To proactively cope with the tropical depression that is likely to strengthen into a storm and heavy rain, the Chairman of the People's Committee - Head of the Provincial Steering Committee for Natural Disaster Prevention and Control and Search and Rescue (PCTT-TKCN) requests: Chairman of the People's Committee - Head of the PCTT-TKCN Steering Committee of districts, cities and towns; Provincial Military Command; Provincial Border Guard Command; Directors of Departments, Heads of Provincial-level Committees and Branches; Directors of Irrigation and Hydropower Companies in the province and related units, urgently implement the following contents:
1.Strictly implement the contents of the Official Dispatches: No. 72 dated October 8, 2017; No. 73 dated October 9, 2017 of the Central Steering Committee on Natural Disaster Prevention and Control; Official Dispatch No. 18 dated October 8, 2017 of the Provincial Steering Committee for Natural Disaster Prevention and Control and Search and Rescue;
2.Chairmen of People's Committees of coastal districts and towns shall coordinate with the Provincial Border Guard Command, the Fisheries Sub-Department, Nghe An Port Authority and relevant units, by all means, notify and call on vessels operating at sea to return to anchorage or safe shelter; resolutely prevent vessels, vehicles, and rafts that are at anchorage or shelter from going out to sea during periods of tropical depression/storm; absolutely do not let people stay in rafts, watchtowers, or vessels.
Proactively develop plans to ensure safety for sea dykes and river mouths, especially for sections of dykes and embankments damaged by recent storm No. 10; Prohibit all ships and means of transport from going to sea; ships operating at sea must return to shore and anchor before 5:00 p.m. on October 9, 2017.
3.Regularly monitor and update the developments of tropical depressions/storms, floods and rains to proactively respond. Check and review plans, be ready to evacuate residents in low-lying coastal areas, river mouths, areas at risk of flooding, flash floods, and landslides to ensure the safety of people and property.
4.Deploy and organize bracing and protection of houses and warehouses and implement measures to ensure the safety of structures damaged by storm No. 10 that have not been repaired in time. Prepare plans to ensure safety and restore power grid and communication problems before, during and after the storm.
5.Arrange traffic control forces at ferry terminals, underground areas, overflows, and flooded roads to guide people and vehicles to ensure safety during floods.
6.Check plans to ensure the safety of dike works and reservoirs, especially pay attention to small lakes that are full of water and managed by the locality (note Ba Khe Lake, Da Han Lake in Nam Dan district, Don Hung Lake, Ke Sat Lake in Yen Thanh district, etc.); Direct lake owners to organize shifts, monitor water levels and flow to the lake, patrol, guard, prepare forces, materials, and means to handle the first hour when a situation occurs according to the approved plan. Lake owners operate water discharge according to regulations.
In particular, Ban Ve, Khe Bo, Chi Khe Hydropower Companies and other hydropower plants should take advantage of the actual situation to release water to ensure construction safety and increase flood control efficiency; at the same time, notify downstream areas in advance according to regulations; Chairmen of People's Committees of districts and towns should proactively plan to evacuate people, protect people and property before the dam releases flood water, in order to minimize damage.
7.Irrigation Companies deploy drainage plans, focus on clearing drainage axes and are ready to operate drainage pumping stations, proactively draining buffer water to prevent heavy rains from causing flooding.
8.The Department of Education and Training, based on specific developments of floods and rains, proactively directed schools to let students stay home to ensure safety.
9.Provincial Radio and Television Station, Nghe An Newspaper, Ben Thuy Coastal Information Station and mass media agencies located in the province increase the time of reporting, regularly report on the developments of tropical depressions/storms, floods and directions from authorities so that localities and people know and proactively prevent.
10. Standing rescue agencies (Provincial Military Command, Provincial Border Guard Command...) maintain rescue forces and vehicles to be ready to respond when requested.
11. Organize 24/7 on-duty, closely monitor, promptly direct measures to prevent and combat natural disasters/storms and floods; regularly report to the Provincial People's Committee through the Standing Office of the Provincial Steering Committee for Natural Disaster Prevention and Control for timely handling.
