Nghe An: Many industrial park areas are still empty

(Baonghean) - Many areas of land in Nghe An are left fallow because there are no investors. At the same time, some businesses "hold" land but invest "dripping" causing waste of resources.

Hoang Mai 1 Industrial Park was established in 2009 with a planned area of ​​289.67 hectares, a total investment of over 812 billion VND in Quynh Loc and Quynh Thien communes (Hoang Mai town) under the general planning of the Southeast Economic Zone, invested by Hoang Mai Industrial Park Investment Joint Stock Company.

However, after nearly 10 years of operation, most of the planned land area of ​​Hoang Mai Industrial Park is still "idle" because it has not found investors for construction. Some items such as the surrounding fence, drainage system... are now degraded and damaged.

According to the report of the Southeast Economic Zone, up to now, at Hoang Mai Industrial Park, only 26ha/289ha of land have been registered for land lease for investment and construction by enterprises. This also means that the work of attracting investment and implementing construction projects at Hoang Mai Industrial Park has been very slow in recent times.

According to state management agencies, the above reason is that the technical infrastructure has not met the needs of investors...; some projects have been approved for investment by enterprises but have not yet been implemented, typically the Kobelco Sponge Iron Factory Construction Project started in 2010 by Kobelco Steel Corporation - Japan as the investor with a capacity of 2 million tons/year, total investment capital of 1 billion USD.

It is known that Hoang Mai Industrial Park Investment Joint Stock Company has transferred to Hoang Thinh Dat Company located in Tay Ho district, Hanoi.

In Nam Cam Industrial Park, there are still some areas of land left fallow for cattle grazing, and many areas are being re-occupied by local residents for production. According to the report of Dong Nam Economic Zone, Nam Cam Industrial Park has a planned area of ​​272 hectares, of which nearly 69.5 hectares are unused. Of which, 66 hectares have been allocated to investors.

Mr. Le Quang Hoa - Deputy Manager of the Southeast Economic Zone said: For Nam Cam Industrial Park, we are currently reviewing and urging businesses that have been granted land allocation certificates to quickly invest in the industrial park. For unused areas that have been encroached upon by people, the Provincial People's Committee has assigned the Nghi Loc District People's Committee and the Southeast Economic Zone to coordinate to complete the site clearance before June 15 to hand over to businesses.

Besides the large industrial zones of the province wasting land, there are also many small and medium industrial clusters of the districts that are also wasting land. For example, the small industrial cluster of Tan Lac town (Quy Chau district) has an area of ​​10 hectares, some items that have been under construction have now become places for grazing buffalo and cows.

Discussing the above issue, a representative of the Economic Infrastructure Department of Quy Chau district shared: The total investment cost for infrastructure for this industrial cluster is over 14 billion VND, planned to attract wood processing projects, incense processing projects... however, there is a problem with agricultural land of over 4 hectares, so no business has invested yet.

The Na Khuu Industrial Cluster (Tien Phong Commune, Que Phong District) covering nearly 13 hectares was approved by the Provincial People's Committee for technical infrastructure in October 2014 with a total investment of nearly 26 billion VND, but up to now, after 2 years, this industrial cluster has not been built, and the large area of ​​land is being left abandoned.

Currently, the technical infrastructure of Na Khuu Industrial Cluster has not yet implemented compensation and site clearance work. Mr. Le Van Giap - Chairman of Que Phong District People's Committee said: The district has many conditions for developing the medicinal processing industry, such as: Golden flower tea, passion fruit, bon bo, codonopsis... However, agricultural products are not concentrated, along with the weak traffic infrastructure and technical infrastructure of the industrial cluster, so the work of calling for investment attraction faces many difficulties.

Currently, many districts are in the same situation when industrial clusters and industrial parks are "planned and then left there", such as Yen Thanh Industrial Cluster; Nghia My Industrial Cluster, Thai Hoa town; Dien Chau Industrial Cluster, Do Luong...

The reason why many industrial parks have not been effective is because some localities are impatient to quickly develop industrial parks in a movement style. If your district has an industrial park, our district must also develop industrial clusters, causing the quality of planning of industrial parks in many localities to be very low. Infrastructure investment progress is slow, investment is not synchronized, and resettlement projects are slow to be implemented...
