Nghe An plans to ensure policies for meritorious people and social security during the Lunar New Year
(Baonghean.vn) - Nghe An Provincial People's Committee requires activities to be rich, practical, imbued with the nation's cultural traditions and the morality of "When drinking water, remember its source".
On December 6, the People's Committee of Nghe An province issued a plan to ensure policies for people with revolutionary contributions and social security during the Lunar New Year 2023.
This plan aims to continue to create a strong change in awareness and responsibility of all levels, sectors, socio-political organizations, businesses and people towards people with revolutionary contributions, social security, support for poor households, social subjects, children in especially difficult circumstances during the Lunar New Year 2023 to enjoy Tet and welcome Spring. Contribute to maintaining security, socio-politics of the province.
The Provincial People's Committee requires that activities must be diverse, practical, imbued with the cultural traditions of the nation and the morality of "When drinking water, remember its source". Relevant levels, sectors and organizations must develop detailed and specific plans and proactively and seriously implement them, promptly mobilizing resources to ensure social security during the Lunar New Year. Preferential subsidies, social assistance policies; money and Tet gifts for people with meritorious services, social beneficiaries, children in especially difficult circumstances and poor households must be implemented correctly, sufficiently and promptly to the beneficiaries.

The total budget for implementing the policy of visiting and giving gifts on the occasion of the Lunar New Year 2023 to units and subjects is more than 70 billion VND. Specifically, the gifts from the President, guaranteed by the Central Budget for 83,023 people, cost nearly 25.5 billion VND. Visiting and giving Tet gifts from the Chairman of the Provincial People's Committee; supporting poor households to celebrate Tet, wishing longevity to the elderly are guaranteed by the Provincial Budget, with a budget of more than 25.1 billion VND. Giving gifts on the occasion of the Lunar New Year 2023, guaranteed by the district and commune budgets for 66,209 people, with a gift level of 300,000 VND/person, with a budget of more than 19.8 billion VND.
There are also other policies such as presenting to the President a birthday greeting card to 685 elderly people who turned 100 years old; presenting to the Government to support more than 1,325 tons of rice to relieve hunger during Tet for 20,133 households, with 88,397 people.
The Provincial People's Committee assigned the Department of Labor, War Invalids and Social Affairs to advise the Provincial People's Committee to issue documents directing the implementation; draft the schedule, participants, subjects, and areas to organize provincial leadership delegations to visit and encourage a number of units, families of outstanding meritorious people, the elderly and poor households with especially difficult circumstances during the Lunar New Year of Quy Mao in 2023. Take the lead in preparing the budget estimate to implement the assigned tasks in this Plan. Coordinate and request the Provincial Vietnam Fatherland Front Committee to direct districts, cities and towns to make a list of poor households receiving gifts (in the "Tet for the Poor" Program); carry out the campaign to strengthen the socialization of the "Repaying gratitude" movement, build a Fund for the poor, support poor households and social subjects in the province during the Lunar New Year of Quy Mao in 2023.
This Department is also responsible for coordinating with the National Reserve Department to guide and direct districts to organize the reception and distribution of rice to people when there is a rice allocation decision of the Prime Minister and a rice allocation decision of the Provincial People's Committee. Issue timely guidance documents, urge and direct localities and units to properly implement the plan's contents, and complete it before December 28, 2022 (ie December 6, 2022 lunar calendar). Organize inspection, evaluation and report implementation results to the Provincial People's Committee according to regulations.
The Department of Finance is responsible for appraising the budget and advising competent authorities to arrange funds to organize the payment of policies, regimes and gifts to beneficiaries, social protection beneficiaries, children with special difficulties and poor households in the province according to the plan within the balance capacity of the local budget. To be completed before January 9, 2023 (ie December 18, 2022 lunar calendar).
The Provincial Labor Federation and Nghe An Social Insurance are assigned to organize propaganda, disseminate and mobilize enterprises to pay salaries, bonuses and other benefits to employees on time, ensuring before Tet; participate in the "Repaying gratitude" movement, helping the poor and people in difficult circumstances during Tet.
The Provincial People's Committee also requested the Vietnam Fatherland Front Committee of Nghe An province to coordinate with Party committees and authorities of relevant sectors and levels to mobilize businesses, organizations and individuals to support and assist in "Repaying gratitude" activities, building a Fund for the poor, supporting poor households and social subjects in the province during the Lunar New Year of Quy Mao in 2023.
Districts, cities and towns are responsible for developing a practical and effective implementation plan in the area. Assign specific responsibilities to relevant departments and units in the area to specifically review the recipients of Tet gifts; proactively balance the district-level budget to give gifts to recipients in the area; at the same time, direct the People's Committees of communes, wards and towns to allocate the commune-level budget to give gifts to recipients in the area in accordance with regulations.
The Provincial People's Committee requests all levels, sectors and units to seriously implement and complete the contents before January 13, 2022 (ie December 22, 2022 lunar calendar); Report the results to the Provincial People's Committee (through the Department of Labor - Invalids and Social Affairs).
