To proactively prevent and stop the above situation; ensure security and order, and organize the 2017 New Year celebration for students undergoing drug rehabilitation at drug rehabilitation centers in the area, the People's Committee of Nghe An province requests departments, branches, localities and units to continue to seriously and fully implement the direction of the Provincial People's Committee in Official Dispatch No. 9055/UBND-NC dated November 25, 2016 on strengthening the management of drug rehabilitation at the centers.

Accordingly, the Department of Labor - Invalids and Social Affairs, the Provincial Youth Union and the People's Committees of districts and cities with centers shall direct drug rehabilitation centers to do a good job of managing, rehabilitating, rehabilitating and therapeutic labor for drug addicts, absolutely not allowing students to go home to celebrate Tet but organizing a concentrated Tet celebration at the center; Coordinate with the local authorities and police forces where the center is located to develop a plan to ensure security and order, proactively and promptly respond effectively to complicated situations that may arise; For centers that do not have enough staff according to the law, the Department of Labor - Invalids and Social Affairs, the Provincial Youth Union, the People's Committees of districts and Vinh City shall proactively arrange support forces to help the center ensure security and order before, during and after the Lunar New Year 2017.
The provincial police direct the district-level police (where the drug rehabilitation center is located) to support the center in developing plans to ensure security and order, deal with disturbances, incite escapes, and support the center when bad situations occur; strictly handle violations of the law.
Drug rehabilitation centers assign officers to patrol and be on duty 24/7 during the Lunar New Year 2017 to promptly respond to situations of insecurity and disorder at the center. Organize a happy, safe, economical New Year celebration for students and ensure food rations in accordance with the law; Timely grasp the students' thoughts to correct and promptly resolve all students' concerns, prevent and strictly handle students who violate the rules and regulations of the Center such as: running away, fighting, causing trouble, gambling, drug smuggling and other negative phenomena; Actively coordinate with authorities, especially the police force where the center is located to develop plans to ensure security and order at the center before, during and after the Lunar New Year 2017; Regularly exchange and communicate with authorities to promptly handle situations or signs of disorder and insecurity at the center.
