Nghe An: Establishing delegations to survey citizen reception, handling complaints and denunciations
(Baonghean.vn) - Survey team No. 1 will survey Hung Nguyen district and Vinh city; team No. 2 will survey Dien Chau and Thanh Chuong districts.
Pursuant to the Law on Supervisory Activities of the National Assembly and People's Councils, the Law on Organization of Local Government, the People's Council of Nghe An province has just decided to establish two delegations to survey the work of receiving citizens, handling complaints, denunciations, petitions and reflections of citizens in Nghe An province.
Accordingly, survey team No. 1 will survey Hung Nguyen district and Vinh city; team No. 2 will survey Dien Chau and Thanh Chuong districts.
The survey teams are responsible for implementing the survey plan to ensure quality and progress and reporting the survey results to the Standing Committee of the Provincial People's Council.

Previously, the Standing Committee of Nghe An Provincial Party Committee also approved the Plan to implement Regulation No. 11-QD/TW dated February 18, 2019 of the Politburo on the responsibility of heads of Party committees at all levels in receiving people, having direct dialogue with people and handling people's feedback and recommendations.
According to Regulation No. 11, the head of the provincial and district Party Committees receives citizens at least 1 day per month. The head of the commune Party Committee receives citizens at least 2 days per month. The head of the Party Committee receives citizens unexpectedly when there is a prominent, complicated, prolonged incident involving many people, involving the responsibilities of many agencies, organizations, units, or when the opinions of agencies, organizations, and units are different, or when the incident may cause serious consequences, affecting political security, order, and social safety.
The Chairman of the Commune People's Committee must directly receive citizens at least 1 day/week.
According to Clause 1, Article 15, Law on Citizen Reception 2013, citizen reception by the Commune People's Committee is carried out at the headquarters of the Commune People's Committee.
Accordingly, Clause 2 of this Article clearly states the powers and responsibilities of the Chairman of the Commune People's Committee, including:
- Issue regulations for citizen reception;
- Arrange convenient locations and other necessary conditions for receiving citizens at the People's Committee headquarters at the commune level;
- Assign people to receive citizens;
- Directly receive citizens at the headquarters of the People's Committee at the commune level at least 1 day a week and conduct extraordinary citizen reception in prescribed cases;
- Closely coordinate with relevant agencies, organizations and units to receive citizens and handle cases where many people make complaints, denunciations, recommendations and reflections on the same content; ensure safety and order for citizen reception activities;
- Summarize the situation and results of citizen reception work, periodically and suddenly report to competent agencies and organizations.
