Nghe An issues telegram to respond to storm No. 2
(Baonghean.vn) - The Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense of Nghe An province has just issued Official Dispatch No. 05/CD-BCH on responding to storm No. 2.
According to the National Center for Hydro-Meteorological Forecasting, on the afternoon of August 9, the tropical depression strengthened into a storm, storm number 2 in 2022, with the international name MULAN.
At 1 p.m. on August 9, the center of the storm was located at approximately 17.3 degrees North latitude; 112.9 degrees East longitude, in the northeastern area of the Paracel Islands; approximately 300km southeast of Hainan Island (China). The strongest wind near the center of the storm was level 8, gusting to level 10.
It is forecasted that in the next 24 hours, the storm will move north, then possibly change direction to northwest, traveling 15-20km per hour and possibly getting stronger.

Toproactive responseRegarding storm No. 2, the Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense requests the Steering Committee for Natural Disaster Prevention, Search and Rescue of districts, cities and towns; relevant departments, branches and agencies to direct the implementation of the following contents:
1. Strictly implement Official Dispatch No. 23/CD-QG dated August 9, 2022 of the National Steering Committee on Natural Disaster Prevention and Control.
2. For sea routes - Closely monitor the developments of storm No. 2, notify owners of vehicles, captains of ships and boats operating at sea of the location, direction of movement and developments of the storm to proactively avoid, escape or not move into dangerous areas.
The dangerous area in the East Sea in the next 24 hours is determined from the North of latitude 15.5 degrees North; from longitude 110.5 to 114.5 degrees East (dangerous area is adjusted in forecast bulletins).
- Organize monitoring and counting of ships and boats operating in areas affected by the storm; maintain regular communication with owners of vehicles to promptly handle possible bad situations; 3. For plains and coastal areas
-Tight managementmeans of going out to sea; checking and guiding ships to anchor at the wharf, ensuring fire safety, security and order, and society. Prepare rescue forces and means to promptly handle situations.
- Direct the work of ensuring the safety of people and property of people on cages, aquaculture areas at sea, in coastal areas and on land; be ready to drain floodwaters to protect agricultural production, low-lying areas, urban areas and industrial zones.
4. For mountainous areas - Deploymentshock forceCheck and review unsafe houses, residential areas along rivers, streams, outside river banks, areas at risk of flooding, landslides, flash floods, mineral exploitation areas; prepare plans to evacuate people in areas at high risk of deep flooding, flash floods, landslides to safe places.
- Check, review, and prepare plans to ensure the safety of reservoirs and downstream areas, especially small hydroelectric reservoirs and important irrigation reservoirs.
5. North Central Region Hydrometeorological Station: Closely monitor, forecast, warn, and promptly inform about storm developments to proactively deploy response measures.
6. The Provincial Military Command, the Provincial Border Guard Command, and the Provincial Police prepare forces and means.rescueto handle promptly when there is a situation.
7. Department of Agriculture and Rural Development: Directs the work of ensuring safety of fishing vessels, aquaculture; safety of sea dykes, irrigation dams, especially key works under construction; protection of agricultural production.
8. Department of Transport: Review and arrange forces to control and guide traffic in flooded and isolated areas; prepare forces, materials and means to overcome incidents and ensure smooth traffic on main traffic routes.
9. Department of Information and Communications: Direct network operators and mass media agencies to ensure communication to serve response work; increase sharing and guidance on storm prevention, prioritize broadcasting warning bulletins and response instructions.
10. Relevant Departments and branches, according to their assigned functions and tasks, direct measures to be ready to respond when bad situations occur.
11. Provincial Radio and Television Station and Nghe An Newspaper increase information and communication about the developments of storm No. 2 and response direction.
12. Organize on-duty shifts seriously and regularly report to the Standing Office of the Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense.
