Nghe An: Many economic indicators achieved very high results in the first quarter

(Baonghean.vn) – State budget revenue in the first quarter of 2017 of Nghe An province is estimated at 2,933.76 billion VND, reaching 25.3% of the estimate, up 31% over the same period.

At the meeting, delegates focused on assessing the socio-economic development situation, accordingly, the growth rate of gross regional domestic product (GRDP) in the first quarter of 2017 is estimated to increase by 6.52%. Of which, the agriculture, forestry and fishery sector is estimated to increase by 2.38%; the industry - construction sector is estimated to increase by 8.72% (industry alone increased by more than 8%); the service sector is estimated to increase by 6.25% over the same period.

The province's state budget revenue in the first quarter of 2017 is estimated at VND2,933.76 billion, reaching 25.3% of the estimate, up 31% over the same period.

In particular, in the first months of the year, fishermen had a good catch, with a high output of 27,399 tons of various types of seafood, up 23%; the estimated value reached 623 billion VND, up 35% over the same period. Currently, the weather is favorable for fishing, seafood prices have increased compared to the first quarter of 2016, fishermen's income is quite good, averaging 250 million VND/boat, profit of 100 million VND.

However, the agricultural sector in the first quarter decreased compared to the same period last year due to the failure of the 2016 winter crop, reduced diameter, etc. Key crops such as corn had to be replanted many times. In the first quarter of 2017, there were some outbreaks of foot-and-mouth disease in livestock and avian influenza in some localities.

Some key products have low growth and decrease due to lack of input materials and reduced consumption such as: Sugar decreased by 6.73%; Canned beer decreased by 6.98%; NPK fertilizer decreased by 6.34%; Bottled beer decreased by 3.14%... Some key projects are still stuck in relation to site clearance.

Post-inspection, inspection and supervision work in some areas is still slow and does not ensure the set progress. This led to the incident of the sludge dam breaking at Suoi Bac Tin Factory (Nghe Tinh Non-ferrous Metals Joint Stock Company) in Chau Thanh Commune, Quy Hop District.

At the meeting, members analyzed and clarified the results and reasons for some unachieved targets, and at the same time proposed solutions for the second quarter and the following quarters to successfully achieve the set goals.

Chairman of the People's Committee Nguyen Xuan Duong said that in the second quarter and the following months, the Party Executive Committee will continue to direct the acceleration of administrative reform. The Provincial People's Committee has requested the Vice Chairmen of the Provincial People's Committee; each department and branch to identify necessary and prominent tasks to focus on and resolve them with focus and key points; not to direct in a horizontal manner, in the spring-autumn-fall style; reduce meetings to handle problems at the grassroots level...

Concluding the meeting, Provincial Party Secretary Nguyen Dac Vinh acknowledged the efforts of all levels, sectors and localities on the changes and results achieved in the first quarter of 2017, including a good seafood harvest, both in terms of output and price. In order to achieve the growth target set for 2017, the agricultural sector needs to continue to pay attention to disease prevention, focus on restructuring the sector and seedlings; and pay attention to ensuring raw material areas for processing factories in the area, especially sugarcane and wood.Regarding the land acquisition and clearance budget, the Chairman of the Provincial People's Committee proposed that, due to the huge demand for compensation and site clearance funds for key projects and investment attraction projects, but the provincial budget has only been able to allocate a part of it, in 2017, the provincial budget should prioritize the settlement of compensation and site clearance funds for key and urgent projects to attract investment such as VSIP, Hemaraj, Song Lam Cement... Regarding the land acquisition and clearance budget for other investment projects, the Provincial Party Committee Standing Committee respectfully requested all levels and sectors to direct all levels and sectors to use the funds allocated in the 2017 public investment plan and the 2016-2020 medium-term public investment plan.

After the investment attraction conference, it is necessary to assign tasks to departments and branches to monitor and urge the implementation of signed projects. Regarding industrial development, it is necessary to focus on priority projects that are environmentally friendly and use high technology.

Regarding capital allocation, the Provincial Party Secretary requested that all levels and sectors focus on directing closely following the assigned tasks in the action program to effectively implement them, while sharing difficulties in terms of resources, practicing thrift, extending the construction progress of headquarters, purchasing equipment... which are not really urgent, to prioritize development investment first and foremost, focusing on key projects on the basis of implementing the Law on Public Investment...
