More than 180 communes have complicated security and order situation.
In recent years, the situation of social order and security, and criminal activities in Nghe An, although controlled, are still complicated. Nghe An is still identified by the Government and the Ministry of Public Security as one of the 18 key and complicated areas in terms of security and order in the country.
In the period of 2015-2018, the whole province detected and handled 12,715 crimes of all kinds (an average of 2,543 cases handled each year), of which, 5,766 criminal cases (accounting for 45.35%), 2,310 social evils cases (accounting for 18.17%); 415 economic, corruption and environmental crimes (accounting for 3.26%); 4,054 drug crimes (accounting for 31.88%)...

Through review, the whole province currently has more than 180 communes, wards and towns with complicated social order and safety situations, typically Hong Son, Vinh Tan, Ha Huy Tap, Cua Nam, Ben Thuy, Le Loi wards (Vinh city); Muong Long, Chieu Luu communes (Ky Son); Nga My, Xieng My, Yen Na, Thach Giam, Xa Luong communes (Tuong Duong); Con Cuong town (Con Cuong)...
Based on the above reasons, the Provincial People's Committee has developed the Project "Transforming key and complicated areas in terms of social order and safety in the period 2019-2030".
In the 2018 preliminary summary of the implementation of the Project on transforming localities of the Ministry of Public Security (issued under Decision No. 1960/QD-BCA-C41 of the Minister of Public Security), out of a total of 38 communes, wards and towns in the province selected for transformation, 18/38 localities met the conditions for recognition as successfully transformed localities (reaching a rate of 47.4%); 20 localities had an insignificant decrease in crime, still potentially complicated.
Create clear changes in social security and order in each locality
After listening to the opinions of the delegates and giving instructions, comrade Le Hong Vinh affirmed the necessity of issuing the project, with the goal of strengthening the leadership and direction of Party committees and authorities from the province to the grassroots level; investing resources, synchronously and drastically implementing working measures.
Mobilize the strength of the entire political system and the entire population to participate in transforming key and complicated communes, wards and towns in terms of social order and safety, creating clear changes in social order and security in each locality.

Vice Chairman of the Provincial People's Committee Le Hong Vinh requested the project's host unit, the Provincial Police, to complete and supplement the contributions of the delegates, along with carefully studying the documents on implementing the transformation of key and complicated areas in terms of social order and safety; advising and helping the Provincial Steering Committee to issue documents guiding the unified and effective implementation of the guidance, selection, and determination of transformation areas...
Along with that, coordinate with the Department of Finance to advise the Provincial People's Committee to support and allocate funds to implement the Project.
