Nghe An: Reorganizing 57 Construction Investment Project Management Boards

(Baonghean.vn) - On the afternoon of December 22, the Provincial People's Committee continued its regular December meeting to listen to and give opinions on a number of important contents reported by the Department of Construction.

At the meeting, delegates listened to the Draft Plan to reorganize the Construction Investment Project Management Board according to the Construction Law.

Currently, in the whole province, there are a total of 57 construction investment project management boards operating with 6 main models including: specialized project management boards by sector; specialized project management boards by region; project management boards specializing in one project, project management boards concurrently in charge of one project. The total staff is 778 people managing 980 projects. Of which, provincial departments and branches manage 25 boards, and urban districts manage 32 boards.

Overview of the meeting.

After the reorganization, the provincial specialized and regional project management board will have 8 specialized boards and 1 provincial regional board; the district-level project management board will have 22 boards, specifically each district and town will have 1 board, and Vinh city will have 2 boards.

Regarding the position, functions, duties, powers, operating budget, establishment and dissolution procedures, and operating regulations of specialized and regional project management boards, they shall comply with the provisions of Circular 16 of the Ministry of Construction.

Regarding the roadmap for perfecting the Project Management Board, for Project Management Boards that are already in operation and are retained but the person who decided to establish them is not within the authority or the personnel still hold concurrent positions: organize the perfecting of the Board to submit to the competent person for re-decision according to regulations in the first quarter of 2017.

For newly established Committees based on the merger of existing Committees: the governing bodies of the above Committees must organize the preparation and completion of the project to be submitted to the competent authority for decision in the first quarter of 2017.

Next, the Department of Construction presented the Draft Decision promulgating regulations on assignment and decentralization of state management of construction quality in the area to replace Decision 68/2013/QD-UBND promulgating regulations on assignment and decentralization of state management of construction quality in the province.

The draft stipulates that the Southeast Economic Zone shall inspect the acceptance of the construction process and upon completion of construction for level III projects or lower for which the Southeast Economic Zone Management Board has issued an investment certificate. Vice Chairman of the Provincial People's Committee Huynh Thanh Dien said that the consolidation of the Construction Investment Project Management Boards is very necessary, however, there needs to be a specific roadmap for some cases where the Project Management Board also manages a project but the project is about to be completed.

The meeting also listened to and commented on the Draft Decision promulgating regulations on construction, management and use of cemeteries in the province; Draft Decision replacing Decision 92/2013/QD-UBND of the Provincial People's Committee on granting construction permits in Nghe An province; Draft Decision promulgating new construction prices of houses and works as a basis for determining compensation, support and resettlement values ​​when the State reclaims land in 2017 in Nghe An province.

Director of the Department of Industry and Trade Hoang Van Tam said that it is necessary to strengthen management and construction licensing in the area.

Concluding these contents, the Chairman of the Provincial People's Committee highly appreciated the preparation work of the Department of Construction, the drafts were built on the basis of closely following the provisions of the Law. The Chairman of the Provincial People's Committee noted that, regarding the content of construction licensing, the assignment and decentralization according to the characteristics of the works, the post-inspection work on the quality of construction works in the province is more strict. As for the draft plan to reorganize the Construction Investment Project Management Board, the Department of Construction completed it according to the comments of the departments and branches, so that the Provincial People's Committee could submit it to the Standing Committee of the Provincial Party Committee for approval.

Also this afternoon, the Provincial People's Committee conducted the 2016 emulation ranking for professional agencies under the Provincial People's Committee and armed forces in the province.
