Admitted 273 new party members

On August 10, 2016, the Executive Committee of the Nghe An Provincial Party Committee, 18th term, issued Project No. 01-DA/TU, on "Building Party cells and developing Party members in blocks, hamlets and villages without Party cells or Party members and blocks, hamlets and villages at risk of no longer having Party cells in the period 2016 - 2020".

According to the initial survey, in August 2016, the whole province had 296 villages and hamlets within the scope of Project No. 01-DA/TU. By December 2016, 14 more hamlets were at risk of no longer having Party cells (due to the districts' initial surveys being incorrect or insufficient, or due to party members being disciplined, expelled, having their names erased, having passed away, or having their party activities transferred to other places...), so the total number of hamlets within the scope of Project No. 01-DA/TU was 310.

Of these, 134 hamlets are at risk of no longer having a Party cell; 176 hamlets do not meet the conditions to establish a Party cell with 100% local Party members (of the 176 hamlets: 85 hamlets have only 1-2 local Party members, 91 hamlets have no Party members)...

After 5 years of implementing Project No. 01-DA/TU, the Party cells within the scope of Project No. 01-DA/TU admitted 273 new Party members (including 24 Party members of religious origin); 100% of hamlets in the whole province have had mass organizations. The activities of the hamlet branches and youth unions have gradually become regular, contributing to the good implementation of the local political tasks, especially in the construction of the New Rural Area...

Innovate and improve the quality and effectiveness of party and mass organizations at the grassroots level.

Through the implementation of the Project, a number of lessons and experiences have been drawn, such as: There must be high political determination of the Party Committee and the truly drastic and synchronous participation of the entire political system at all levels in organizing the implementation of goals, targets and tasks, especially at the grassroots level and the level directly above the grassroots; promoting the role and responsibility of the leader.

In directing, it is necessary to be thorough, specific, and persistent; methods and approaches must be flexible and appropriate to each locality; promoting the initiative and creativity of each locality and unit in implementing the targets and tasks of the project. Developing specific and systematic plans from the Party Committee to mass organizations and related departments and branches at each level. Clearly assigning responsibilities to agencies, units and individuals directly in charge; especially selecting people with capacity, prestige, enthusiasm, dedication and responsibility, understanding customs, practices, and localities, and having experience in mobilizing and persuading the masses to participate in the Steering Committee and working groups at the grassroots level.

Regularly follow the grassroots, inspect and urge; build models and examples to widely replicate; periodically summarize and evaluate; promptly commend and reward collectives and individuals with achievements and good and effective practices; criticize, remind and handle responsibilities for units and individuals with limitations and shortcomings.

Regularly consolidate and improve the quality and effectiveness of Party organizations and mass organizations at the grassroots level, especially in blocks, hamlets and villages, to truly be the political "nucleus" of leadership, capable of solving problems arising in the locality and well organizing patriotic emulation movements; innovate and improve the quality, content and methods of Party cell and mass organization activities; attach importance to building a contingent of cadres and Party members with sufficient qualities and capacities, who are truly the root of all work and the decisive factor in the effectiveness of Party cell activities; promote the pioneering role and set an example for each cadre, Party member and prestigious person for the masses to learn from and follow, creating people's trust in the Party.

Regularly review, supplement, create sources, and build positive factors to have appropriate plans for training and admitting to the Party; be persistent in mobilizing, persuading, helping, and creating conditions for the masses to overcome difficulties and feel secure in contributing when becoming Party members. In hamlets and villages that do not have Party cells, it is necessary to build and strengthen mass organizations first, thereby creating conditions for the establishment of Party cells; select capable, responsible, prestigious Party members who are knowledgeable about the area to be the core of the Party cells.

Do a good job of propaganda and dissemination to raise awareness and responsibility of each Party Committee, Party organization and organizations in the political system for developing Party members, building and consolidating Party organizations as their important political tasks. Regularly contact and meet with religious dignitaries and officials, creating consensus in implementing common political tasks of the locality and the issue of Party development and consolidating the political system in particular.

100% of hamlet party cells have 5 or more local party members

In the coming time, in addition to continuing to implement the goals and targets stated in Project No. 01-DA/TU, Nghe An will focus on implementing the following goals and targets: Strive to have 100% of hamlet Party cells have 5 or more local Party members from now until December 31, 2025. Do not let hamlets be at risk of no longer having Party cells. 100% of hamlet chiefs are Party members; 100% of heads and deputy heads of the Fatherland Front and commune-level political organizations are Party members; do not let hamlets be without mass organizations.
