Nghe An: Flexible deployment of social insurance and health insurance collection service points

This contributes to ensuring social security for people and socio-economic development in the area.

Expanding network across the province

Present at the collection pointsocial insurance, Truong Thi Ward Health Insurance (Vinh City), Ms. Ly Thi Tuoi Xuan (Grade 16) said that today she came early to receive advice and learn more about the benefits of participating in voluntary social insurance for her son who is currently self-employed. Ms. Xuan herself has participated in voluntary social insurance for 18 years. At first, she participated in farmer insurance with a monthly payment of 40,000 VND to 50,000 VND, in the past few years she has increased the payment to 1 million VND/month.

Ms. Nguyen Thi Thuy Van - staff of the social insurance and health insurance collection point of Truong Thi ward said: In the process of consulting and propagating for people to participate in voluntary social insurance and family health insurance, we always try to convey in the most specific and easy-to-understand way and are ready to answer all questions and concerns that people need to have answered.

To contribute to bringing the Social Insurance and Health Insurance policies closer to the people, Nghe An Provincial Social Insurance focuses on expanding the network of collection service organizations covering all communes and wards, creating favorable conditions for people to participate. Up to now, the whole province has 24 collection service organizations that have signed collection authorization contracts with the Social Insurance agency, with 4,612 employees and 1,355 collection points. There are 2 collection service organizations, Nghe An Provincial Post Office and Viettel Nghe An, which have arranged a collection point system spread across 21 districts, cities and towns.

The system of collection points covers all localities in the province, meeting the requirement that each commune, ward and town has at least one collection point, making it easier for people to access policies and participate in social insurance and health insurance. Collection service organizations have also proactively implemented solutions to propagate and mobilize people to participate in voluntary social insurance and family health insurance. At the same time, they have increased the application of information technology to manage and improve the operational efficiency of collection staff. By the end of 2022, there were 105,162 people participating in voluntary social insurance and 864,643 people participating in health insurance through collection service organizations. Despite many efforts, the development of voluntary social insurance and family health insurance participants through service organizations has not yet met expectations.

Improve the operational efficiency of the Tax Service Organization

The pressure on the collection and development of social insurance and health insurance participants of Nghe An Social Insurance sector in 2023 is very great. In order to strive to complete the targets on developing social insurance and health insurance participants in 2023, the Provincial Social Insurance continues to strengthen the synchronous implementation of solutions from the beginning of the year, focusing on expanding the "quantity" and improving the "quality" of collection service organizations.

Specifically, the Provincial Social Insurance requires the collection service organizations to continue to review, improve, and expand collection points to communes, wards, and towns; Select collection staff who are responsible for their work, knowledgeable about legal policies, and enthusiastic in propagating and mobilizing people to participate in voluntary social insurance and family health insurance; Increase the number of "mobile" collection staff to closely approach and mobilize people and regularly coordinate with the Social Insurance agency to carry out communication activities and mobilize people to participate in voluntary social insurance and family health insurance.

In addition, the Provincial Social Insurance will organize training courses, provide guidance on professional skills, propaganda skills, organize customer conferences, mobilize groups of potential participants for collection staff; Deploy professional measures to improve and organize connections between collection staff - Collection service organizations - Social Insurance agencies to connect data, contributing to improving quality, efficiency, and saving human resources in participant data management; Strengthen inspection and supervision of collection points and collection staff in the area in complying with regulations, implementing collection procedures, operations and issues related to the responsibilities of Collection service organizations, in order to correct and promptly detect violations in the process of performing tasks.

Social insurance and health insurance are two major social security policies of the Party and the State for the benefit of the people and workers. With the active participation of Party committees, local authorities, organizations, unions, and the proactive and flexible collection service organizations, it is believed that the policies of Social Insurance and Health Insurance will increasingly come closer to the people, contributing to ensuring social security in the province.
