"...First of all, on behalf of the Party Committee, Government and people of Nghe An province, I would like to send my respectful greetings and express my deep gratitude to the leaders of the Party, State, Government and ministries, departments, branches, and central agencies; businessmen, investors, and all delegates and distinguished guests who have spent their precious time in Nghe An to attend the Spring Meeting with Investors 2019.

This is an important event, extremely meaningful for the socio-economic development of the province; an opportunity for the Party Committee, Government and people of Nghe An province to meet and express gratitude to investors, cities and other provinces that have accompanied the province over the past time.

Over the years, the Party Committee and people of Nghe An have made continuous efforts to develop President Ho Chi Minh's homeland. One of those efforts is to organize the annual "Investors' Meeting" to seek opportunities and create links with domestic and foreign investors to Nghe An.

Thanks to that, from 2014 up to now, the province has attracted 150 projects with a scale of over 100 billion VND with a total registered capital of 89,141 billion VND, of which 129The project has been and is being implemented on schedule, reaching 87%.

At the conference “Meeting with investors in the Spring of Mau Tuat 2018”, the province granted investment certificates to 9 projects and signed 16 investment agreements in the province. Up to now, 100% of the projects are on schedule, of which 1 project has come into operation.

By the end of 2018, 114 projects were registered, with a total investment capital of VND 9,119 billion, and 08 projects were adjusted with an increased investment capital of VND 1,279 billion.

Many investors and corporations with prestigious brands have been effectively implementing projects in Nghe An such as: Vingroup; Masan; T&T; BRG; FLC; TH; The Vissai; Hoa Sen; Muong Thanh; Vinamilk; VSIP; WHA;...

Many large projects using high technology have been put into effective operation, creating many jobs for workers, making important contributions to the socio-economic development of the province.

Investors have contributed to creating a strong driving force for Nghe An’s development in the recent period. At the same time, investors are also the most objective measure reflecting Nghe An’s investment environment, helping the province clearly see what it has done and what it has not done that needs to be changed.

Nghe An realizes that, besides the achievements, there are still problems that have not met expectations in the investment environment, making us worry and think.

That is, the processing of procedures is still slow, project appraisal and guidance for investors are sometimes general, procedures are still unclear, the viewpoints of departments, branches and sectors are sometimes inconsistent, and access to land is still difficult...

These shortcomings are the obstacles that prevent Nghe An from fully exploiting its potential. The Party Committee, government and people of Nghe An province are eager and determined to make strong changes in the investment environment and procedures; to remove barriers caused by overlapping and unreasonable procedures.

We will devote the most appropriate resources to supporting investors, businesses, and startups; to make Nghe An an attractive destination for potential investors and startups with strong aspirations to grow.

Nghe An province commits to serving investors in 2019 in the spirit of “a creative and serving government”. Proactively build tools to achieve the goals, which are accessible land, administrative reform, and application of information technology in management. Proactively support investors and businesses, considering supporting investors and businesses as the government’s duty.

In that spirit, overall, Nghe An province boldly changes its thinking, applying new breakthrough methods in investment promotion. Prepare conditions to meet the strict requirements of large, potential domestic and foreign investors investing in Nghe An province, specifically:

Deploy the construction and completion of synchronous economic and social infrastructure, conveniently connecting the province's key economic zones. Focus on the construction and completion of modern industrial park infrastructure projects such as VSIP Urban and Service Industrial Park Project (Singapore); WHA Nghe An Industrial Park Project (Thailand); Hoang Mai Industrial Park Project 1, 2.

The province will provide full and timely investment incentive mechanisms and policies of the Central and local governments for each field in which the province focuses on attracting investment.

At the same time, strengthen administrative reform, apply information technology to shorten and simplify the time to handle administrative procedures for businesses and investors. Focus on training human resources and have policies to support the training of skilled human resources to provide for projects deployed in the province.

In addition, Nghe An will do well in planning socio-economic development; sector planning, associated with the development of key economic zones of the province with a strategic, long-term vision. Review and build a clean land fund to be ready to hand over land to investors when needed.

Create a favorable investment and business environment for business development, do a good job of on-site investment promotion so that investors can feel secure in production and business in Nghe An.

Specifically, in 2019, Nghe An province will pilot a number of reforms and measures in the spirit of "creative and serving government", implementing the "Year of administrative reform", including:

Piloting the application of simplified investment procedures to shorten the time for carrying out procedures by 50%. The simplified investment procedure is a combined investment procedure, in which all project investment procedures from the first step to the last step are carried out in a single application submission.

Pilot application of information technology to control all parameters and indexes of investment projects in the province. Help departments and branches in the province to support investors to the maximum, avoid incorrect and overlapping information causing delays in procedures and inconvenience to investors.

Strive to build equality for all investors, especially in land access. Demonstrate the spirit of land belonging to the entire people, unified management by the State, so that land is always ready for the construction and development of the province; resolutely handle slow-progressing and ineffective projects, avoiding loss and waste of land resources.

With a strong determination to innovate, putting investors' and businesses' issues first, there will certainly be great strides in the coming time, creating positive changes in the province's investment environment.

Through today's Conference, Nghe An province hopes to listen to many contributions and initiatives from delegates to innovate, shorten the time for procedures, and create practical support actions for investors and businesses.

On this occasion, the Party Committee, government and people of Nghe An province would like to express our sincere thanks and hope to continue receiving the attention of the Government, the Prime Minister, central ministries and branches, and especially welcome a new wave of investment from domestic and foreign enterprises and investors interested in, learning about and investing in Nghe An province.
