Nghe An says no to the situation of 'carpet above, nails below'

(Baonghean) - During his recent working trip to Nghe An, Prime Minister Nguyen Xuan Phuc once again emphasized the message of building an honest, creative, action-oriented Government serving the people and businesses.

It can be said that what the Prime Minister wants to convey is that the spirit of reform must permeate every thought and action of the administrative apparatus at all levels and in all sectors, and must create synchronous movement of the entire system, with words matching actions.

Replace "ask - give" with service

The 2017 Spring Investors Meeting once again affirmed the spirit of reform and accompanying businesses of Nghe An province with many messages conveyed by provincial leaders to central leaders and the domestic and foreign business community.

Affirming that the work of supporting businesses and investors in researching, investing and operating effectively has become an important political task that has always received great attention and focused direction from the provincial leaders, Chairman of the Provincial People's Committee Nguyen Xuan Duong said: "The province has implemented the simplification of administrative procedures and shortened the time for granting Investment Registration Certificates within 3 working days from the date the competent State agency approves the investment policy; in particular, for complete and valid dossiers that investors need urgently, we can process and issue them on the same day. Online business registration dossiers are processed within 2 working days".

In fact, in recent years, the province has implemented many solutions to support and develop businesses, especially implementing Resolution No. 35/NQ-CP dated May 16, 2016 of the Government on this issue, Nghe An has issued an action program with a vision to 2020.

Accordingly, the goal set for the next 3 years is for Nghe An enterprises to develop, have competitiveness, and develop sustainably, including a number of large enterprises with strong resources; the scale strives to reach the milestone of 20,000 enterprises.

It can be seen that in 2016 and the first months of 2017, the province has made strong movements to achieve the above goal. The province has directed to accelerate the progress of providing online public services at levels 3 and 4 in 2016 of State agencies.

The province's online public service portal was launched to facilitate individuals and organizations that need to quickly resolve administrative procedures at a single access address.

The report of the Provincial People's Committee to Prime Minister Nguyen Xuan Phuc and the Government delegation at the recent Dinh Dau Spring Investors Meeting 2017 also showed that the province has directed all sectors and levels to improve the quality of the one-stop shop, enhance the application of information technology, connect and link document management software of departments, sectors, units at district and commune levels; review and unify the focal point for receiving and processing documents. In particular, the province has established the Nghe An Investment Promotion and Support Center under the Provincial People's Committee.

Business registration, business start-up, and market entry activities are always of interest, especially the posting of administrative procedures on the electronic information portal and posting at the one-stop department of the Department of Planning and Investment. The communication method has also changed from the mechanism of requesting permission and registration to the mechanism of serving and providing services; implementing and supporting businesses to register businesses online, and returning results to businesses by post.

Provincial leaders also regularly dialogue with businesses and investors; monthly meetings are held with representatives of business associations, Nghe An VCCI, and the Party Committee of the Business Bloc to resolve problems and difficulties for businesses and investors. And, in the presence of the Central Steering Committee for Enterprise Innovation and Development, Chairman of the Provincial People's Committee Nguyen Xuan Duong signed a commitment with the Vietnam Chamber of Commerce and Industry (VCCI) to create a favorable business environment for businesses.

Innovation from awarenessto action

Speaking at the 2017 Spring Investors Meeting, Prime Minister Nguyen Xuan Phuc emphasized that the Government has created a better, more transparent, and more market-oriented investment environment for business. However, what the Prime Minister is concerned about and also requires is that the determination to reform must not only stop at the leader, but must create a real, strong movement of the entire system.

Prime Minister Nguyen Xuan Phuc suggested: “The Chairman of the Provincial People's Committee talks about reform, but have departments, districts, offices, and specialists reformed better? Has the whole system moved to serve development? We have good views and good orientations, but are the concrete actions good?”; from there, to build an honest, action-oriented Government that serves the people and businesses, for development. The head of the Government also clearly stated the requirement for all levels of government to “be close to the people, close to work, and innovate from awareness to action”.

This is also the issue that Prime Minister Nguyen Xuan Phuc and Deputy Prime Minister Vuong Dinh Hue continued to emphasize at the meeting with provincial leaders on the afternoon of February 19. “The most important thing now is to overcome the situation where the Government, ministries and branches are moving but the province is not moving; or the province is moving but the district and commune levels are not implementing it thoroughly. The problem is to be united and work together to organize the implementation,” Deputy Prime Minister Vuong Dinh Hue said.

The above requirements of the Government leaders are also the answer to the question: How to gain the trust of people, businesses and investors when investing in production and business in Nghe An?

The problem now is not only the strong determination of the provincial leaders, but also the synchronous and real movement of the entire system, of the administrative apparatus at all levels, in which the change from awareness to action of each cadre and specialist must be stronger and more drastic in every action, from small to large for the common goal, not creating "bottlenecks".

From there, the declarations and commitments to strong reforms and strong cooperation with the business community and people do not stop at words but go into substance with specific and effective actions.

Provincial Party Secretary Nguyen Dac Vinh, in his speech at the 2017 Spring Meeting with Investors, pledged transparency, affirmed the spirit of companionship, and created the most favorable conditions for investors when coming to Nghe An.

The message of the Provincial Party Secretary affirmed that such companionship is not just "sloganic calls or promises at meetings, seminars and conferences, but we have been, are and will demonstrate through specific and practical actions".

The strong commitment of the Provincial Party Secretary to investors is also a requirement for the entire political system, administrative apparatus, and each cadre and official of the province in terms of working style and manner, saying goes hand in hand with doing, not allowing the situation of "spreading the carpet above, spreading nails below" in attracting and handling procedures for investors and businesses./.
