenges, the Chairman of the People's Committee of Nghe An province said that to achieve the above results, the province has drawn three lessons. First of all, Nghe An has created solidarity and unity; closely and effectively coordinated the leadership of the Provincial Party Committee, the supervision of the Provincial People's Council and the direction and administration of the Provincial People's Committee in implementing the dual goals.

In addition, Nghe An has developed a very specific operational scenario, and assigned very clear directions for implementation. “We have 5 working groups to manage the following areas: industry - construction, agriculture, services, budget collection and public investment disbursement to carry out assigned tasks,” said Mr. Nguyen Duc Trung at the online conference between the Government and localities.

On the other hand, Nghe An has changed its approach to management by promoting the application of information technology; at the same time, it has directly approached businesses and investors to support and resolve problems. Therefore, the province has made improvements in implementing the task of attracting investment.

In 2021, the first year of implementing the 5-year plan (2021 - 2025) is also the foundation year to create momentum for the following years. Nghe An has approved 28 targets, of which the growth target is 7.5 - 8.5%.

Although the GRDP growth target in 2021 is still lower than the average growth target for 5 years (9.5 - 10.5%), according to the Chairman of the Provincial People's Committee, in the context of difficulties, the target set for 2021 is very challenging. Therefore, the province determined to focus on directing and making drastic efforts right from the beginning of the year, focusing on removing obstacles and difficulties for production, business, and enterprises; improving the investment and business environment. In particular, the province continues to promote administrative reform, especially administrative procedure reform, resolutely eliminating the situation of "open provinces, tight departments".

At the conference, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Nguyen Duc Trung presented 3 recommendations of Nghe An to the Government and the Prime Minister.

In particular, it is recommended that the Government consider allowing Decree No. 148/2020/ND-CP dated December 18, 2020 of the Government on amending and supplementing a number of decrees detailing the implementation of the Land Law to take effect earlier than the effective date of February 8, 2021 to help localities, because currently many localities are facing difficulties in the mechanism of land allocation for projects, especially industrial park projects.

The Chairman of the Provincial People's Committee proposed that the Government consider amending and supplementing Decree No. 35/2017/ND-CP dated April 3, 2017 regulating the collection of land use fees, land rent, and water surface rent in economic zones and high-tech zones; to comply with Clause 2, Article 149 of the Land Law, which allows exemption of land use fees for shared infrastructure in industrial zones.

Along with that, the head of the Provincial People's Committee requested the Government and the Prime Minister to promptly notify the province of the expected medium-term capital of the medium-term public investment plan for the 2021-2025 period so that the province has a basis to build an effective medium-term public investment plan, serving the development goals for the next 5 years.
