This afternoon (October 22), the Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense issued Official Dispatch No. 08, focusing on responding to storm TRAMI.

Pursuant to Official Dispatch No. 7930 dated October 21 of the Ministry of Agriculture and Rural Development on responding to heavy rains, tropical depressions are likely to strengthen into storms and enter the East Sea.

According to the North Central Hydrometeorological Station, early on October 22, the tropical depression in the sea east of the Philippines strengthened into a storm and was internationally named TRAMI. At 1 p.m., the center of the storm was at about 13.5 degrees North latitude; 126.5 degrees East longitude, in the sea east of the central Philippines. The strongest wind near the center of the storm was level 8, gusting to level 10. Moving northwest at a speed of 15-20 km/h.

Forecast in the next 24 hours, the storm will move northwest, speed about 15km/h, the center of the storm will be at about 16.7 degrees North latitude, 124.0 degrees East longitude, in the sea east of Luzon Island (Philippines), intensity level 9, gust level 11.

To proactively respond to the Storm, the Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense requests the Steering Committees for Natural Disaster Prevention, Search and Rescue and Civil Defense of districts, cities and towns; relevant departments, branches, sectors and units to implement the following contents:

For at sea:

Closely monitor the developments of the Storm; notify captains and owners of vehicles and vessels operating at sea to proactively prevent and have appropriate production plans, ensuring safety of people and property; maintain communication to promptly handle bad situations that may occur. (Dangerous areas in the next 24 hours: From latitude 14.0N-19.0N; east of longitude 122.0E and adjusted in forecast bulletins).
Ready forces and means for rescue when required.

For on land:

Review and prepare plans to respond to heavy rain causing flooding, landslides, flash floods, etc. Deploy shock forces to inspect and review residential areas along rivers, streams, low-lying areas, high risk of flooding, flash floods, landslides; proactively relocate and evacuate people in dangerous areas to safe places.

Organize forces to guard, control, and guide traffic safety for people and vehicles, especially at culverts, spillways, deep flooded areas, areas with strong currents, areas where landslides have occurred or are at risk of landslides; arrange forces, materials, and means to overcome incidents, and ensure smooth traffic on main traffic routes.

Organize operations and implement plans to ensure safety of reservoirs and downstream areas, especially small hydropower reservoirs, important irrigation reservoirs, and projects under construction; arrange permanent forces to operate and regulate and be ready to handle possible situations.

Agencies:Provincial Radio and Television Station, Nghe An Newspaper, Ben Thuy Coastal Information Station and mass media strengthen measures to inform and communicate about weather developments and natural disasters to authorities at all levels and people to proactively prevent and respond.

Departments, branches, sectors and localities, according to their functions and tasks, direct measures to be ready to respond when bad situations occur.
