(Baonghean.vn) - The Provincial People's Committee has just issued Directive No. 29 on organizing a campaign to mobilize the entire population to participate in irrigation work; strengthening the development of small-scale irrigation and on-farm irrigation; and preventing and combating drought and saltwater intrusion.

To effectively implement Resolution 02-NQ/TU of the Provincial Party Committee; and to promptly address the consequences of drought and floods, proactively prevent and control floods, droughts, and saltwater intrusion, ensuring irrigation and drainage for production in 2024, and ensuring water drainage for localities, the Provincial People's Committee requests the Chairmen of the People's Committees of districts, cities, and towns to coordinate with the Irrigation Companies in their areas to continue to educate cadres, Party members, and the people about the economic efficiency of irrigation and drainage for industrial crops, fruit trees, cash crops, and aquaculture; to reinforce canals and ditches; to prepare irrigation infrastructure; and to build new rural areas to serve production and people's lives.

In addition, continue to closely monitor weather information and developments, rainfall, floods, and water levels in rivers and streams, and promptly inform local authorities and the public to proactively prevent and mitigate damage; be ready to implement plans to respond to heavy rain and floods. At the same time, organize inspections and repairs of damage to key infrastructure, irrigation and clean water systems, river and sea dikes, and embankments damaged by rain and floods.

For urban drainage systems, organize the dredging and repair of drainage ditches and main drainage channels in communes, wards, blocks, and residential areas to drain water, prevent flooding, and improve environmental sanitation.

On the other hand, the organization will carry out irrigation work in the fields, repair and dredge the irrigation canal system, build embankments around fields and plots, and repair rural roads. The program to reinforce irrigation canals, especially those within the fields, will continue to be implemented.

Developing small-scale irrigation for dryland crops and cash crops: Digging and constructing small reservoirs, tanks, and wells; developing a network of small pumps; using advanced, water-saving irrigation methods; maximizing the advantages of the province's reservoir and dam system to replicate irrigation models for new varieties of citrus fruits, passion fruit, pomelo, sugarcane, tea, and fodder crops...

Develop a water supply plan for production in 2023-2024 as soon as possible.

Local authorities should develop early plans for water supply to serve agricultural production in 2023-2024. At the end of the rainy season, they should promptly assess the water balance to arrange a rational crop structure; and adjust production and water supply plans in a timely manner when water sources change.

Dredging water intakes and canal systems, installing and operating mobile pumping stations to supply water to drought-stricken and water-scarce areas for production and daily life. Accelerating the construction progress of irrigation and domestic water supply projects.

Strictly manage water resources, guide people to use water economically and efficiently, prevent leakage and waste; implement appropriate measures to prevent saltwater intrusion into inland areas.

The Provincial People's Committee noted that during the campaign period, localities should encourage all segments of the population to actively participate in public service labor; paying attention to practical effectiveness and organizing economically; avoiding formalism, waste, and extravagance. At the end of the campaign, a summary, evaluation, and report on the results should be submitted to the Department of Agriculture and Rural Development for compilation and reporting to the Provincial People's Committee.

The Provincial People's Committee has assigned the Department of Agriculture and Rural Development to direct the Irrigation Sub-Department, the People's Committees of districts, cities, and towns, and the Irrigation Limited Liability Companies to effectively implement the campaign to respond to drought and floods, and proactively implement irrigation and drainage measures to serve the 2023-2024 winter-spring production.

The Department of Agriculture and Rural Development will guide localities and units in developing programs and plans, organizing the implementation of the campaign, and regularly inspecting, monitoring, and reporting the results to the Provincial People's Committee.

At the end of the campaign, an evaluation must be conducted, and recommendations should be made to commend and reward units and individuals who performed well, while criticizing and reminding those who did not perform well. A provincial water usage plan should be developed in coordination with the Ban Ve, Khe Bo, and Chi Khe hydropower plants to ensure water release meets the water needs for domestic use and production in 2024.

Provincial departments and agencies, according to their functions and duties, should proactively coordinate with localities to implement the campaign to mobilize the entire population to participate in irrigation work and strengthen efforts to prevent and combat drought, saltwater intrusion, and floods.
