With a large number of participants and beneficiaries, in order to best serve the people and businesses, Nghe An Social Insurance has made efforts to promote reform of business processes and shorten the time to handle administrative procedures. In 2024, Nghe An Social Insurance reviewed and shortened the processing time for 7 processes of 6 administrative procedures in 2 areas (issuance of social insurance books, health insurance cards and social insurance policies). At the same time, continue to promote the application of information and digital transformation in business processes and handling of administrative procedures.

It is estimated that by the end of 2024, the total number of records received through the reception and return of results department under the one-stop and one-stop mechanism in the whole province will be 577,704 records, the results of handling administrative procedures on time and before the deadline always reached 99.6%, ensuring the rights of individuals and organizations in accordance with regulations. On that basis, in 2024, the provincial Social Insurance received and promptly resolved for more than 175,000 people receiving social insurance and unemployment insurance benefits; spent 13,149 billion VND for social insurance and unemployment insurance beneficiaries; spent 5,315 billion VND for 5.8 million people in the province to go to health insurance for examination and treatment.

To further facilitate people in enjoying social insurance, health insurance, and unemployment insurance, the provincial Social Insurance has coordinated with relevant units to resolutely implement Project 06 of the Government. With the attention and direction of the Provincial People's Committee, along with the close and effective direction of the Project 06 Implementation Team of localities and the coordination of sectors, the rate of people participating in social insurance and health insurance, cleaned and synchronized with the National Population Database has reached 99.88%, helping to standardize data, reform administrative procedures and reduce citizen paperwork, reducing time and costs for organizations and individuals when transacting with the Social Insurance agency.
The rate of people receiving pensions and social insurance benefits through non-cash payment methods is increasing rapidly. As of the end of November 2024, the number of people receiving pensions and social insurance benefits through non-cash payment methods in the whole province was 148,211/162,789 people, reaching a rate of 91.04%. Nghe An is among the top in the country in terms of the rate of people receiving pensions and social insurance benefits through personal accounts.

The provincial Social Insurance has also closely coordinated with the Nghe An Department of Health to direct health insurance examination and treatment facilities in the province to strictly implement the reception of patients for health insurance examination and treatment using chip-embedded citizen identification cards and health insurance card images on the VssID or VNeID application. Up to now, the whole province has had 531/531 (100%) medical examination and treatment facilities look up health insurance card information using chip-embedded citizen identification cards with the number of successful lookups being 4,652,281. In addition, to ensure the rights of people when going for medical examination and treatment, the provincial Social Insurance has also closely coordinated with the Department of Health and medical facilities to continuously improve the quality of health insurance examination and treatment, ensuring that people enjoy the benefits according to regulations.

In order to improve the legal compliance of employers and contribute to protecting the legitimate rights of employees, the provincial Social Insurance has coordinated with relevant units to strengthen the dissemination of the Party's guidelines and policies, the State's laws on social insurance and health insurance, as well as inspection and examination work at the units. In 2024, the provincial Social Insurance coordinated with the Department of Labor, War Invalids and Social Affairs to inspect the implementation of social insurance laws at employers, sending officers directly to each employer assigned to inspect and urge the collection and payment of social insurance.
Accordingly, recommendations were made to the Provincial People's Committee on the inspection of units that were late in paying and had long-term social insurance arrears. Specialized inspections of social insurance payments were conducted at 12 units, 600 million in late social insurance payments were recovered, 20 employees who were eligible to participate but had not yet participated were collected, the total amount of arrears was 372 million VND, and the Provincial People's Committee is submitting a fine to 1 unit that owed social insurance, unemployment insurance, and health insurance, with the amount of 165 million VND.
With synchronous and effective solutions, the rights and interests of participants and beneficiaries of social insurance, health insurance and unemployment insurance regimes and policies in the province are always guaranteed promptly.
