The Provincial People's Committee has just issued Official Document No. 13353/UBND-NC (December 1, 2025), requesting departments, agencies, and localities to urgently review, classify, and compile a list of establishments that do not meet fire safety requirements and are unable to rectify the situation according to regulations, to be completed by December 2025.

In addition, the Provincial Police were tasked with reviewing and exchanging information about the establishments that had been shut down.administrative penalties for fire safety violations.However, these issues have not been resolved, including violations in construction investment and fire safety technical solutions. The information will be sent to the specialized construction agency for reference during the evaluation process.

Commune-level police are directed to coordinate surveys and assessments of the feasibility of remediation for facilities under the management of the commune-level People's Committee and report to the Provincial Police.

The Provincial People's Committee also assigned the Departments of Construction, Industry and Trade, Agriculture and Rural Development, Natural Resources and Environment, and the Management Board of the Southeast Economic Zone to review and classify establishments based on regulations, professional guidelines, and the list of violating establishments provided by the Provincial Police.

Departments and agencies must compile a list of facilities that are unable to rectify the issues, along with a survey form, and report it to the Provincial People's Committee before December 5, 2025 (via the Provincial Police); at the same time, they must coordinate and advise on the publication of the list of facilities that do not meet fire safety requirements before December 15, 2025.

For the People's Committees of communes and wards, the official document requests that they direct the commune-level police and relevant departments to review facilities under their management according to Decree 105/2025/ND-CP and assess the feasibility of remediation according to the standards and regulations in effect at the time of operation. A list of facilities that cannot be rectified must be submitted to the Provincial Police before December 5, 2025, along with a survey form.

The Provincial People's Committee requests that all departments, agencies, units, and localities seriously implement this directive; if any difficulties or obstacles arise, they must promptly contact the Provincial Police Department for guidance.
