Nghe An: Many new projects have been launched.
(Baonghean) - In the first six months of 2015, the province granted new licenses and adjusted 87 investment projects with a total capital of VND 27,363.51 billion. This included granting licenses for 6 foreign direct investment (FDI) projects worth USD 50.6 million, and adjusting 3 projects with USD 0.9 million in increased capital. The province also coordinated with businesses and investors to start construction on many new projects such as a raw water supply plant, upgrading berths No. 5 and No. 6 of Cua Lo Port, and the Hoa Son cassava starch factory (Anh Son district)...
Many projects have commenced construction.
In the first six months of the year, the Southeast Economic Zone witnessed a surge in activity, with the rapid construction of several large factories such as the RoyalFood Thailand seafood processing plant, the Masan Food Center, and especially the inauguration of the Hoa Sen Steel Sheet Factory of the Hoa Sen Group. The factory has six steel pipe production machines, each with a capacity of 50,000 tons per year, and is expected to generate annual revenue of 360 billion VND. The factory's operation has created jobs for over 100 workers.
The province has also commenced construction on several projects: a raw water supply plant for clean water production plants in Vinh City by Song Lam Water Supply Joint Stock Company, with a capacity of 200,000 m3/day; land area of 0.3 hectares; total investment of 496 billion VND; the investment project to build berths No. 5 and No. 6 at Cua Lo port by Tuan Loc Investment - Construction Joint Stock Company, land area of 23.5 hectares; total investment of 650 billion VND; the cassava starch processing plant project in Hoa Son commune, Anh Son district by Hoa Son Agricultural Products Processing Co., Ltd., land area of 21.8 hectares; total investment of 224 billion VND; and the Hoa Sen Group's Hoa Sen 2 Steel Sheet Factory in Quynh Lap is preparing for construction…

In recent times, the province has paid special attention to attracting investment and improving the provincial competitiveness index. Provincial leaders have directly worked with many corporations and groups to resolve obstacles and difficulties for projects. According to Mr. Le Ngoc Hoa, Vice Chairman of the Provincial People's Committee, to achieve high investment attraction results in 2015, the province is focusing on directing several important tasks. These include: Accelerating the implementation of projects that have signed commitments and received Investment Certificates at the Spring 2015 Investor Meeting, namely the Song Lam Cement Plant project of Song Lam Cement Joint Stock Company, with a capacity of 18,000 tons of clinker per day; the Sake Production Plant project of Takasago Japan Joint Stock Company in Hoang Mai Industrial Park, with an investment of 15 million USD; and the ANCO Nghe An Feed Production Plant project of International Agricultural Nutrition Joint Stock Company in Nam Cam Industrial Park, with a total investment of 320 billion VND. The Venture Nghe An Export Garment Factory project in Thanh Tien commune, Thanh Chuong district, owned by Venture Nghe An Joint Stock Company, occupies 4.9 hectares of land with a total investment of 90.6 billion VND; the Bohra Industries Vietnam Co., Ltd. project to build a superphosphate fertilizer and marble production plant has an investment of 24 million USD; and the Marukawa Joint Stock Company project to manufacture anti-virus body wear patches has a total investment of 3.5 million USD and occupies 1 hectare.
Nghe An province is focusing its attention on the goals for the third quarter of 2015. These include the commencement of the VSIP6 Industrial, Urban, and Service Complex project, with a total investment of VND 3,000 billion in phase 1; and the commencement of the investment project for the construction and operation of infrastructure in Zone D of the Nam Cam Industrial Park by Tuan Loc Investment and Construction Joint Stock Company, covering an area of 650 hectares with a total investment of VND 2,500 billion. In addition, the province is accelerating the implementation of major ODA projects such as: the Northern Irrigation System Improvement Project; the Vinh Urban Development Project; and the Flood and Waterlogged Area Project in the 5 Southern Communes (Nam Dan District)... ensuring that the projects are implemented according to the commitments made to the donors. These projects are of paramount importance to the socio-economic development of Nghe An.
