Nghe An: Efforts to overcome "bottlenecks" in digital transformation in Party work.

The Mẫu Đơn block in Vinh Lộc ward did not need to be merged with other units during the recent block and hamlet reorganization because it met all the criteria regarding geographical area and population size. This was one of the important factors that enabled the Party Committee and Party Branch of Mẫu Đơn block to quickly implement the requirements for transformation and application of digital technology in Party work, integrating it into the electronic "Party Member Handbook".

The Mẫu Đơn Party cell has 127 members, with an average age of 67. Even the block's Party Secretary, Mr. Hoàn Thái Hữu, is 82 years old this year. Initially, when implementing digital methods for providing party members with materials via the electronic "Party Member Handbook" and collecting party fees online, the Party cell committee was genuinely concerned about the members' advanced age and their lack of proficiency in using smartphones. However, through the implementation process, with the support of the Vinh Lộc Ward Party Building Committee, as well as the assistance of younger party members and their children, most members, except for those exempted from attending meetings, have now been able to use the digital software to receive party cell meeting materials and pay party fees.

Hoang Thai Huu, Secretary of the Party Branch of Mau Don Block, shared: “During the implementation process, whenever something was unclear, we intensified our discussions with the Party Building Committee officials of the ward and did not hesitate to ask our children and grandchildren who are also Party members working in various units and agencies. The difficulties faced by Party members included the fact that the electronic “Party Member Handbook” software was sometimes unstable; and the internet connection was often too weak, preventing Party members from accessing the electronic “Party Member Handbook.” And especially, many elderly Party members did not use bank accounts, so they had not been able to pay their Party membership fees online and had to ask Party committee members for help. Fortunately, the five Party committee members of the Mau Don Block Party Branch were quick-witted and provided timely support to Party members in applying digital software in Party work…”

Meanwhile, at the Phu Loc hamlet Party branch in Nghia Tho commune, there are 76 Party members, with 6 exempted from attending meetings. Currently, the number of Party members accessing the electronic Party member handbook application has reached 97.14%. According to Comrade Tran Thi Hong - Secretary of the Party branch, the online payment of Party membership fees as stipulated has reached 100%. However, in reality, this is being done through a few Party members who are proficient in using the software and comrades in the Party committee.

For Party branches in rural areas, where Party members, especially older members, are unfamiliar with using bank accounts, and some even lack the ability to use smartphones and internet applications, online payment of Party membership fees is not yet feasible. In this area, the Central Committee has a policy allowing Party members to "collect and pay Party membership fees for other Party members themselves, or for one Party member to collect and pay fees on behalf of another." Therefore, Party committee members and proficient Party members are assisting other members to achieve 100% participation.

“The whole country is accelerating digital transformation, so older Party members are also gradually striving to keep up with the times. Even comrades in the Party committee, despite their age, must actively learn from professional training courses organized at all levels and from younger generations to apply digital technology in Party work. There are other tasks in the digital environment that require us to continue to make greater efforts in the future, such as procedures for transferring Party membership, and obtaining feedback from residents regarding Party members currently working…” Comrade Tran Thi Hong, Secretary of the Phu Loc Hamlet Party Branch, shared.

During the exchange, Comrade Nguyen Thi Thanh Lien, Permanent Deputy Secretary of the Nghia Tho Commune Party Committee, added that the entire commune Party Committee has 975 Party members operating in 38 branches, including 12 rural branches. Since May 2026, 99.11% of Party members have installed and used the electronic "Party Member Handbook". Currently, 100% of Party members have completed online payment of Party membership fees. This figure reflects the great efforts of the Party branches and Party members at the grassroots level, especially in rural areas. However, for rural Party members to become proficient in using the electronic "Party Member Handbook" and "electronic payment of Party membership fees," more time is needed. The Commune Party Committee continues to assign tasks to the Party Building Committee and the Office to coordinate and support Party branches and Party members in accessing and proficiently using the electronic software.

In accordance with Plan No. 44-KH/TU dated April 20, 2026, of the Provincial Party Committee Standing Committee on the implementation of four Party administrative procedures electronically (Official Party membership transfer; Temporary Party membership transfer; Party membership fee collection and payment; and Obtaining feedback from residents), and Official Letter No. 959-CV/TU dated April 22, 2026, of the Provincial Party Committee Standing Committee on directing the implementation of Party administrative procedures electronically, Party committees at all levels have actively participated in training and guidance through hands-on instruction to ensure rapid implementation at the Party branch level. To date, it can be confirmed that most Party members in the province (except for a few members exempted from Party activities) have accessed the electronic "Party Member Handbook" and paid Party membership fees via bank accounts.

During the implementation process, the Party Committees of communes and wards organized many training sessions and directly assigned cadres to support Party branch committees and Party members in using smartphones, digital applications, and electronic payment methods to gradually become proficient in using Party administrative procedures in the electronic environment.

