According to the telegram, storm No. 13 is currently stronger than previously forecast. At 7:00 a.m. this morning (November 14, 2020), the strongest wind near the storm center was level 14, gusting to level 17. This is a very strong storm, forecast to directly affect coastal areas and mainland provinces in the North and Central Central regions from today (November 14) to November 15, 2020. To proactively respond to the storm, limit damage to people's lives and property, the Chairman of the Provincial People's Committee - Head of the Provincial Steering Committee for Natural Disaster Prevention and Search and Rescue (PCTT - TKCN) requested the Chairman of the People's Committee - Head of the PCTT - TKCN Steering Committee of districts, cities and towns; Commander of the Provincial Military Command; Commander of the Provincial Border Guard Command, Director of the Provincial Police; Directors of Departments, Heads of Provincial-level Committees and Branches; Chairman of the Board of Members, Chairman of the Company, Directors of Irrigation Companies; Hydropower in the province and related unitsimplement the following specific tasks:

Strictly implement Official Dispatch No. 1597/CD-TTg dated November 12, 2020 of the Prime Minister on focusing on responding to storm No. 13 in 2020; Official Dispatch No. 1601/CD-TTg dated November 14, 2020 of the Prime Minister on focusing on urgent response to storm No. 13; Official Dispatch No. 43/CD-UBND dated November 12, 2020 of the Provincial People's Committee on focusing on responding to storm No. 13 and Official Dispatch No. 44/CD-UBND dated November 13, 2020 of the Provincial People's Committee on prohibiting ships from going to sea during storm No. 13.
For sea areas:Organize and guide safe anchoring for boats; proactively bring small boats ashore to limit damage at shelters. Strictly control sea bans. Check and evacuate people from dangerous areas at sea and coastal areas, resolutely not let people stay in aquaculture watchtowers or on boats at anchorages when the storm hits. If necessary, forcibly evacuate to ensure people's safety.
For on land:Urgently evacuate people from dangerous areas (in unsafe houses, areas at risk of deep flooding, landslides, flash floods, etc.) to safe places. Review plans to protect the safety of dams, dykes, and flood and storm prevention works. Organize the operation of irrigation and hydroelectric reservoirs to ensure safety for the works and downstream areas; for reservoirs that are full of water, it is necessary to proactively regulate to receive floods, check the provision of information to authorities and people in downstream areas before releasing floodwaters according to regulations.
Departments, branches, localities and units deploy plans approved at the beginning of the year to urgently respond to storm No. 13.
Rescue agencies: Provincial Military Command, Provincial Border Guard Command, etc. are ready with forces and means to rescue when requested.
Provincial Radio and Television Station, Nghe An Newspaper, Ben Thuy Coastal Information Station and other mass media increase broadcasting time, regularly report and continuously provide information on the storm's developments and response plans so that people know and coordinate with local authorities to proactively prevent it.
The Provincial Steering Committee for Natural Disaster Prevention and Control closely monitored the storm's developments; promptly directed relevant departments, agencies, sectors and localities to deploy specific measures to respond to the storm; members of the Provincial Steering Committee for Natural Disaster Prevention and Control went to key localities to direct, inspect and urge storm response work.
Organize a 24/7 on-duty team to monitor the storm's developments; proactively direct responses to possible bad situations. Regularly report to the Provincial People's Committee (through the Standing Office of the Provincial Steering Committee for Disaster Prevention and Control) for timely handling./.
