Nghe An is a locality with a public investment disbursement rate among the top in the country.

NGHE AN'S DISBURSEMENT RATE IS IN THE TOP OF THE COUNTRY

In his opening speech, Prime Minister Nguyen Xuan Phuc highly appreciated the progress in disbursement of public investment capital compared to the same period last year. However, some ministries, branches and localities are still lagging behind.

The Prime Minister emphasized that today's conference was "very frank and sincere, not casual or easygoing. The spirit is to disburse all remaining capital in ministries, branches and localities, and if that is not done, there must be sanctions to deal with the problem thoroughly. We cannot talk without doing, we cannot have money but cannot spend it due to subjectivity and poor organization and implementation."

According to the Ministry of Finance's report, the cumulative disbursement of public investment capital from the beginning of the year to July 31 was VND193,040 billion, reaching 40.98% of the plan assigned by the Prime Minister. The estimated disbursement by August 31 was VND221,768 billion, reaching 47% of the plan.

The disbursement progress since the end of July has changed and achieved positive results. There are 5 ministries, central agencies and 19 localities with disbursement rates above 60%, including Nghe An. However, there are 29 ministries, central agencies and 6 localities with disbursement rates below 35%.

Currently, there are 9 ministries, central agencies and 9 localities with documents requesting to return the capital plan for adjustment to other ministries, central agencies and localities with a total capital of 6,338 billion VND.

According to the Ministry of Planning and Investment, the reasons for the slow disbursement are slow site clearance; planning is not close to reality and the ability to allocate capital, the ability to disburse capital; the organization and implementation at ministries, central and local agencies still have many shortcomings...

According to the report of the Ministry of Planning and Investment and the Ministry of Finance, Nghe An's disbursement rate reached 74%. According to the report of the Provincial People's Committee, as of August 15, on the basis of synthesizing all capital sources, the disbursement rate compared to the total assigned plan reached 63.66%. Of which, concentrated investment sources reached 67.15%; additional capital sources during the year and extended reached 52.28%.

The above results were achieved because Nghe An province focused on synchronously and drastically implementing many solutions. In particular, directing all levels and sectors to really get involved, in which promoting the role and responsibility of leaders; strengthening the direction of investors to urge contractors to perform and focusing on directing to speed up the progress of key projects...

DEALING WITH LATE, NEGATIVE LEADERS AND INDIVIDUALS

After listening to reports from ministries, branches and localities, Prime Minister Nguyen Xuan Phuc was pleased that many ministries, branches and localities had made great efforts, and the disbursement rate had improved compared to 2019 and the first months of 2020. He believed that by the end of August, the disbursement rate of public investment capital reaching 45% could become a reality.

In particular, in many ministries, branches and localities in recent times, many new approaches have emerged, highlighting the role of the political system, especially the responsibility of the leader. At the same time, strong sanctions have been introduced to speed up the disbursement of public investment capital. Many localities have high disbursement rates such as Hung Yen (91%), Nghe An (74%), Ninh Binh (73%), Thai Binh 70%….

The Prime Minister also requested 31 ministries, central agencies and 13 localities with disbursement rates below 35% to seriously learn from experience, review, evaluate, and have specific measures to strongly promote disbursement.

The Prime Minister said that the task this year is to disburse all 630,000 billion VND of public investment capital. From now until the end of 2020, there are only 4 months left, so this is a heavy task but it must be determined that this is an important source of capital to restore socio-economic development.

The Head of Government requested ministries, branches and localities to mobilize the participation of the entire political system, Party committees and authorities to focus on accelerating the disbursement of public investment capital. This is determined to be a key political task in 2020, a direct task of the heads of ministries, branches and localities.

The Secretaries of the City and Provincial Party Committees must directly command; Ministers and heads of sectors are responsible to the Prime Minister. Any organization or individual who is slow or violates will be strictly disciplined.

The Prime Minister agreed to establish a working group headed by leaders of ministries, branches and localities to directly handle and resolve important projects and programs. Organize policy discussions for each project and promptly handle any problems.

At the same time, ministries, branches and localities are required to continue to synchronously and drastically implement solutions in the directive documents of the Politburo, the National Assembly and the Prime Minister. Disburse funds resolutely and promptly but ensure quality and quantity, and fight against fraud, corruption and negativity in disbursing public investment capital.

The Ministry of Planning and Investment shall inspect, review, and assign detailed capital plans for 2020, avoid capital backlogs at all levels of government, and promptly arrange counterpart funds for ODA projects. Resolutely continue to adjust capital accordingly to ensure the disbursement of allocated capital. Ministries, branches, and localities shall carry out this work and resolve any problems within their authority.

Ministries must review, not let files be delayed, strictly handle officials who cause delays; Regularly report and propose to the Prime Minister and the National Assembly to remove difficulties and obstacles; Urge, inspect, and handle officials who are slow or have negative behavior.

The Prime Minister reiterated that in case the disbursement plan is not completed according to the set schedule, the personal responsibility of the head and related individuals will be reviewed, and the head, project investor and related individuals in 2020 will not be considered for emulation to complete their tasks well in 2020. The public investment disbursement situation of ministries, branches and localities will be publicly announced on the media every month.