However, some localities are facing difficulties in integrating and synchronizing data with the Social Insurance database. Many Party members receiving pensions have not had their information fully updated to determine their Party membership contribution levels, while some cases of voluntary social insurance participation have had their data synchronized, causing difficulties in reviewing, determining contribution levels, and processing electronic records.

Furthermore, the information technology infrastructure in some areas and at many times has not been truly stable; the quality of network connections and equipment used by Party members is inconsistent, affecting login, information verification, and transactions on the system. Many Party branches have requested that higher levels research integrating software and applications serving Party work into a unified platform to facilitate users and reduce the need to manage multiple accounts and passwords.

Continuing the digital transformation journey.

The Central Party Organization Department has issued Plan No. 29-KH/BTCTW on the digital transformation of the Party organization building sector until 2030 and a 100-day campaign to address bottlenecks in digital transformation within the political system. The campaign aims to shift strongly from paper-based file management to data-driven management, electronic files, and digital processes; thereby forming a data-driven, real-time operational method, minimizing manual reporting, improving the quality of advice, inspection, supervision, and supporting Party committees at all levels in making faster and more accurate decisions. Based on this, the Standing Committee of the Nghe An Provincial Party Committee directed the Provincial Party Organization Department to develop and issue Plan 32-KH/BTCTU (dated July 16, 2026) to implement the task of digitizing and creating electronic Party member files.

According to Plan 32, the Provincial Party Committee's Organization Department has set a roadmap to complete the digitization of "Party member files of officials under the management of Party committees at all levels" in the province by September 15, 2026, and to complete the digitization of all Party member files of Party committees directly under the Provincial Party Committee before November 30, 2026 (in areas with difficult technological infrastructure, this may be completed by December 31, 2026). Before implementing this plan, Party committees at all levels in Nghe An province have already carried out a review and revision of Party member files, so the digitization can begin immediately.

According to Comrade Hoang Thanh Son, Head of the Party Building Committee of Vinh Loc Ward, the Standing Committee of the Ward Party Committee has held a meeting of the steering committee to implement the task of digitizing Party member records, assigning specific responsibilities to departments, divisions, and individuals. The remaining issue is the need for close coordination among members during the implementation process to digitize Party member records in a timely and accurate manner, as required by the Provincial Party Committee and the Central Committee.

“We have assigned specific responsibilities to members and assessed the feasibility of completing the task. Currently, ward and commune levels are facing difficulties with equipment and systems serving the digitization process, including computers, scanners, storage devices, servers, network equipment, and other IT equipment involved in the creation, processing, transmission, and storage of electronic Party member records. We hope that higher levels will provide timely guidance and support to complete the digitization within the 100-day campaign,” shared Comrade Hoang Thanh Son, Head of the Party Building Committee of Vinh Loc Ward.

The nationwide digitization of Party member records will help Party organizations manage records and Party members in a more standardized and unified manner. When digitized, information about Party organizations, Party members, and cadres will be regularly updated and can be connected, shared, and accessed within a single system. The 100-day digitization campaign of the Party Organization sector is being conducted synchronously, continuing to review paper records, compare them with electronic data, and fully update changes in Party organizations and members, ensuring that the data is "accurate, complete, clean, active, unified, and for common use."

Comrade Le Truong Giang, Deputy Head of the Provincial Party Committee's Organization Department, stated: This digital transformation campaign encompasses many new areas such as databases on cadres, organizational structure, staffing, and job positions; databases on cadre training and development; internal political security records; and cadre health databases... Each subsystem has its own operational procedures, guidance documents, acceptance criteria, and operating mechanisms, ensuring uniformity throughout the entire sector. Based on this, the Provincial Party Committee's Organization Department is strengthening guidance and training for Party committees and Party organizations at all levels, ready to support, answer questions, and overcome difficulties to ensure the timely and accurate implementation of digitalization.

Currently, Party building committees under provincial Party committees are "racing against time" to digitize Party organization and member records. Party committees are implementing these efforts in ways that suit the practical conditions of each locality and unit. The 100-day campaign to digitize Party member records is linked to the implementation of Resolution No. 57-NQ/TW of the Politburo on the development of science, technology, innovation, and national digital transformation. The digitized data contributes to a fundamental shift from traditional record management methods to data-driven governance, improving the quality of management, leadership capacity, and fighting strength of Party organizations in the digital age.

The Steering Committee on Science, Technology Development, Innovation, Digital Transformation, Administrative Reform, and Project 06 of Nghe An province has issued Plan 02-KH/BCĐ (dated August 2, 2026) on a 100-day action plan to address bottlenecks in digital transformation in Nghe An province. The goal is to complete 15 tasks by November 30, 2026, including 14 tasks required by the Central Government according to Plan 05-KH/BCĐTW and 1 task identified by the locality.
