Nghe An discovered and arrested 245 cases and 312 criminals during the Action Month for Drug Prevention and Control.

Accordingly, implementing the Action Month for Drug Prevention and Control (PCMT) in 2023 with the theme "Resolutely and effectively preventing and controlling drugs, enhancing responsibility, proactively coordinating - For a drug-free community", from June 1, 2023 to June 30, 2023, functional forces in the province detected and arrested 245 cases, 312 subjects committing drug crimes (In which, the Provincial Police discovered and arrested 237 cases and 303 subjects; the Customs force coordinated and arrested 05 cases and 05 subjects; the Provincial Border Guard took the lead in discovering and arresting 08 cases and 09 subjects., seized 06 heroin cakes, 685.11 grams of heroin; 446.273 grams of synthetic drugs; 76,340 synthetic drug pills; 5,122.643 grams of crystal meth; 28.1 grams of marijuana; 10.44 grams of opium. The whole province successfully busted 23 major cases.

In addition, the police of various units and localities discovered and arrested 58 cases and 80 subjects illegally using drugs; and eliminated 27 drug retail points.

Regarding drug addiction treatment, during the PCMT Action Month, districts, cities and towns established 296 compulsory drug addiction treatment records and completed 136 community drug addiction treatment records for addicts in accordance with legal regulations.

As of June 30, 2023, drug rehabilitation facilities in the province have received and managed 891 new students (including 688 compulsory students and 203 voluntary students), and reintegrated 691 students into the community. In June 2023 alone, the facilities received 187 new students (including 150 compulsory students and 37 voluntary students). Currently, the facilities are managing 1,799 students (including 1,701 compulsory students and 98 voluntary students). The reception and management work is guaranteed in accordance with State regulations.

Methadone substitution treatment for opioids continues to be implemented at 12 treatment facilities and 19 Methadone dispensing facilities across the province.

In general, although the drug crime situation has been controlled, the nature and level have been reduced, but it is still potentially complicated; the number of drug addicts in the area is still high, with a tendency to get younger and gradually switch to using synthetic drugs and crystal meth (currently there are 3,935 addicts with management records), the number of drug addicts who have been trained in vocational skills, given jobs and applied post-rehabilitation management measures is generally limited. Although there have been many efforts in international cooperation on drug prevention, control and combat with the provinces of the Lao People's Democratic Republic, in general there are still many difficulties.

From the above reality in Official Dispatch No. 564/BC-UBND dated July 28, 2023, Nghe An Provincial People's Committee determined:

- Continue to enhance the role and responsibility of Party committees and authorities at all levels, mobilize the strong participation of departments, branches, unions at all levels, political and social organizations and people in the area in implementing drug prevention and control work.

- Strengthen the organization of drug prevention and control propaganda activities to ensure effectiveness, substance and suitability; maintain and replicate advanced models and typical examples in drug prevention and control, especially in key areas.

- Direct the work of drug addiction treatment and post-treatment management well, especially promoting the establishment of records to send people to compulsory drug addiction treatment facilities, organizing drug addiction treatment at home and in the community, striving to complete and exceed the set targets.

- Directing functional forces (Police, Border Guard, Customs) to continue to review and grasp the actual situation of drug retail locations and points in the area; promptly have solutions to fight and eradicate, "clean up" the area, not allowing the formation of complicated locations and drug retail points that cause public outrage and affect security and order.

Mobilize forces, synchronously and resolutely deploy professional measures, proactively detect, develop cases to combat and eradicate large drug crime rings and gangs, inter-provincial and transnational. At the same time, improve the effectiveness of arresting and mobilizing wanted subjects, especially wanted subjects hiding in Laos, to continue to connect with drug trafficking and transportation activities into Nghe An.

- Strengthen international cooperation activities in border control; regularly exchange information and coordinate professional activities with functional forces of Xieng Khouang, Hua Phan, and Bolikhamxay provinces of the Lao People's Democratic Republic to effectively carry out border control work in border areas.
