TOTAL INVESTMENT INCREASED NEARLY THREE TIMES OVER THE SAME PERIOD
Presenting the Report on the socio-economic situation in the first 6 months of the year, tasks and solutions for the last 6 months of 2021, Comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee affirmed: 2021 is the first year of implementing the Resolution of the Party Congresses at all levels and the 5-year socio-economic development plan 2021-2025, although the Covid-19 pandemic re-emerged, thanks to the determination and great efforts of the entire political system and the people and the business community, the socio-economic results in the first 6 months of the year were basically stable, in which a number of industries and fields achieved good growth results.
Specifically,growth rateGross regional domestic product (GRDP) in the first 6 months of 2021 increased by 7.58%; of which, the agriculture, forestry and fishery sector increased by 4.58%; the industry - construction sector increased by 13.8% (industry alone increased by 20.44%); the service sector increased by 5.74%; product taxes minus product subsidies increased by 4.62%.
State budget revenue reached 10,042 billion VND, reaching 71.6% of the estimate and increasing 37.8% over the same period.
In the first 6 months of the year, the province has granted 51 new licenses.project, adjusted 69 projects with a total newly granted and increased investment capital of 12,063 billion VND. Compared to the same period in 2020, the number of projects increased by 24%, the total investment increased nearly 3 times.
1,003 new enterprises were established, up 7.9% over the same period, with a total registered capital of VND 10,997 billion.

Cultural and social fields are of interest, especially focusing on epidemic prevention and control.Covid-19with the spirit of "timely, drastic, synchronous and relying on people to fight the epidemic"; at the same time, establish and strengthen the Covid-19 epidemic prevention and control system with the motto "4 on-site". Along with fighting the epidemic is taking care of social security in the context of the impact of the epidemic.
The Standing Vice Chairman of the Provincial People's Committee also affirmed that state management and administrative reform continue to be directed in conjunction with the responsibility of the leader.

10 TASKS AND SOLUTIONS FOR THE LAST 6 MONTHS OF 2021
According to Permanent Vice Chairman of the Provincial People's Committee Le Hong Vinh, due to the impact of the Covid-19 epidemic, many production and business enterprises are operating at a low level or have stopped operating. The number of workers who have lost their jobs or have temporarily stopped working is increasing.
Progress of on-site implementation at some projects such as VSIP Industrial Park,WHA Industrial Park, Hoang Mai Industrial Park I is still behind schedule.
Although the disbursement rate of the 2021 public investment capital plan of the whole province is higher than the national average, it is still lower than the same period in 2020.

The Provincial People's Committee sets out 10 groups of tasks and solutions for socio-economic development in the last 6 months of the year as follows:
- Focus on the prevention, control and containment of the Covid-19 epidemic from the viewpoint of: being timely, drastic, synchronous and relying on the people; strictly preventing and controlling sources of infection from outside; strictly implementing mandatory health declaration measures, implementing isolation, monitoring and testing for people returning from epidemic areas.
- Focus on directing and urging sectors and localities to strive to achieve the highest level of plan targets and growth scenarios for 2021.
In particular, focus on sectors with growth conditions such as agriculture and industry to compensate for sectors affected by the epidemic; proactively and promptly review and remove difficulties and obstacles for production and business activities; at the same time, proactively resolve according to authority, without avoidance or shirking.
- Resolutely and effectively implement solutions to promote disbursement of public investment capital, striving to achieve 100% of the public investment plan in 2021.
Resolutely review and transfer capital plans from slow-disbursement projects to projects with good disbursement progress and efficiency that still lack capital to ensure disbursement of all assigned capital in accordance with the direction of the Prime Minister.
- Continue to strongly improve the investment and business environment in a practical and effective manner, creating attractiveness to promote investment attraction; focus on supporting, removing difficulties and obstacles, speeding up the implementation progress, and completing investment projects, especially key projects.

- Directing resolutely and continuously, striving to exceed the budget revenue estimate. Timely handling of epidemic prevention and control funds and continuing to remove difficulties for production, business and support people affected by the Covid-19 epidemic.
- Take care of cultural and social fields, ensure good implementation of social security issues; prepare good conditions for the implementation of the new school year 2021-2022.
Implement well the policy for people with meritorious services; job creation, labor export; support employees and employers facing difficulties due to the Covid-19 pandemic.
- Effectively implement resource management, environmental protection, natural disaster prevention, and climate change response.

- Improve the effectiveness and efficiency of state management and continue to promote administrative reform associated with promoting the personal responsibility of leaders. Focus on resolving outstanding issues, obstacles, and policies after merging organizational apparatus, especially merging administrative units at commune, block, hamlet, and village levels.
- Continue to direct the maintenance of political security, order and social safety; properly handle inspection, complaints and denunciations; promptly and thoroughly resolve new cases arising from the grassroots, avoid causing resentment and discontent among the people, and avoid cases being left unsolved and prolonged.
- Strengthen information and propaganda work, create social consensus in accordance with the Government's directive: "Use positivity to push back negativity, use beauty to eliminate ugliness", raise sense of responsibility, self-awareness, actively implement epidemic prevention and control and promote production and business; strengthen cyberspace monitoring to eliminate bad and toxic information; proactively fight and refute wrong and distorted views of hostile forces.
