(Baonghean.vn) - Regulations on the maximum number of deputy heads of specialized agencies advising and assisting the Vietnam Fatherland Front Committee and socio-political organizations at the provincial and district levels are the contents of the draft amendment and supplement to Regulation 282-QD/TW dated April 1, 2015 of the Secretariat, which was submitted by the Central Organizing Committee for comments at the Conference on the morning of August 1.

According to the Draft Regulation on functions, tasks, organizational structure, and staffing of specialized agencies advising and assisting the Vietnam Fatherland Front Committee and socio-political organizations at the provincial and district levels; in addition to inheriting the structure and content of Regulation 282-QD/TW of the Secretariat, this new Draft Regulation is expected to amend and supplement a number of contents such as: Regulations on the principles of assigning the total number of deputy leaders of each agency; the allocation of specific numbers of each agency is under the authority of the Standing Committee of the Party Committee at the same level to decide.
Draft Regulations stipulate that the total number of deputy leaders of the Vietnam Fatherland Front and socio-political organizations at the provincial level shall not exceed 15 people; Thanh Hoa and Nghe An provinces shall not exceed 18 people; Hanoi and Ho Chi Minh City shall not exceed 21 people.
For the agencies of the Vietnam Fatherland Front Committee and socio-political organizations at the district level, there is no more than 1 deputy leader; districts in Hanoi and Ho Chi Minh City have no more than 2 deputy leaders.
Regarding the organizational structure, the draft only stipulates the maximum number of focal points under provincial-level agencies, with specific names for the affiliated focal points, and at the same time stipulates the principles and conditions for establishing a focal point; the number of deputy leaders of each focal point depends on the actual number of staff, specifically:A focal point (board and equivalent) must have at least 5 people; a board with less than 10 people is assigned a board head and 1 deputy board head; a board with 10 people or more is assigned no more than 2 deputy board heads.
Also at this online conference, in addition to the content of comments on amending and supplementing Regulation 282-QD/TW of the Secretariat, the Central Organizing Committee asked for comments from localities on the Draft Guidelines for annual review, assessment and classification of quality for party organizations, party members and collectives, individual leaders and managers at all levels (amending and supplementing Guidance 16-HD/BTCTW).
According to the Draft Guidance, in addition to clarifying some contents according to Regulation 132-QD/TW, dated March 8, 2018 of the Politburo, the Central Organizing Committee also provides additional guidance on the procedures for annual assessment and classification of party organizations and party members; guidance on the authority and responsibility of each Party Committee and the collective leadership of agencies and units.
