Nghe An: Discovered 4 cases of fake birth certificates, taking advantage of maternity benefits

(Baonghean.vn) - Nghe An province's Social Insurance has just discovered 4 cases of applying for fake birth certificates, birth certificates, and changing the time of birth to receive maternity benefits.

2 out of 4 violations mentioned above are in Quy Hop district. Specifically, the case of Thai Thi Le (1990), belongs to Phu Quy Stone and Mineral Joint Stock Company. In the maternity payment records of Thai Thi Le, it shows that Le gave birth on April 3, 2017 at Chau Cuong Commune Health Station, Quy Hop district. However, through checking the data of the software of the Health Insurance Appraisal Information System Data Receiving Portal, the appraiser discovered that, in fact, Thai Thi Le gave birth at the Northwest Regional General Hospital on March 1, 2017.

Social insurance officers verified at Chau Cuong Commune Health Station and the commune health station admitted: Le did not give birth at the commune health station on April 3, 2017; Birth certificate No. 09, book No. 01/2017 issued by the commune health station to Thai Thi Le who gave birth on April 3, 2017 was fake and not in accordance with regulations.

Another case is Le Thi Thuy Hang (1988), belonging to Thanh Quyen Cooperative, Quy Hop District. Hang's maternity payment records show that she gave birth on January 18, 2017 at Quy Hop Town Health Station. However, the software data of the Health Insurance Appraisal Information System Data Receiving Portal shows that Hang actually gave birth on November 29, 2016 at Quy Hop District Health Center.

Through verification, Hang's medical records were not kept at Quy Hop Town Health Station; Birth certificate No. 06, book No. 01 signed by Station Chief Nguyen Thi Chien - the midwife on January 18, 2017 was issued forged.

Two other cases have been discovered recently in Thanh Chuong and Do Luong districts. Accordingly, the case of Cao Thi Dac (1990) belongs to Ngoc Hieu Consulting and Construction Joint Stock Company, residing in Minh Thuan hamlet, Thanh Ngoc commune, Thanh Chuong, the maternity payment records show that she gave birth on November 11, 2016 at Thanh Ngoc Commune Health Station. However, verification confirmed that Cao Thi Dac actually gave birth at Nghe An Provincial General Hospital on August 18, 2016.

Similarly, the case of Tran Thi Thao (1988) belongs to Asia Media Joint Stock Company, residing in Giang Son Dong commune, Do Luong district. Thao's maternity payment records show that she gave birth on November 20, 2016 at Giang Son Dong commune Health Station, but through checking the health insurance card of children under 6 years old on 3S software, Thao's child was born on August 20, 2016. Verification results at Giang Son Dong commune People's Committee confirmed that Birth Certificate Extract No. 178/TLKS-BS issued by Giang Son Dong commune People's Committee on December 5, 2016, has a birth month that is not the same as in the birth registration book.

The reason for the above cases to request for fake documents is to take advantage of maternity benefits. The Regime Department, Provincial Social Insurance said that according to the provisions of Article 31 of Social Insurance Law No. 58/2014/QH13, employees must pay for at least 6 months within 12 months before giving birth to be eligible for maternity benefits. The above cases did not meet the conditions prescribed by the Law, so they requested to re-issue birth certificates, birth certificates, and change the time of birth to take advantage of the regime.

Immediately after discovering the incident, Nghe An Provincial Social Insurance requested Quy Hop District Social Insurance to recover the amount of maternity benefits for Ms. Thai Thi Le of 26,420,000 VND, for Ms. Le Thi Thuy Hang of 18,950,000 VND; requested Vinh City Social Insurance to recover the amount of 19,754,000 VND for Ms. Cao Thi Dac and 23,420,000 VND for Ms. Tran Thi Thao.

In addition, Nghe An Social Insurance has also sent a dispatch requesting the Department of Health to direct medical examination and treatment facilities to strictly implement the issuance of Hospital Discharge Certificates, Birth Certificates, and Social Insurance Leave Certificates in accordance with the provisions of Circular No. 14/2016/TT-BYT dated May 12, 2016 of the Ministry of Health.

At the same time, the provincial Social Insurance requested the People's Committees of Quy Hop, Thanh Chuong and Do Luong districts to direct the review of collectives and individuals involved in the issuance of birth certificates and birth certificate extracts in violation of regulations in the above cases; and take measures to handle them in accordance with regulations.
