Nghe An promotes the role of 'extended arm' of security and order protection forces at the grassroots level
After more than 1 year of operation (from July 1, 2024), the security and order protection force at the grassroots level in Nghe An has become the trusted "eyes and ears" of the Commune and Ward Police, contributing to maintaining peace in each village, hamlet, and neighborhood in the context of the two-level government coming into operation.
Eyes and ears in the community
Once a part-time police officer, Mr. Vi Van Thuong in Pieng Cu village, Tien Phong commune, did not hesitate to register to join as soon as the grassroots security force was established. With experience, understanding of the area and a high sense of responsibility, Mr. Thuong always works side by side with the Commune Police in ensuring security and order.
In the first quarter of 2025 alone, he and the police force discovered and arrested 3 cases involving 13 subjects related to illegal acts such as gambling, illegal use of fireworks, and drugs; made records to send 5 people to compulsory drug rehabilitation; discovered and handed over a subject using electric shock to illegally exploit aquatic products. He also mobilized people to support nearly 10 million VND to install 4 security cameras, voluntarily surrendered 5 homemade guns.

Major Luong Tuan Minh - Head of Tien Phong Commune Police assessed: People like Mr. Thuong, born and raised in the locality, have a great advantage in grasping the local situation, understanding the people and easily creating trust. Thanks to that, they coordinate very effectively with the Commune Police in solving arising problems, fighting and preventing crimes, and strengthening the movement of the whole people to protect security and order.
Not only in the mountainous areas, in the coastal plains of Quynh Anh commune, the security force also plays an active role. Mr. Ho Anh Duc, Head of the Security Team of Village 2, has proactively advised and deployed many measures to maintain stability in the area with Provincial Road 537B, coastal roads, central markets and many schools. Every week, the security team organizes patrols and propaganda at the market, encouraging traders not to encroach on traffic corridors, thereby strengthening the connection between the authorities and the people.

In urban areas like Truong Vinh ward, with its dense population and complex business activities, the role of the security force is even more evident. Nearly 10 years of experience as Head of the People's Protection Committee helped Mr. Pham Trong Tao quickly adapt to his new role. He and the ward police patrolled hot spots at night, checked temporary residences, promoted anti-fraud online, and reconciled many small conflicts in the residential area, contributing to preventing fights and maintaining neighborhood relationships.
“Participating in the local security force is both a responsibility and a source of pride. We not only maintain security but also build solidarity and peace in the neighborhood. Thanks to regular training in the law and skills to handle real-life situations, we are increasingly more confident and professional in our work,” Mr. Tao shared.
Building a strong, professional force
According to the assessment of the Provincial Police, after more than 1 year of implementation, the force participating in protecting security and order at the grassroots level has gradually become disciplined, promoting clear effectiveness in ensuring security and order in residential areas, especially in the context of shifting to a two-level local government model.
From July 2024 to October 2025, the whole province will maintain and improve 3,797 security and order protection teams with 11,373 members. This is the core force, close to the people, promptly detecting and effectively coordinating the handling of many arising incidents.
During this time, the force provided 4,072 sources of information related to security and order, coordinated to resolve 2,542 cases, organized more than 10,000 legal propaganda sessions, contributing to raising awareness of law compliance in the community. At the same time, the force has built and replicated nearly 50 models of "All people protecting national security" in 183 localities, with many creative and practical ways such as "Association of Former People's Police Officers participating in ensuring security and order", "Inter-family group for fire safety", "Civilized parish, loving God and country", "Youth volunteers supporting administrative procedures via digital platforms"...

The grassroots security force also coordinated with more than 27,400 self-management groups and committees in residential areas to grasp the situation and resolve conflicts from the beginning; participated in handling more than 80 fire and explosion cases, 157 rescue cases; organized 5,200 propaganda sessions to mobilize people to hand over weapons, recovered 16 grenades, 9 military guns, and more than 3,000 homemade guns. In addition, they also supported the management of more than 1,000 people who were serving educational measures and 4,000 people who had completed their prison sentences and returned to their localities.
Patrolling and maintaining traffic order and safety were maintained more than 10,000 times, detecting and coordinating the handling of nearly 1,500 cases, contributing to stabilizing the situation in the area.
The security and order protection force at the grassroots level has become the core force in the movement of the entire people to protect the national security, especially important in the context of the current two-level local government organization. They are the ones who are close to the people, understand the people, coordinate to promptly resolve complex issues right at the grassroots level, contributing to maintaining peace and stability in the locality.

According to the Deputy Director, in order for the force to operate effectively, the Provincial Police have proactively ensured the necessary conditions such as: Issuing certificates, supporting equipment, arranging suitable workplaces; organizing professional training, skills in handling real situations for 100% of members; maintaining regular meetings, inspections, and encouragement. Thereby, the force is increasingly strong, professional, closely connected with the people and the locality.
The work efficiency and people's trust are the clearest proof of the increasingly solid position and role of the security and order protection force at the grassroots level - the ones who extend the arm of the People's Public Security force, contributing to keeping peace in every village, hamlet, and neighborhood, the starting point of social stability.
