Nghe An: Many difficulties in ensuring reservoir safety before the storm season

(Baonghean.vn) - In order to ensure the safety of reservoirs during the rainy and stormy season, Nghe An is urgently upgrading weak reservoirs, checking, reviewing, and preparing flood prevention materials at degraded reservoirs.

By combining capital sources, this project has now upgraded and rebuilt the dike body, paved the upper and lower stone slopes, and the project is currently over 90% complete.

Mr. Nguyen Khanh Tung - Chairman of Minh Thanh Commune People's Committee added: This project will be put into use before the rainy and stormy season this year. In addition to protecting the safety of surrounding households, the reservoir also stores water for next year's winter-spring rice crop.

According to the report of Yen Thanh District People's Committee, up to now, the district has completed and put into use 2 large reservoirs: Nha Tro reservoir in Tien Thanh commune, Don Hung reservoir in Hung Thanh commune. Yen Thanh is making efforts to construct 6 new reservoirs and will put them into use before the rainy season, concentrated in Tay Thanh, Minh Thanh, Son Thanh communes. However, the current difficulty is that due to the implementation of the entire district's isolation, construction is facing many difficulties.

Yen Thanh district has over 200 large and small reservoirs, many of which are weak. To ensure safety during the rainy season, the district has directed localities and irrigation enterprises to inspect and review reservoirs and take remedial measures such as waterproofing, leak prevention, and termite treatment. In particular, materials such as stone cages and sandbags are prepared at weak reservoirs to promptly handle incidents.

District areaQuynh LuuCurrently, 3 reservoirs have been put into use: Eo Dau reservoir in Quynh Van commune, Hoc Met reservoir in Tan Son commune, Bai Sa reservoir in Quynh Lam commune. Since 2018, Quynh Luu has upgraded over 15 large and small reservoirs, currently there are over 20 small reservoirs in disrepair.

Mr. Nguyen Truong Thanh - Head of Nghe An Irrigation Sub-Department said: The whole province currently has nearly 1,061 reservoirs. From 2010 to present,By combining capital sources, Nghe An has upgraded over 200 weak reservoirs with a capacity of 2-3 million m3 of water. Basically, the reservoirs ensure good flood prevention and water storage for rice cultivation.

The current difficulty is that many reservoirs managed by local authorities are mostly degraded. Most of the reservoirs have been in use for 30 to 40 years and were built according to old processes and regulations, with unsynchronized construction, and there are many limitations in the operation and management of the reservoirs.

In addition, at small reservoirs, the flood discharge works are free spillways, so most of them do not have operating procedures and have not been inspected for dam safety according to regulations. The preparation of flood and storm prevention plans has not met the requirements.

To ensure dam safety during the rainy season, sectors and localities need to regularly inspect and grasp the current status of the works. Identify key areas of the dam to develop timely response plans, close to the actual situation of the locality; focus on "4 on-site" work to proactively develop prevention and response plans when incidents occur, especially weak reservoirs far from residential areas, with difficult rescue conditions.
