Nghe An regulates specialized areas for agencies, organizations and units.

On the morning of March 7, under the chairmanship of comrade Le Minh Thong - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, the Provincial People's Committee worked with relevant departments, branches and units to listen and give opinions on draft documents of the Provincial People's Committee.

At the meeting, delegates listened to and gave their opinions on the following reports: Regulations on the list, usage time, depreciation rate of intangible fixed assets, special fixed assets, other fixed assets; Regulations on standards and norms for the use of specialized areas at agencies and units.

Accordingly, in order to strictly and effectively manage physical assets and asset values ​​in accordance with the provisions of law, the Department of Finance bases on and refers to the provisions of Circular No. 45/2018/TT-BTC of the Ministry of Finance on guiding the management regime, depreciation and amortization of fixed assets at agencies, organizations, units and fixed assets assigned by the State to enterprises for management, excluding the State capital component in enterprises to draft the draft.

Regarding the content of regulations on standards and norms for the use of specialized areas in agencies and units, on December 27, 2017, the Government issued Decree No. 152/2017/ND-CP stipulating standards and norms for the use of working offices and public service facilities, which stipulates the working area of ​​each position and the common use area of ​​agencies, organizations and units.

However, for specialized areas that have not been regulated, the Provincial People's Committee shall issue standards and norms for the use of specialized areas after receiving written consent from the Standing Committee of the People's Council at the same level. Therefore, it is necessary for the Provincial People's Committee to decide to prescribe standards and norms for the use of specialized areas for agencies, organizations and units under the management of Nghe An province.

After listening to the delegates' comments and concluding these contents, comrade Le Minh Thong emphasized: The issuance of regulations is very necessary, however, there needs to be specific usage norms, what is a dedicated area; the issue of asset depreciation needs to specifically determine depreciated assets... The Provincial People's Committee unanimously approved and requested the drafting agency, the Department of Finance, to complete the content of the submission based on the delegates' comments to submit to the Provincial People's Council.

Also this morning, delegates listened to and gave opinions on regulations on decentralization of authority to decide on maintenance, renovation, upkeep, upgrading and expansion of facilities.
