There are 6/21 units with disbursement rate below 60%, not meeting the requirements of Resolution 84 and Directive No. 21 including districts: Que Phong (59.23%), Nghi Loc (57.6%), Hung Nguyen (47.69%), Nam Dan (54.47%), Hoang Mai town (42.47%) and Vinh City (22.08%).

For the department and sector level, there are 8 units with disbursement rates of over 60%. Of which, there are 2 units with disbursement rates of over 80% including: Nam Nghe An Irrigation One Member Co., Ltd. (97.73%) and Nghe An Livestock Breeding Center (95.22%).

There are 8 units with disbursement rates below 60%, including: Department of Agriculture and Rural Development, Management Board of Urban Construction and Infrastructure Projects; Provincial Radio and Television Station; Department of Culture and Sports; Department of Standards, Metrology and Quality; Provincial Military Command; Department of Labor, Invalids and Social Affairs and Department of Health.

Currently, the province has 185 projects with a disbursement rate of less than 60%, with a total capital plan for 2020 of more than VND 1,072 billion. Of these, 72 projects are invested by departments, branches, and units; 113 projects are directly managed by localities.

By September 15, 2020, the Department of Planning and Investment had submitted to the Provincial People's Committee for consideration and adjustment to reduce capital for 49 projects with a total capital of more than VND 25,608 billion, and increase capital for 43 projects with a capital of more than VND 25,608 billion for the Central Budget source (domestic capital).

The Department of Planning and Investment also proposed to adjust the medium-term plan for the 2016-2020 period for 3 projects with a capital reduction of 74,166 billion VND; and proposed to supplement the 2016 medium-term plan for 2 projects with additional capital of 74,166 billion VND.

Regarding local budget sources, it is proposed to adjust the capital target for 5 projects down with the adjusted capital of 8,178 billion VND; at the same time, adjust the capital target up for 5 projects with the adjusted capital increased by 8,178 billion VND.

According to the Department of Planning and Investment, the reason for the above results is that as of September 15, 2020, more than 109 billion VND has not been allocated in detail for major programs; site clearance for many key projects is still slow; Mobilizing resources for key projects in the area is still difficult. As of September 15, 2020, there are still 46 projects with overdue advances that are difficult to recover with a total amount of 98,948 million VND.
