Nghe An: Thoroughly implement the plan to implement the target on social insurance and health insurance coverage rate

On the morning of April 14, in Yen Thanh district, the Provincial Party Committee's Propaganda Department coordinated with Nghe An Social Insurance to organize a conference to disseminate and thoroughly grasp Plan No. 81 KH/TU dated March 7, 2022 of the Provincial Party Committee Standing Committee on implementing the targets of the Resolution of the 13th National Party Congress, the Resolution of the 19th Provincial Party Congress on the rate of social insurance and health insurance coverage in Nghe An province by 2025, with a vision to 2030.

Attending the conference were comrade Pham Luong Son - Deputy General Director of Vietnam Social Security. On the side of Nghe An province, there were comrades: Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee; Nguyen Thi Thu Huong - Member of the Standing Committee, Head of the Provincial Party Committee's Propaganda Department; comrades of the Provincial Party Committee: Bui Dinh Long - Vice Chairman of the Provincial People's Committee; Kha Van Tam - Chairman of the Provincial Labor Federation... representing leaders of departments, branches, districts, cities and towns in the province.

By 2025, 26-27% of working-age people will participate in social insurance.

Recently, the implementation of social insurance and health insurance policies in the areaNghe Anachieved many important results, actively contributing to ensuring social security, stabilizing people's lives and developing the province's socio-economy. In addition to the positive results, the implementation of social insurance and health insurance policies, especially the increase in social insurance and health insurance coverage rates, still faces many difficulties and challenges. Up to now, the social insurance and health insurance coverage rates in the province are still low compared to the targets set by the Resolution of the 19th Provincial Party Congress until 2025 and are not commensurate with the province's potential.

In order to create unity in awareness and action in leadership, direction and organization of implementation of targets on social insurance and health insurance coverage rates; strengthen the leadership of the Party, management of the State, mobilize the strong participation of the entire political system in implementing social insurance and health insurance policies; on March 7, 2022, Nghe An Provincial Party Committee issued Plan No. 81-KH/TU on implementing the targets of the Resolution of the 13th National Party Congress, Resolution of the 19th Provincial Party Congress on the coverage rate of social insurance and health insurance in Nghe An province by 2025, with a vision to 2030.

Specific targets: By 2025, the proportion of the working-age workforce participating in social insurance will reach 26-27%; the proportion of the population participating in health insurance will reach 95%. By 2030, the proportion of the working-age workforce participating in social insurance will reach 37%; the proportion of the population participating in health insurance will reach over 95%... The plan has set out groups of tasks and solutions and assigned responsibilities to the implementing units.

Strengthening leadership, achieving successsocial insurance and health insurance goals

At the conference, the Provincial Party Committee's Propaganda Department and Nghe An Social Insurance thoroughly grasped the plan, provided information on the policies, laws and orientations of the Party and State on social insurance and health insurance. Units and localities discussed and exchanged experiences, clarified the results achieved, limitations, shortcomings and causes; shared good experiences, creative and effective ways of organizing implementation; proposed tasks and solutions that need to be focused on to exceed the set targets and plans.

The Deputy General Director of Vietnam Social Security expressed his hope that the Provincial Party Committee, People's Council, People's Committee, and Fatherland Front Committee of Nghe An province would continue to pay attention to leading and directing the provincial Social Security sector to successfully complete the assigned tasks, contributing to better ensuring the local social security policy. The Provincial People's Committee will arrange the local budget to support the contribution level for people in difficult circumstances in the area to participate in health insurance and voluntary social insurance; mobilize the participation of the business community and philanthropists to donate and support health insurance cards and voluntary social insurance books for people in difficult circumstances.

At the conference, comrade Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee acknowledged and commended the efforts in implementing social insurance and health insurance policies of all levels and sectors, which have significantly contributed to completing the goal of social insurance and health insurance coverage according to the Resolution of the 19th Provincial Party Congress; contributing to ensuring social security and socio-economic development of the province.

Every year, in 100% of communes, wards and towns in the area, social insurance agencies at all levels preside over and coordinate with all levels and sectors to organize conferences to propagate and directly dialogue with people about social insurance and health insurance policies; pay attention to widely disseminating voluntary social insurance policies so that people clearly understand their rights and actively participate, comrade Nguyen Van Thong stated.

Party committees at all levels focus on leadership, direction, and linking social insurance and health insurance targets with annual local socio-economic development programs; mobilize the participation and sense of responsibility of the entire political system and society, assign specific tasks and targets for implementation at all levels and sectors; strictly implement inspection and supervision by Party committees on the implementation and realization of social insurance and health insurance targets; improve the capacity and effectiveness of State management, coordination between all levels, sectors and localities in implementing social insurance and health insurance policies; optimize the process of resolving social insurance and health insurance policies and regimes.

At the conference, the leaders of Vietnam Social Security awarded Certificates of Merit to 11 groups and 11 individuals; the Standing Committee of Nghe An Provincial Party Committee awarded Certificates of Merit to 10 groups and 10 individuals with outstanding achievements in directing and implementing Resolution No. 21-NQ/TW dated November 22, 2012 of the Politburo on strengthening the Party's leadership over social insurance and health insurance work in the 2012-2020 period./.