Investment promotion activities are bustling.
In the first six months of the year, investment promotion continued to receive attention and achieved many positive results. The province, in coordination with the Vietnam Investment and Development Bank (BIDV), successfully co-organized the Spring 2015 Investor Meeting. At the meeting, the Provincial People's Committee signed and awarded Investment Certificates to 21 projects with a total investment capital of VND 20,776 billion and USD 138.5 million. Specifically: Investment certificates were awarded to 10 projects/VND 16,781 billion and USD 42.5 million in registered capital. Investment cooperation agreements were signed for 11 projects/VND 3,995 billion and USD 96 million in registered capital. BIDV signed credit financing agreements for 5 projects with a total credit financing capital of USD 9,102 million.
The Department of Planning and Investment advised the provincial leadership to issue Decision No. 1095/QD.UBND dated March 24, 2015, on assigning tasks to monitor the implementation of projects for which agreements have been signed and investment certificates have been issued. It effectively participated in the Northwest Region Investment Promotion and Social Welfare Conference, held from April 3-5, 2015, in Moc Chau, Son La province, with the theme "Let's join hands with the people of the Northwest." In coordination with the Department of Foreign Affairs and other relevant agencies, it advised the provincial leadership on the preparation and successful organization of the "Meeting between Localities and Diplomatic Corps, North Central Region" program, chaired by the Ministry of Foreign Affairs, in Vinh City from May 28-31, 2015. Simultaneously, the Department of Foreign Affairs successfully coordinated and organized a meeting between the leaders of Nghe An province and the diplomatic corps to promote investment information to ambassadors, representatives, and heads of diplomatic missions from 33 countries and international organizations.
Various sectors and levels, together with the Management Board of the Southeast Economic Zone, have provided the best support to the investor (Vietnam Singapore Industrial Park Joint Venture Company Limited) to effectively implement the VSIP Nghe An Industrial, Urban and Service Zone Project (VSIP6) with activities such as: completing the relevant procedures to start the project in the third quarter of 2015, welcoming and organizing working sessions with leaders of Binh Duong province who visited Nghe An from May 15-17.

The Investment Promotion Center has completed the printing and distribution of new investment promotion materials (2015), translated into Vietnamese, English, Japanese, and Korean, to serve the province's investment promotion efforts. In the first six months of the year, the province hosted and worked with 14 delegations of domestic and foreign investors visiting and exploring investment opportunities in Nghe An. These included many large and important partners from South Korea, Japan, Singapore, the Netherlands, Iran, Australia, etc. In coordination with the Department of Foreign Affairs, the province actively and proactively worked with the Embassies of Singapore, Japan, South Korea, Thailand, the United States, etc., in Hanoi to strengthen cooperative relationships, support, and promote investment projects in Nghe An province. Simultaneously, it facilitated opportunities for investors to learn about the investment environment in Nghe An, such as Vingroup's survey and investment promotion in the Nghi Hoa Island area (Cua Lo town). Posco Group - South Korea visited to survey and promote investment in the construction of the Quynh Lap II Thermal Power Plant; Hoa Sen Group surveyed investment in the construction of the Dong Hoi Industrial Park.
Mr. Nguyen Van Nam, Director of the Investment Promotion and Development Consulting Center of the Department of Planning and Investment, said: In the first six months of the year, investment promotion activities between the Investment Promotion Center and departments, agencies, and organizations inside and outside the province were carried out continuously, systematically, and in close coordination. The Center continues to link and coordinate with key investment promotion agencies and organizations such as KOTRA (Korea), JETRO (Japan), the Foreign Investment Agency, and other focal points to provide information and connect relationships, aiming to strengthen efforts to attract and promote foreign investment into Nghe An. In addition, the center also proactively conducted surveys, studies, and work visits to several potential provinces.
