Nghe An: Improving the responsibility of performing public duties of cadres, civil servants and public employees

That is one of the directives in the document recently issued by the People's Committee of Nghe An province on implementing Directive No. 26/CT-TTg of the Prime Minister on rectifying and strengthening the inspection, examination and supervision of public service activities.
Accordingly, in order to enhance the responsibility in performing public duties of cadres, civil servants and public employees in state agencies, public service units and state-owned enterprises, the Provincial People's Committee requests provincial departments, branches and sectors; state-owned enterprises in the province, People's Committees of districts, cities and towns and relevant agencies to effectively implement the following contents:
- Effectively implement Directive No. 26/CT-TTg dated October 20, 2023 of the Prime Minister; Resolutions of the Government, directions of the Prime Minister, especially Official Dispatch No. 280/CD-TTg dated April 19, 2023 of the Prime Minister on rectification and strengthening responsibility in handling work of ministries, branches and localities, Official Dispatch No. 968/CD-TTg dated October 16, 2023 of the Prime Minister on continuing to rectify and strengthen discipline and order in state administrative agencies at all levels; regularly organize inspections, checks and supervision of the performance of assigned tasks and powers of agencies, organizations and individuals under their management; especially the performance of duties and powers related to handling work and administrative procedures for people and businesses and the implementation of ethical standards, codes of conduct, internal rules and working regulations of agencies and units.
During the inspection, examination and supervision process, if any violations are detected, apply or recommend competent state agencies to apply handling measures in accordance with the provisions of law to prevent, correct and promptly handle violations of the law and violations of public ethics; if necessary, request or suggest competent agencies to conduct inspections; if any signs of crime are detected, recommend competent agencies to clarify and strictly handle them in accordance with the provisions of law.
- Provincial Inspector General, Directors, Heads of departments, branches and sectors under the Provincial People's Committee, Chairmen of People's Committees of districts, cities and towns: thoroughly grasp and closely direct inspection work within the scope of assigned state management in accordance with the provisions of the 2022 Inspection Law, Decree No. 43/2023/ND-CP dated June 30, 2023 of the Government detailing a number of articles and measures to implement the Inspection Law. Every year, when developing an inspection plan, it must include the content of inspection of public service activities.
Heads of inspection agencies shall strengthen management and direction of inspections of public service activities in accordance with the provisions of the law on inspection. At the same time, strengthen post-inspection handling, monitor and urge inspection of the implementation of inspection conclusions; promptly handle responsibilities for groups and individuals who violate the law in the performance of public service.
- Department of Home Affairs: Proactively review and advise the Provincial People's Committee to propose competent agencies to improve legal regulations related to public service activities, especially the work of evaluating and commenting on the completion of assigned duties and tasks of state agencies and cadres, civil servants and public employees. At the same time, strengthen the direction, guidance and implementation of public service inspection and examination, supervise the implementation of recruitment, appointment, training, fostering, transfer, rotation, secondment, dismissal, job transfer, reward and discipline of cadres, civil servants and public employees who violate the law in the performance of public duties.

- Department of Information and Communications: Guide and direct local information and press agencies to strengthen information and propaganda work on public service activities and the results of inspection, examination and supervision of public service activities; in which, pay attention to propagating and praising advanced models with achievements in public service activities, individuals who dare to think, dare to do, have breakthroughs, contributing to improving the effectiveness of socio-economic development. At the same time, detect, give comments and criticize individuals who lack responsibility, cause obstacles, difficulties and troubles for people and businesses or have illegal, corrupt and negative behaviors.
- Propose that People's Councils at all levels, the Provincial Fatherland Front Committee, socio-political organizations, socio-professional organizations, the business community and the People strengthen supervision of public service activities of agencies, organizations, units and cadres, civil servants and public employees.
- Require Directors, Heads of departments, branches, and sectors; Chairmen of People's Committees of districts, cities, and towns to be responsible for serious implementation; periodically report implementation results annually to the Provincial Inspectorate for synthesis and reporting to the Provincial People's Committee (can be integrated into the annual periodic inspection work report).
