(Baonghean.vn) - The Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense has just issued Official Dispatch No. 07/CD-BCH on proactively responding to tropical depression and heavy rain from September 25-27.

Accordingly, the telegram was sent to the Steering Committee for Natural Disaster Prevention and Search and Rescue of districts, cities and towns; the Provincial Military Command; the Provincial Border Guard Command; the Provincial Police; the Departments of Natural Resources and Environment, Agriculture and Rural Development, Information and Communications, Industry and Trade, Transport; the North Central Hydrometeorological Station; the Chairmen and Directors of Irrigation and Hydropower Companies in the province; the Provincial Radio and Television Station, Nghe An Newspaper, and the Ben Thuy Coastal Information Station.

According to the bulletin of the National Center for Hydro-Meteorological Forecasting, at 4:00 a.m. on September 25, the center of the tropical depression was at about 15.2 degrees North latitude; 111.1 degrees East longitude, about 340 km East Southeast of Da Nang, about 240 km East of Quang Ngai; the strongest wind near the center of the tropical depression was level 6, gusting to level 8, moving west at a speed of 10-15 km/h. It is forecasted that by 4:00 a.m. on September 26, the tropical depression over the sea from Da Nang to Quang Ngai will be level 6-7, gusting to level 9; by 4:00 a.m. on September 27, it will weaken into a low pressure area over the southern Laos region.

From September 25 to September 27, the Central region will have moderate rain, heavy rain and thunderstorms, locally very heavy rain. In the North Central region, rainfall is generally from 100-300 mm/period, in some places over 350 mm/period.

To proactively respond to natural disasters and heavy rains, the Provincial Steering Committee for Natural Disaster Prevention and Control and Search and Rescue requests the Steering Committees for Natural Disaster Prevention and Control and Search and Rescue of districts, cities, towns and related agencies and units to implement a number of contents.

For sea route: Closely monitor the developments of tropical depressions, manage vessels at sea, notify owners of vessels, captains of ships and boats operating at sea of ​​the location, direction of movement and developments of tropical depressions to proactively avoid, escape or not move into dangerous areas (Dangerous areas in the next 24 hours: West of 113.0 degrees East longitude and adjusted in forecast bulletins).

Check, review, and prepare plans to ensure safety for marine activities and aquaculture depending on the developments of natural disasters.

Ready forces and means for rescue when required.

For mainland areas

Closely monitor developments of heavy rain, floods, inundation, flash floods, landslides, and provide timely and complete information to authorities at all levels and people to proactively prevent, respond, and minimize damage.

Deploy shock forces to inspect and review residential areas along rivers, streams, and low-lying areas to proactively organize the relocation and evacuation of people in areas at high risk of deep flooding, flash floods, and landslides.

Organize forces to be ready to control and direct traffic, put up warning signs, especially at culverts, spillways, deep flooded areas, and fast-flowing water; proactively arrange forces, materials, and means to overcome incidents, ensuring smooth traffic on main traffic routes when heavy rain occurs.

Directing the work of ensuring safety of vulnerable sea dykes or those under construction.

Ready to deploy measures to drain water, protect production, and prevent flooding in urban areas and industrial parks.

Inspect, review, and deploy operation plans and ensure safety of reservoirs and downstream areas, especially small hydropower reservoirs and important irrigation reservoirs; arrange permanent forces to operate and regulate and be ready to handle possible situations.

North Central Region Hydrometeorological StationOrganize close monitoring, strengthen forecasting, warning and timely information on natural disasters, floods, flash flood and landslide risks.

Department of Agriculture and Rural DevelopmentDirect the work of ensuring safety of fishing vessels and aquaculture; safety of dikes, irrigation dams, especially key works under construction; protect agricultural production.

Department of Industry and TradeDirect the work of ensuring the safety of hydroelectric dams and downstream areas, especially small hydroelectric plants; be ready to promptly restore the power system in case of incidents.

Department of TransportDirect the work of ensuring safety for transport vessels; direct timely handling of incidents, ensuring traffic on main routes.
