Tighten discipline in compliance with traffic laws

In order to improve the effectiveness of the implementation of the 2023 theme of the National Traffic Safety Committee "Rule of law to build a culture of safe traffic", recently, the Provincial People's Committee has issued many documents directing functional forces; local authorities, departments, branches, and organizations to deploy many solutions towards the goal of reducing traffic accidents in all 3 criteria (number of cases, number of deaths and injuries). In Plan No. 165/KH-UBND dated March 17, 2023 on launching the emulation movement to ensure traffic safety in the province, the Provincial People's Committee requested: Improve the effectiveness and efficiency of state management and law enforcement activities in the field of ensuring traffic safety and order. Persistently build a culture of traffic safety for organizations and individuals in the process of building, enforcing laws, providing traffic infrastructure, means, transportation services and participating in traffic.

The Provincial People's Committee also requested to innovate the work of propaganda, dissemination and education of laws on ensuring traffic safety and order in the direction of taking changes in law-abiding behavior as a criterion for evaluating results; promoting propaganda on social networks and digital infrastructure; mobilizing and guiding the integration of traffic safety and order assurance goals into programs, plans and activities of agencies, units, schools and transport enterprises.

In addition, to gradually "restore order and discipline in compliance with traffic laws by both traffic participants and traffic law enforcers"; especially promoting the pioneering and exemplary role in compliance with traffic safety laws by cadres, civil servants and public employees in the entire political system.

In Official Dispatch No. 1763-CV/TU on strengthening leadership and direction of traffic safety and order in the province, the Standing Committee of Nghe An Provincial Party Committee requested the Party Executive Committee, mass organizations, the Fatherland Front and socio-political organizations; heads of departments, branches, sectors at all levels, provincial, district, city, town Party Committees, and affiliated Party Committees to thoroughly disseminate, propagate and remind cadres, civil servants, party members, armed forces, and workers in agencies and units to voluntarily and strictly comply with the provisions of the law on ensuring traffic safety and order, the Law on Prevention of Harmful Effects of Alcohol and Beer. "Each cadre, civil servant, public employee, party member, and armed force must be exemplary and take the lead in complying with the provisions of the law on traffic safety and order. In particular, do not drive a vehicle after consuming alcohol or beer and do not sit in vehicles driven by drivers who have consumed alcohol or beer" - Official Dispatch 1673 emphasized.

From the direction of the Provincial Party Committee and the Provincial People's Committee, along with promoting propaganda work in many forms, the functional forces have deployed many patrols, controlling and handling violations of traffic safety and order. Thereby, focusing on handling violations that cause accidents and traffic jams such as: Violating alcohol concentration when driving; driving with drugs in the body; speeding on the road; "extending" the vehicle's body and carrying overloaded or oversized goods on the road, driving in the wrong part of the road or lane, and stopping and parking in violation of regulations.

Just patrolling and handling violations according to the topic "Drivers on the road with drugs in their body, violating speed and alcohol concentration" according to Plan 32 of Nghe An Provincial Police, from the beginning of February to May 2023, the Traffic Police force organized 6,964 patrols and controls, recording 10,167 violations. Of which, 4,298 cases violated alcohol concentration, 4,298 vehicles were temporarily detained, 2,571 driving licenses were revoked, corresponding to a fine of 14,537,171 thousand VND. Drivers with drugs in their body 95 cases, speeding violations 5,774 cases, temporarily detained 460 vehicles, revoked 1,452 driving licenses, corresponding to a fine of 9,519,886 thousand VND.

Thanks to the synchronous participation of the entire political system, in the first quarter of 2023, Nghe An had 41 incidents, killing 31 people and injuring 31 people, compared to the same period last year, a decrease of 7 incidents, 4 deaths, and 5 injuries.

Directing at the Conference to disseminate and implement Directive No. 10 of the Prime Minister on ensuring traffic order and safety, Vice Chairman of the Provincial People's Committee Nguyen Van De affirmed that there will be "no forbidden zones, no exceptions" in handling violations of traffic order and safety. Officials and party members are strictly prohibited from intervening or influencing the process of handling traffic law violations by competent agencies; and strictly prohibiting assigned forces from showing signs of "compliance" or ignoring violations in handling violations in any form.

To implement Directive No. 10 of the Prime Minister, on May 16, 2023, the People's Committee of Nghe An province issued Plan 328/KH-UBND to deploy 9 groups of key tasks and solutions. In particular, the Provincial People's Committee requires departments, branches, sectors and localities to fully perform their responsibilities in State management of ensuring traffic order and safety. Heads of Party committees and authorities at all levels are fully responsible for ensuring traffic order and safety in their areas of responsibility. "Consider and handle the responsibilities of heads of Party committees and local authorities if the traffic order and safety situation becomes complicated in the area due to lack of leadership, direction, inspection, supervision or inadequate implementation of responsibilities within the scope of management", the Provincial People's Committee stated.

Previously, in Official Dispatch No. 1763 CV/TU dated March 8, 2023 on "Strengthening leadership and direction in compliance with legal regulations on traffic safety and order in Nghe An province", the Standing Committee of the Provincial Party Committee also emphasized: "Heads of agencies and units must be responsible before the Standing Committee of the Provincial Party Committee if they allow cadres, civil servants, public employees, and party members of their agencies and units to violate or not strictly handle or not properly handle violations of regulations on driving vehicles while drinking alcohol, beer, or using stimulants".

Recently, on May 25, 2023, the Central Party Secretariat issued Directive No. 23-CT/TW on strengthening the Party's leadership in ensuring traffic order and safety in the new situation. It requires: Every cadre, party member, civil servant, public employee, especially leaders, managers, and heads, must be exemplary and actively mobilize relatives, families, and people to strictly implement regulations on ensuring traffic order and safety. All acts of intervention or influence on the handling of traffic law violations by competent authorities are strictly prohibited.

On that basis, on June 6, 2023, the People's Committee of Nghe An province issued Official Dispatch No. 4389/UBND-NC assigning the Provincial Police to preside over and coordinate with the Department of Transport and relevant sectors to advise the Provincial People's Committee and the Provincial People's Committee's Executive Committee to develop a draft action program of the Nghe An Provincial Party Committee to effectively implement Directive No. 23-CT/TW of the Central Party Secretariat.

This demonstrates Nghe An's determination to create changes in compliance with traffic safety regulations, build a safe traffic culture, and attach responsibility to leaders of local authorities in ensuring traffic safety and order.
